I hereby uh call to order the May 12th, 2022 hearing of the City of Frederick Historic Preservation Commission.

The technical qualifications of the Commission and the staff are on file with the City of Frederick and are made a part of each and every case before the Commission.

The Frederick City Historic Preservation Commission uses the guidelines adopted by the mayor and board of aldermen and the city Secretary of the Interior Standards for Rehabilitation published by the U.S.

Department of the Interior, National Park Service, and these guidelines are made a part of each and every case.

All cases were duly advertised in the Frederick News Post in accordance with Section 301 of the Land Management Code.

At this time, I would like to introduce the Commissioners and City staff.

To your far right, um HPC Administrative Assistant, Miss Shannon Piles, and the Commissioners, Commissioner Elizabeth Burns, Commissioner Eva Sower, Commissioner Jeff De Petro, I am Commissioner Carrie Alby, Commissioner Ann Hart, and Commissioner Robert Van Renz.

To your left, we have Historic Preservation Planners Lisa Moranzic Murphy, Christina Martinkowski, and uh Assistant City Attorney Scott Waxter, and our Aldermanic liaison, Ms.

Donna Kazomchek.

It is the purpose of the Historic Preservation Commission to safeguard the historical and cultural heritage of the City of Frederick by preserving sites, structures, or districts that reflect elements of cultural, social, economic, political, archaeological, or architectural history, to stabilize and improve property values of such sites, structures, or districts, to foster civic beauty, to strengthen the local economy, and to promote the preservation and appreciation of such sites, structures, and districts for the education and welfare of the residents of the City of Frederick.

In order to be eligible to vote on an application, a commissioner must have made the required site visit and attended any and all meetings at which such application was discussed.

In the event that the commissioner is absent from any such meeting, the commissioner may satisfy the attendance requirement by reviewing the record of that meeting.

At this time, I would like to ask if there are any commissioners with statements of eligibility.

A few announcements from staff.

One is item eight, which is HPC 21-1324, 14 North Market Street.

They've requested a continuance until the next meeting on May 26th.

And I have two announcements, one regarding item number seven, HPC 21-288 at 700 North Market Street.

Again, failure to post public notice sign.

So then I make sure I heard this correctly.

That's correct.

And then Ms.

Martin Kosky, I might have to ask you to restate the second property.

I didn't quite hear.

Uh the April 14th, 2022 hearing uh and workshop minutes have been distributed.

Ums Murphy, what do we have on our agenda?

Um first up, we have the administrative approval report.

I'd like to enter that into the record and uh just note that we had 24 administrative approvals in the month of April.

And the next item is the uh tax credits.

This is the um staff is submitting the second and final group of the 2021 Historic Preservation Property Tax Credit Applications to the Historic Preservation Commission for Certification.

This group includes 13 applications that were reviewed in accordance with section 810 of city code.
