The City of Frederick Historic Preservation Commission held a virtual meeting on January 27, 2022, due to the ongoing health emergency. The meeting included the approval of minutes, a consent calendar item, and public hearings on six cases. All votes were unanimous. A workshop was held to discuss a new construction proposal at 1730 N. Market Street.

Discussion Items
- HPC21-1326 & HPC21-1327 (342-344 W. Patrick Street, partial demolition and rehabilitation): Staff recommended approval of partial demolition limited to a late 20th-century rear addition and rehabilitation including new steel doors, fiber cement siding, a composite deck, and standing seam metal roof. The deck required a deviation from guidelines due to its location adjacent to modern development along Steiner Way. Approved with the condition that the composite railing option be used.
- HPC21-1331 & HPC21-1332 (10 N. Carroll Street, demolition and rehabilitation): Staff found the building to be a contributing resource. The complete demolition of roof structures and rear wall was necessary for preservation. The replacement plan includes a new roof of the same form (raised 8 inches), a full-width wood garage door, new egress door, fiber cement siding, and aluminum-clad windows. Approved with the condition that all exposed wood products be painted or stained with an opaque finish.
- HPC21-1400 (124 W. 3rd Street, one-story rear addition): A modest frame addition set back from a historic brick shed, using fiber cement siding, fiberglass doors, composite windows, and standing seam metal roof. Staff found minimal impact to historic fabric. Approved.
- HPC22-04 (89 S. Market Street, amendment to lighting approval): Applicant installed 10 lights hanging from the awning frame instead of the approved 7 fixtures tucked inside. Lights have a dark black finish and motion sensor. Staff conditioned approval on the ability to set color temperature to 4500 K or less to avoid cool blue tones. Commissioner noted motion sensors are not addressed in guidelines. Approved with condition.
Workshop
- HPC22-10 (1730 N. Market Street, level 1 new construction at Maryland State Oddfellows Home): Proposal for a four-story apartment building (approx. 96 units), duplexes, and townhouses on an individually designated historic property. Three site plan options were discussed, focusing on building location, parking, and viewshed preservation. Commissioners expressed preferences for minimizing parking visibility and maintaining the open lawn. Staff recommended further study of unit distribution between lots and more detailed renderings for future workshops. No vote taken.

Good evening, everyone, and welcome to the January 27th, 2022 meeting of the City of Frederick Historic Preservation Commission. Tonight's meeting will be conducted virtually due to the ongoing health emergency. Members of the commission, staff, and applicants will all be attending the meeting remotely. The complete proceedings will be televised on Channel 99 and are on the city's website. Public comment will be accepted on each agenda item. Those wishing to make public comment will be asked to call 301 600 1213 during the staff presentation of the item. They would like to make commentar. Your call will be answered in the order that it was received and will be transferred to the live feed of the meeting accordingly. Each person wishing to make public comment must state their name and general address, and then they will be sworn in by the chair before providing testimony. For applicants, please join the meeting while the case immediately before your item is being discussed. When we call for your presentation after the staff report, please announce your name as well as those members of your team present this evening. At that time, I will read the oath, and each member of your team should state their name and signify I do thereafter. All members of the team not speaking should mute the microphones. After your item has been voted on, we ask that you promptly leave the meeting. The technical qualifications of the commission and staff are on file with the City of Frederick and are hereby made a part of each and every case tonight. The City of Frederick Historic Preservation Commission uses the guidelines adopted by the mayor and board of Alderman and the Secretary of the Interior standards for rehabilitation published by the National Park Service, U.S. Department of the Interior. These guidelines and standards are hereby made a part of each and every case and are applied as appropriate. All cases were duly advertised in the Frederick News Post in accordance with section 301 of the land management code. It is the purpose of this Stork Preservation Commission to safeguard the historical and cultural heritage of the City of Frederick by preserving sites, structures, or districts that reflect elements of cultural, social, economic, political, archaeological, or architectural history, to stabilize and improve property values of such sites, structures or districts, to foster civic beauty, to strengthen the local economy, and to promote the preservation and appreciation of such sites, structures, and districts for the education and welfare of the residents of the City of Frederick. I will now take a roll call of commissioners. Um Commissioner Bailey. Commissioner DePetro. Commissioner Hart, present. Commissioner Soller. Commissioner Salah, present. In order to be eligible to vote on an application, a member of the Commission must have made the requisite site visit and attended any and all meetings at which such application was discussed. In the event that a member is absent from any such meeting, the member must have reviewed the minutes and listened to the tape recordings thereof in order to vote on the application and must enter into the record an oral written statement that he or she has reviewed the minutes and listened to the tape recording. At this time, I'll ask if there are any commissioners that have a statement of eligibility or need to recuse themselves from any case this evening. Okay, I'll just say that I reviewed the recording of the workshop from last week in regards to case HPC 21-1400 124, which is at 124 West 3rd Street. So I believe I am eligible to vote on that application this evening. Also in supporting us this evening are Lisa Morasek Murphy and Christina Martinkowski from the planning department.
