Resolution 23-26 (Chapter 42 Parks Ordinance Amendment): Proposed amendments to allow expanded use of Veterans Park, including special events up to 1,200 people, and to reorganize park rules. Presentation by Tom Weber (Just US Service Group) on Jail Operational Planning and Alternatives to Incarceration: Weber presented a 100-page report with key findings:
- Current jail is over 70 years old, certified rated capacity 335, operational capacity ~285. Average daily population (ADP) 328, often exceeding operational capacity.
- Jail bed days consumed have risen from ~80,000 pre-COVID to ~120,000 annually in recent years. Annual bookings ~3,300-3,500.
- 30-40% of inmates are non-residents; only 15-20% are minimum classification (suitable for alternatives).
- Mathematical projections (by Dr. He Fon Lin) indicate ADP rising to 400-420 over 15 years, then plateauing.
- Recommendations: 463 adult beds (including 48 Huber residential beds) and 31 juvenile detention beds (with one crisis room). A Criminal Justice Coordinating Council (CJCC) is recommended to manage jail population, reduce length of stay, and develop evidence-based alternatives. Initial CJCC staff cost estimated $150,000-$250,000/year.
- Weber emphasized that cost should not be the only factor; community engagement and balance between incarceration and alternatives are key.
- Supervisors asked questions about site selection, CJCC structure, non-resident trends, and population projections. Chair indicated Venture Architects will present options at the next meeting.
Key Outcomes
- Resolution 23-26 was referred back to the UW-Extension Education, Agriculture and Recreation Committee for further development of special events policy and ordinance details (passed by hand vote, majority).
- All other resolutions on the agenda were approved unanimously (22-0 or as noted).

It's uh twenty we have twenty supervisors present uh with supervisors Beer, Urlash, and Fenric excused, and we're still missing Supervisor Learing and Yankee. We will add them if they come in. First item on the agenda is to approve the minutes of the May 19th, 2026 meeting of the Fond du Lac County Board. Is there a motion to approve? Motion by Supervisor Simon, second by Supervisor Van Huizen. Any errors, omissions, or corrections to the minutes. Okay, I don't see any, so we'll move to the vote.
