Historic Preservation Commission Meeting - July 14, 2022
The Historic Preservation Commission of Frederick, Maryland, met on July 14, 2022, at 6:00 PM in City Hall. Commissioners Robert Van Rens (Vice Chair), Elizabeth Burns, Iva Saller, and Ann Hart were present. The meeting included a public hearing, approvals of minutes, commission business, and a workshop for several cases. Discussion Items
- Section 106 Review – 100 W. All Saints Street: The commission reviewed a proposal to install a concealed utility pole and antenna (31 ft) replacing a 25 ft street light within the Frederick Downtown Historic District and near the B&O Station. The commission agreed to submit a letter noting the site is within the historic district and its viewshed, and authorized the vice chair to sign. Unanimous.
- HPC21-1367 – 401 Linden Avenue (Roof Rehabilitation): Approved with conditions requiring non-pressure treated wood siding, traditional wood for beaded tongue-and-groove soffit, siding with a 7-inch reveal, and window framing matching the north elevation. Unanimous.
- HPC22-441 – 47 S. Carroll Street (Exterior Stair & New Windows): The commission split 2-2 on the proposed new window openings on the north wall. A motion to approve the stair and reapproval of expired permits passed unanimously. The window portion was continued to July 28. Unanimous.
- HPC22-556 – 210 E. 2nd Street (Partial Demolition of Shed): The commission found the Visitation Academy property to be a contributing resource of unusual importance. Unanimous. Discussion on the demolition itself and replacement plan will occur at a future meeting after a separate application is submitted.
- HPC22-445 – 210 E. 2nd Street (Level 1 New Construction): A new 5-story multifamily building was approved at the level 1 review stage, with design referencing the existing historic campus. Unanimous.
- HPC22-458 – 215-217 W. Patrick Street (Rehabilitation): Continued to August 11 at the applicant’s written request. Unanimous.
- HPC22-572 – 120 E. Patrick Street (Amendment): Approval to replace a cellar battened door with a double-hung window and recessed brick, retaining the lintel and sill. Unanimous.
Key Outcomes
- HPC22-441 (47 S. Carroll St): Approved the metal stair and reapproval of expired permits; continued the new window discussion to July 28.
- HPC22-556 (210 E. 2nd St): Determined the property is a contributing resource of unusual importance. No demolition approved yet.

Patrick Street (Partial Demolition & Rehabilitation): Commission recommended aligning the third-floor addition with the existing east wall, stacking porches traditionally, and using traditional materials for the historic porch and synthetic materials for the addition. Applicant will revise drawings.
- 604 N. Market Street (Demolition & Rehabilitation): Commission advised obtaining a structural assessment of the existing concrete stoop to determine if repair is feasible before considering a replacement side-access brick stoop. Applicant may resubmit by July 18.
- 216 E. Patrick Street (Alterations to Fraternal Order of Eagles Building): The commission concurred that the existing glass block windows are a character-defining feature and should be retained. Replacement of the front door with a period-appropriate design and infilling of louvered vents were acceptable. No vote taken.

Mike. You might have to put on your mic. Time is now six o'clock. Let's begin. This is the Thursday, July 14th, 2022 meeting of the historic preservation commission of the City of Frederick. The technical qualifications of the Commission and the staff are on file with the City of Frederick and are made a part of each and every case before the Commission. The Frederick City Historic Preservation Commission uses guidelines adopt adapt adopted by the mayor and board of aldermen and the Secretary of the Interior Standards for Rehabilitation, published by the U.S. Department of the Interior, National Park Service, and these guidelines are made a part of each and every case. All cases were duly advertised in the Frederick News Post in accordance with Section 301 of the Land Management Code. Let's begin with introductions. And then over here on my left on the audience's right, we have uh Commissioner Elizabeth Burns, Commissioner Iva Saller, my name is Robert Van Renz. I'm the Vice Chair of the Commission and Commissioner, pardon me. Commissioner Ann Hart, and then excuse me. It is the purpose of the Historic Preservation Commission to safeguard the historical and cultural heritage of the City of Frederick by preserving site structures or districts that reflect elements of a cultural, social, economic, political, archaeological, or architectural history to stabilize and improve property values of such sites, structures or districts to foster civic beauty, to strengthen the local economy, and to promote the preservation and appreciation of such such sites, structures, and districts for the education and welfare of the residents of the City of Frederick. In order to be eligible to vote on an application, a commissioner must have made the required site visit and attended any and all meetings at which such an application was discussed. In the event that a commissioner is absent from any such meeting, the commissioner may satisfy the attendance requirement by reviewing the record of that meeting. That being said, are there any commissioners with statements of eligibility? I have a statement of eligibility. That being said, um I'll ask does city staff have any announcements this evening? I do have two announcements. All right, thank you very much. Um cases, please stand and be sworn in. If so, answer I do. Thank you. Please be seated. Let's move on to the approval of minutes from the June 23rd 2022 hearing and workshop. I'd like to make a motion on the minutes. I I move that we accept the meeting minutes for both the meeting and the workshop with two admin administrative corrections on the workshop minutes. The staff attendees the alderman and the attorney were not present for that. And then for HPC 22552. Second to the last bullet. I think it was the porch with less depth and not stept. Okay. Mr. Waxer, how do we go about entering those corrections into the record? I'm sure if they're adopted with the corrections, then one of the staff can fix them if it's easy to do. If it's something much more complicated, then what we would do is we would note those those changes, have staff fix it, and then come back and adopt the minutes at the next meeting. But if it's something as simple as that, and we think that staff sort of understands the correction, then you can adopt them as amended, and then staff will correct it. Okay. Thank you. Do you wish to move to have the meeting have the minutes to to have the minutes accepted to adopt it as amended?
