The Frederick Historic Preservation Commission held a public hearing and workshop on May 26, 2022, at 6:00 PM at City Hall. The meeting covered a Section 106 review, a demolition review request, election of a vice chairman, and several case hearings. The workshop portion discussed multiple projects including a new construction, rehabilitation, and demolition proposals. The commission approved several applications, continued others, and provided guidance for future submissions.
Good evening. I would like to call to order the May 26, 2022 hearing of the City of Frederick Historic Preservation Commission. Please note that listening devices are available. If anyone uh would like one, please see Mr. Mark over here to your right. The technical qualifications of the Commission and the staff are on file with the City of Frederick and are made a part of each and every case before the Commission. The Frederick City Historic Preservation Commission uses the guidelines adopted by the mayor and board of Alderman and the Secretary of the Interior Standards for Rehabilitation, published by the U.S. Department of the Interior National Park Service. And these guidelines are made a part of each and every case. All cases were duly advertised in the Frederick News Post in accordance with Section 301 of the Land Management Code. At this time, I would like to introduce the commissioners and city staff. To your right, we have Brandon Mark, the Division Manager of Community Planning and Urban Design. And then Commissioners, we have Commissioner Saller, Commissioner De Petro, myself, Commissioner Alby, Commissioner Hart, and uh City Staff, Historic Preservation Planners, Miss Lisa Morazick Murphy, Christina Martinkowski, and Assistant City Attorney, Mr. Scott Waxter. All applicants and authorized agents and members of the public who wish to speak tonight must be sworn in. Please stand if you are able. Thank you. It is the purpose of the Historic Preservation Commission to safeguard the historical and cultural heritage of the City of Frederick by preserving sites, structures, or districts that reflect elements of cultural, social, economic, political, archaeological, or architectural history. To stabilize and improve property values of such sites, structures or districts, to foster civic beauty, to strengthen the local economy, and to promote the preservation and appreciation of such sites, structures and districts for the education and welfare of the residents of the City of Frederick. In order to be eligible to vote on an application, a commissioner must have made the required site visit and attended any and all meetings at which such application was discussed. In the event that a commissioner is absent from such a meeting, the commissioner may satisfy the attendance requirement by reviewing the record of that meeting. At this time, I would like to ask if there are any commissioners with statements of eligibility. This is Commissioner Sower, and I uh missed the last workshop, but I reviewed the record. Thank you. Thank you, Commissioner Seller. Uh with that, um, I would ask uh city staff if we have any announcements this evening. Um, a couple announcements. Um item number seven on the agenda, HBC 21955 at 105 East Third Street has been withdrawn by the applicant. And then um the next item eight, HPC 211324 14 North Market Street. Um, the public notice requirements were not met for that case, so there can be no action on that item tonight. Uh in addition, I have two announcements. An item number four, the request for demolition review. We did receive um a request for uh section 423a 7 of the land management code. The applicant is requesting a month, a one-month uh postponement till the June 23rd HBC hearing. So um when it comes to HPC business, the commission will be asked to make a vote to continue that um that case till June 23rd. Uh the second item is um item number 11, HPC 22-253 at 401 London Avenue. The applicant was not able to attend the May 17th special workshop, and so um that push pushes this case back to the workshop that we are having tonight. So I will ask the commission to vote to continue that. Does that need to be voted on? We'll we'll just vote. Uh to the next hearing though. We're going to workshop it tonight and we'll be at yes. So if it was scheduled, but I thought if it's scheduled to be tonight, then we need to vote on continuing it, then yes. Then we'll vote for it to be continued to the June 9th.
