The Mayor and Board of Aldermen of Frederick, Maryland, held a combined workshop and business meeting on April 10, 2024, at 3:00 P.M. in City Hall. The meeting covered routine approvals, a discussion of the proposed FY2025 fee schedule, a request to use school mitigation funds for portable classrooms at two city schools, and approval of a road mitigation agreement for a large development. Due to the absence of two aldermen, special ordinances requiring a four-vote majority were deferred.

There will only be able to do some of these, one of these, because one and two of them are budget amendments, and we need four to vote for that. But we can do the first one. Items on the business meeting agenda are considered routine by the mayor and board heard at the workshop pursuant to the rules of procedure of the board. They'll be approved in one motion without separate discussion of each item unless a person present requests an item is removed from the agenda. An item that is removed will be considered separately, either at the end of the business meeting or a regular public meeting. Item number one is discussion of a proposed master schedule of administrative and regulatory fees for fiscal year 2025. Good afternoon. For the record, Phyllis Haynes, City Clerk. I am here to present the um master fee schedule of which I any questions will be directed to the staff members behind me who have graciously come for that purpose. Just a brief overview as stated in your executive summary of where the changes are. And also they've implemented some new fees, uh, quarterly block tie-down fees, and landing fees for non-based aircraft over 12,500 pounds. Um has a new fee for water meter installation reinspection and adjustments to water and sewer impact fees and the stormwater management fee reflects the 10% increase in the mayor's budget. Industrial pretreatment has um it increased the minor industrial user and fall control permit fees to help cover the costs of maintaining the program. There are some fee um adjustments in the parking department as recommended by the mobility and parking advisory committee. Currently looking at those issues. Planning has been fairly static for several years, and this year has had a more comprehensive review, and so there are several changes in there. There is a separate explanation embedded in your fee schedule behind the planning to go through all those changes. Um the police have made changes to towing fees as they do annually.
