So this is the agenda session for August 11th, preparing for the city council meeting, which is August 18th.

First up, we we don't have any presentations or reports next week.

So we'll start with a consent agenda and I will read those now.

After we approve the minutes, we will award or vote to award bid 26-43.

It's a highway 112 from Poplar to Drake.

It's a contract with Crossland Heavy Contract Contractors Inc.

in the amount of 14,923,000 $32.90 for construction of the Highway 112 widening project to approve a project contingency in the amount of $125,000 and to approve a budget amendment.

And if you have questions about this one, Justin Bland is here and can speak to those.

Mayor, I have a question.

Justin, can you?

I mean, this is a huge amount of money.

Can you tell us about maybe the review process and that it what Crossland's um previous performance has been?

Because we've had some issues with, as you know, some uh vendors lately.

Yeah, yeah, absolutely.

Is this on?

Yeah, okay.

I can't hear myself, sorry.

Uh yes, um so as part of this project, um uh basically our staff engineer had has reviewed their their performance.

Um, they've they've met all the requirements, the bonding and the insurance requirements that we typically do.

Um I don't think we've had anything on our end that has disqualified them from future work.

So I think from our end they they are they're uh very eligible for this work and um and just to follow up, does the um because this is at 112 um and you're I'm guessing you're working with the state on this.

Do they participate in that review process or how does how does that work?

Yes, that was um there have been many, many different uh review cycles with the R DOT on this.

Um they it's kind of interesting because in this situation, the you know that's an all-in-system highway for it's an R facility that as part of this, they're gonna pay to upgrade it and then they're gonna give it to the city to take over as part of this project.

And that's why they're paying for like 99% of the project, but it still had to be designed to their standards, and we've we've had a lot of different iterations going back and forth um to also get some of the amenities that we wanted with like the trail and everything on there.

So I I'm not even I would I don't think it's even exaggerating to say we've this spent five years going back and forth upon this, so it's it's been very well QAQC'd.

Um Justin, I was gonna check.

I've got two questions.

The 14.9 million that's mentioned, I know this is such a big project.

Is that um encapsulating like the entire cost of the 112 project, or are there additional like phases and portions that are gonna come forward for us?

That should be the final number.

Um at this point, all the utilities have been relocated, so we don't and I know on the uh the mill cycle when we had to come back with you on that black hills contract, but at this point I think everything's been moved out of the way, so that should be the final number at pending any change of orders during construction.

So we do have a little bit of contingency in there for that.

And then my only other question that I was curious about is um part of uh 112 there is kind of close and proximity, some of our like larger density that's happening when I think about you know things that are there like Garland and Leverett area.

Um, and so I'm curious about um I know as we're talking about stormwater across the whole city, and we're talking about a widening project, slight more impervious surface.

And so I didn't know if parts of the conversation were trying to think through some of those bigger kind of like water events, as we know we're gonna add density, like we have that student housing new project that's coming in, um, and whether or not there's the potential for additional uh detention, kind of over detention, possibly thinking about how that area um potentially is gonna continue to see um upward building.

Yeah, that that's it it's kind of challenging in this situation with it as I was mentioning it's it's kind of it's really considered an art art facility until it's built and it's given over to us.

So we're we're really restricted to what we can do in that ride-of-way with what our doc would typically allow, and they typically wouldn't allow detention in that that that case.

So I don't think that's something we've um been able to accommodate with the project, but uh we have a lot of other things going on, the different developments, so hopefully we can have some improvements there from those with those things, yeah.

Um, next item up if you just want to stay there in case they have questions, is a resolution to approve amendment one to the professional services agreement with Kimley Horn and Associates in the amount of $800, 10,500 for additional design services associated with the straits with a safe streets and roads for all project.
