Unassigned speaker

8:41

put

Speaker 2

8:41

them in your calendars.

8:42

But um, the only strange one that I would bring out is on Tuesday, it's the second Tuesday in September, and that is because um for whatever reason WCA annual conference is a week earlier.

8:56

You'll see it's earlier next year, the nineteenth through the twenty-first.

9:00

So other than that, I don't think there was anything different that we've done in the past.

10:26

Good evening, everyone.

Unassigned speaker

10:37

I

Speaker 4

10:37

just want to hit some of the highlights with regard to my budget.

10:40

The materials are already before you for review itself.

10:43

This budget for 27 is 120 20 171 million dollar growth budget.

10:48

The budget itself is proposed did not come without challenges as usual.

10:52

We continue to see a decrease in revenue with increases in operational expenses.

10:56

But for 2027, uh I was fortunate enough that department heads, as they presented their budgets, presented them knowing that we were going to have to make cuts, and what they presented to me did not

Speaker 5

11:07

include

Speaker 4

11:07

uh additional CIP items.

11:09

They looked to reduce expenses where they could.

11:12

And because of that, I can't present to you a balanced budget again for 2027.

11:16

Some of the highlights I want to point out uh with regard to our numbers, net new construction numbers for 2027 did see a decrease in 2025.

11:25

We're at 1.18 percent.

11:27

For 2026, it is 1.04 percent.

11:31

This will result in a maximum operating levy increase of 437,000, which is lower than the prior year.

11:38

Employees, though, for good news for them, is the state retirement uh the state retirement plan saw an increase of percentage that went from 7.2 to 7.25.

11:48

Sales tax revenue by the end of 2026, we're anticipating will increase by 6.7 percent.

11:55

Shared revenue also we will see a slight increase.

11:58

Uh our number for 27 is going to be just under 1.2 million dollars, which will be about a $25,000 increase.

12:05

I continue to talk to the legislature and our specific legislators in regard to making adjustments to find ways to increase our shared revenue uh for our counties itself.

Fond du Lac County Board Meeting - October 13, 2026

The Fond du Lac County Board of Supervisors met on Tuesday, October 13, 2026, at 6:00 PM CDT, with 25 supervisors present and a quorum. Navy Club Ship 75 of Fond du Lac presented the colors, followed by the Pledge of Allegiance. The board heard County Executive Sam Kaufman's proposed 2027 budget, approved routine items, passed several fee and staffing resolutions, and held a lengthy debate on four new jail correctional officer positions.

Consent Calendar / Routine Approvals

  • Minutes of the September 15, 2026, board meeting were approved on motions by Supervisors Fenric and Simon.
  • The 2027 County Board meeting dates were approved 25-0; the chair noted the September meeting is on the second Tuesday because of the WCA annual conference.
  • Four County Executive appointments were approved 25-0: Dean Kaderabek to the Land Information Council; Luke Dretske to the Traffic Safety Commission; Kelly Kharajian to the Children & Adult Long-Term Care Coordinating Committee; and Glenn Gogin to the Local Emergency Planning Committee.
  • The 2026 care of soldiers' graves report was approved 25-0. Supervisor Griffith questioned the wide disparity in per-gravesite reimbursement; County Executive Kaufman said no standard policy has been set, and Supervisor Madigan explained that cemeteries set rates based on their soldier-grave share and maintenance costs.
  • The 2026 dog license report was approved 25-0. Staff described the statutory dog fund and the 50-cent municipal pass-through; two municipalities were noted as late or non-submitting.

2027 Budget Presentation

  • County Executive Kaufman presented the proposed 2027 county budget, described as a $171 million budget. He said revenues continue to decline while operating expenses rise. He reported net new construction at 1.18% for 2025 and 1.04% for 2026, producing a maximum operating levy increase of $437,000; projected sales tax revenue growth of 6.7%; shared revenue just under $1.2 million, an increase of about $25,000; and a declining mill rate to $3.381 while equalized value increased 7.8%.
  • He proposed a 3% COLA for county employees, a $10.7 million county health insurance premium with a 3.5% increase from UMR, $9.9 million in sales tax allocated to the 2027 budget, and $3.2 million in unapplied sales tax held in reserve. He said the county retains its A2 rating.
  • For highways, he proposed $8.5 million in bonding and $1.85 million in sales tax, adding about two miles of projects. For human services, he said the inpatient mental health facility will close January 1, 2027; the acute unit is projected to lose $1.7 million in 2026. Phase one 24/7 crisis services remains on track, and phase two would convert the acute unit to a crisis CBRF.
  • For the Sheriff's Office, he said six of twelve deputies under the prior three-year goal have been hired, and he proposed adding two patrol officers for out-of-county juvenile/crisis transports.
  • The board referred the proposed budget to the Finance, Personnel and Economic Development Committee, 25-0.

Other Resolutions Approved

  • Resolution increasing Medical Examiner's Office fees for death record signing, cremation permits, and autopsies, effective January 1, 2027, passed 24-0 with Supervisor Sipple abstaining.
  • Resolution creating a full-time assistant golf course manager position (E3, $61,163-$82,718) at Rolling Meadows Golf Course, effective January 1, 2027, passed 24-0. The golf course manager cited increased rounds, food-and-beverage revenue of about $280,000 per year, and the need to supervise 32 seasonal clubhouse and 25 maintenance employees. The position is funded through the enterprise fund, not the levy.
  • Resolution creating a part-time 24-hour-per-week environmental health technician position (E6, $22.97-$29.70) in the Health Department, effective October 25, 2026, passed 24-0. Health Department leadership said the position maintains water lab and DNR programs while saving nearly $100,000 in tax levy by leaving a sanitarian vacancy unfilled.
  • Resolution accepting the $1.3 million COPS technology and equipment award for a Sheriff's Office mobile command post and purchasing a replacement rescue boat for $469,992 passed 23-0. The County Executive said the remaining funds would go to the general fund, with the award requiring the boat purchase.
  • Resolution establishing family court commissioner fees, effective November 1, 2026, passed 23-0.
  • Resolution adopting Rolling Meadows Golf Course fees, effective November 15, 2026, passed 23-0.

Correctional Officer Positions Debate

  • The board considered a resolution creating four full-time correctional officer positions ($31.42-$37.05) in the Sheriff's Office jail division, effective January 1, 2027.
  • County Executive Kaufman said the state changed administrative code requirements for supervising confined juveniles, particularly during restraint or watch situations. Out-of-county juvenile placements generate $900,000 to $1 million per year, but compliance will reduce net revenue and the state provides no new funding. Chief Deputy Golski said the code changed in August 2025 with a January 1, 2027 compliance deadline; without compliance the county would lose out-of-county juvenile revenue of about $600,000. He also said four officers is fewer than the 4.9 full-time-equivalents needed to cover one position.
  • Supervisor Brault moved to postpone the resolution to October 27, seconded by Supervisor Hayes, saying the board did not have the Sheriff's Department budget context. Supervisor Griffith supported delay and said he would vote no if forced. Supervisor Hayes cited declining statewide juvenile bookings from about 5,000 to 3,000 since 2018, the high cost of juvenile detention, and a denied request from the Fond du Lac police chief for an additional crisis intervention position. Supervisor Dornbrook opposed postponement, citing 45 years in law enforcement and the value of keeping juveniles close to family and social workers.
  • The postponement motion failed with no count announced. The original resolution then passed 18-5, with Supervisors Griffith, Mike Will, Rickert, Brault, and Hayes opposed.

Upcoming Meetings and Jail Process

  • Supervisor Dornbrook announced a Finance Committee listening session on October 20 with the highway, sheriff, IT, health, human services, land information, fairgrounds, Fond du Lac County Campus, and clerk of courts departments, starting at 8:30 AM, with questions provided in advance.
  • The October 27 meeting will begin with a 4:30 PM closed session for presentation of jail schematic designs and related financial information, followed by the regular open board meeting at 6:00 PM and the budget public hearing at 6:30 PM. The architect and consultant will meet individually or in pairs with supervisors to avoid quorum issues.
  • Public information on the jail options is expected to be released on a website in November, with public meetings scheduled for early January 2027. The chair and Corporation Counsel stressed that information discussed in closed session remains confidential.
  • Supervisor Gary Will proposed that the board discuss setting aside the $1 million currently shared with communities for the future jail project before adopting the 2027 budget.

Key Outcomes

  • 2027 meeting dates approved 25-0; four appointments approved 25-0; two committee reports approved 25-0.
  • Proposed 2027 budget referred to Finance, Personnel and Economic Development Committee, 25-0.
  • Fee and staffing resolutions passed: death/cremation/autopsy fees 24-0 with Sipple abstaining; assistant golf course manager 24-0; environmental health technician 24-0; four correctional officer positions 18-5; COPS grant/rescue boat 23-0; family court fees 23-0; golf course fees 23-0.
  • Next steps: October 20 department head listening session; October 27 closed-session jail briefing, budget public hearing, and regular board meeting; November release of jail website information; January 2027 public jail meetings.

Procedural Note

  • The agenda listed an item titled 'TB/MH Postpone Resolution 45-26 to October 27, 2026,' but no action on this item appears in the available transcript. The transcript also ends with scheduling announcements rather than an explicit adjournment vote.
