Two items on our workshop agenda today.

Item number one is approval of mitigation agreement for roads for Summervale, previously Summers Farm, with Summers Family L P and DR Horton Incorporated.

Good afternoon.

For the record, Chair and Epen with the engineering department presenting to you the draft mitigation agreement for summer veil.

This is uh in response to the provisional certificate for roads that was issued for Summerwale uh back in uh March 2019.

As a background, the the property was annexed into the city in twenty nine and had a um amendment applied in two thousand fifteen.

So the um the provisional certificate pretty much reflects the the con the requirements that were part of the um annexation uh resolution and the APFO findings that were part of the traffic study that was part of the master plan that was approved for the project uh in 2019.

Subsequent to that is preliminary and site plans were approved last year, and the applicant at this point um is uh proceeding with uh developing the project and um in order to get their building permits and to meet the final um certificate uh for um uh for roads um looking for this draft approval of this draft mitigation agreement um and the conditions of the the um the draft mitigation agreement lays out the phasing um of when those conditions will be met as part of the development and staff is recommending approval of the uh draft mitigation agreement happy to answer any questions are there questions for staff does developer wish to make a presentation we'll be brief.

Uh Eric Soder with Rogers Consulting and with me is Tim Crawford, engineer with Rogers Consulting.

Um thanks staff for working uh with us uh to get this mitigation agreement.

You know, I was just talking to Bruce back there, and then it's really interesting and Terry mentioned it.

I mean we all know projects take long, but some top projects certainly take longer than others, and you know this was uh annexed nearly 15 years ago in the city.

Um but I think what I think we all should be proud of, you know, collectively um development team as well as your staff is really uh when you kind of look back, the the plan stays very true to that annexation, that original annexation original vision.

I know Alderman Russell was on the planning commission for a number of the um master plans and some of the things early on, and um I think we're really proud of that.

And and although the uh mitigation agreement's not very long, I think that's really attributable to the fact that you're the primary um uh mitigation is that master plan road, you know, and that's what the developer has to build, and that's gonna provide a lot of capacity, a lot of accessibility through that area, and then the linear park that um we're very excited about as well.

So um we're just looking for your approval, and we will continue to then move through the remaining um permits and approvals that we need to do and hopefully get this uh moving.

Second item on our workshop agenda today.

When I find it again, is discussion of proposed revisions to resolution 21-18, the code of civility.

Thank you, Mayor.

Um as you know, when we discussed the uh rules of procedure and revisions to those, there was an interest that arose in revisiting the code of civility that we had initially the Board of Aldermen in uh uh 2017 had uh I'm sorry, 2014 initially had signed, basically setting forth some um say aspirational, but some guidelines and how we conduct ourselves uh in and among ourselves.

And when we looked at the uh rules of procedure, it it appeared to me that the uh current code of civility was a little outdated first, and then second, had uh pretty much exclusively to do with the uh inner workings of our conversations up here as a board and really didn't address the issue of um having civility in our our meetings um in and among uh our staff members and uh visitors and speakers at City Hall.

So uh I enlisted the assistance of Clara Jackson, our legislative assistants, who did an extensive amount of research, really good stuff.

Um we had a number of conversations, uh, and then it was also reviewed by our communications department to make sure that uh the language is at a a good basic reading level for everyone.

And we are happy to now present to you this draft and uh take any comments you may have on the language and uh your thoughts thereon.

Are there questions from members of the board?

Public comment again that was easy.

Um I uh we s we strive, I will say, um, in out of respect to the to the board members and your time.

Uh when we put agendas together for the workshops, we really do want to to the greatest extent possible make sure that we're using the time that we have available previously scheduled um as wisely as we can.

We cannot unfortunately predict as well as I would like how long certain conversations may take.

So this is turning out to be a relatively short workshop in comparison to some other ones.

Um, but I want you to know that um I value your time and we want to make sure that we're using it as productively as we can.

So had I known this be was gonna be 10 minutes, who knows what else we might have uh piled onto the plate.

Well, I I will add, Mayor, that I last last week, early last week, I sent out the code of civility to everyone and asked for any comments or if there was a desire to have a workshop and uh hearing nothing uh went ahead and asked to have it scheduled for the workshop.

So you know, we're we're here at our own request.

Yep.
