8:55

I am a former councilwoman for the City of Maricopa, so my address is one nine zero zero six, North Crystal Lane in Maricopa, Arizona.

9:03

I am here to uh with you today.

9:15

I am an Air Force veteran.

9:17

I've served the last 20 years under Veteran Services.

9:20

My last two assignments was working for the Department of Veteran Affairs under the President of the United States.

9:26

I was a senior advisor with the Department of Veteran Affairs.

9:29

And then I came back to Arizona, and I was working as a legislative liaison for the Department of Veterans Services.

9:35

What I did there, I was working with both Democrats and Republicans, and both the House and the Senate, trying to get legislation passed for our veterans.

9:42

So I decided to retire earlier this year, and that's why I'm running for this seat.

9:51

We were at the parade.

10:00

So I'm a first generation Mexican, so I am uh very lovely to be here and very happy to have have been here on just this last weekend and thanks for continuing to celebrate our traditions.

10:10

Um also I was ta speaking with you about 9-11.

10:14

I have uh a relative and many of my brothers and sisters passed due to uh night after um nine eleven they enlisted in the military, as I mentioned.

10:23

I've worked 20 years with our veterans, and uh we've lost many since then, and I wanted to present you with um a challenge coin.

10:32

I may I approach the bench here.

10:36

This is uh a challenge coin that we uh dedicated to the City of Mary Corp, but on one side you'll see the City of Maricopa veterans and on the other side you'll see the two towers.

10:47

But I just wanted to present you with that coin and introduce myself and thank you very much for your time.

10:52

Thank you.

10:54

Well, thank you so much for this coin.

10:57

I will put it in my office, it will be sconced right up on the windowsill with the others.

11:01

Thank you so much.

11:04

And I'm glad you had a chance to see our fiases.

11:06

It's pretty good, right.

11:10

Okay, now that brings us to item number six reports and announcements.

11:17

And we'll start off with Mayor's announcements, and May is keeping it awfully short, only two pages today.

11:24

And the first announcement is rather simple.

11:27

Go dust devils.

11:28

I attended the game on the fourth against St.

11:31

John's, and then again last Friday night against Tombstone.

11:34

Let's just say our dust doubles did exceptionally well in both games.

11:38

Big props to the players, coaches, families, and everyone involved in supporting the team.

11:43

It's always good to see that kind of pride and energy out there.

11:47

And the only other thing I'll bring up, which was just brought up was the Fiesta Spatrias.

11:52

I was very proud to open this year's celebration, especially since we marked the 75th anniversary of the Fiesta Spatrias here in Eloy.

12:01

We were joined this year by Grand Marshal and former Eloy Mayor Anita Flores, along with many past grandmarshals who have been part of this tradition over the years.

12:11

And seventy-five years is quite a landmark.

12:16

It's something, you know, to go along that long really takes a lot.

12:20

And I'd like to give a huge shout out and congratulations to Corazon de Latinos Unidos.

12:26

Uh the C DLU has that event running like a well-loiled machine, like they've been doing it for 75 years.

Eloy City Council Meeting: September 14, 2026

The Eloy City Council met on Monday, September 14, 2026, at 6:00 PM in the City Council Chambers. The meeting began with roll call, a moment of silence, and the Pledge of Allegiance. One member of the public spoke, and several reports and announcements were made by city officials. The council unanimously approved a consent agenda, authorized the purchase of a police vehicle, and adopted an emergency ordinance to address vacancies on a city board.

Public Comments & Testimony

  • A former Maricopa City Councilwoman and Air Force veteran addressed the council. She introduced herself, highlighted her work with veterans, and presented a challenge coin commemorating September 11. She expressed appreciation for the city's Fiestas Patrias celebration and support for the community.

Reports and Announcements

  • Mayor's Announcements: Mayor Sutton congratulated the Eloy Dust Devils football team on their victories. He celebrated the success of the 75th annual Fiestas Patrias, thanking the Corazon de Latinos Unidos (CDLU) organization and the Sun Corridor MPO for their Safe Routes to School booth.
  • Councilmember Galindo: Reported attending a Pinal County Board of Supervisors meeting where a solar farm project was approved. She noted a proclamation for Suicide Awareness and Prevention Month and announced a remembrance event at Santa Cruz High School. She also thanked all involved in the Fiestas Patrias, particularly noting Councilmember Curtis's first-place parade entry and the new sidewalk ramps installed for accessibility.
  • Councilmember Snyder: Recapped the Pinal Partnership meeting where an AI-driven decision tool from Arizona State University was presented. The tool will help small cities like Eloy analyze data for better decision-making on infrastructure, transportation, and economic factors.
  • Councilmember Garcia: Announced he will attend an event for Steps of Love and reminded the public that fall break starts Thursday, urging caution for children.
  • City Manager: Promoted upcoming community events: Fantastic Fridays (Pizza Palooza) on September 18 for ages 5-12, and a painting class on September 25 for teens. He also noted National Child Passenger Safety Week (Sept 20-26) with police education on car seat installation (noting 45% of seats are installed incorrectly).

Consent Calendar

The council unanimously approved all items on the consent agenda (7-0):

  • Approval of minutes from the August 24, 2026 council meeting.
  • Acceptance of proposals from MHQ of Arizona for emergency equipment up-fit services for two 2026 Ford F-150 Police Responder trucks, not to exceed $95,000, under Arizona State Contract #CTR078487.
  • Approval of Resolution No. 26-1678 accepting an $87,100 grant from the Gila River Indian Community for the Eloy Fire District.

Discussion Items

  1. Purchase of a 2024 Ford F-150 Police Responder Demonstration Vehicle

    • The council considered authorization to purchase one pre-upfitted 2024 Ford F-150 police vehicle from San Tan Ford, using Proposition 207 (marijuana tax) funds, at a price not to exceed $80,000 under Arizona State Contract CTR059323 Phase 2.
    • Police Chief explained the vehicle is already 80-85% equipped, needing minor modifications. It will serve as a community service officer vehicle with a 4-5 year lifespan. The city receives approximately $70,000 annually from Proposition 207. The warranty status was not immediately known but is expected to be standard.
    • Motion carried unanimously (7-0).
  2. Adoption of Ordinance No. 26-1006 (Emergency) Regarding the Building Advisory and Board of Appeals

    • The ordinance amends Section 2-111 of the city code to allow the Mayor to appoint City Council members to fill vacancies on the Building Advisory and Board of Appeals. This is a temporary measure due to the board lacking a quorum, with no qualified applicants found despite extended recruitment.
    • Staff emphasized the urgency: pending building code appeals could create liability if the board is unable to act. The ordinance includes an emergency clause to take effect immediately, requiring at least six affirmative votes (the council has seven members).
    • Council members expressed willingness to serve but noted they lack technical building code expertise. Staff assured that training and support from the Chief Building Official would be provided. The council discussed future efforts to recruit qualified board members and possibly offer compensation.
    • Motion to read by title and adopt the ordinance passed unanimously (7-0), including the emergency declaration.

Key Outcomes

  • All three consent agenda items approved.
  • Authorization to purchase one 2024 Ford F-150 police vehicle up to $80,000 approved.
  • Ordinance No. 26-1006 adopted with an emergency clause, allowing temporary appointment of council members to the Building Advisory and Board of Appeals. The city will intensify recruitment for qualified board members.
  • The meeting adjourned following the business items; no executive session was held.
