The Frederick Historic Preservation Commission met on May 11, 2023 at 6:00 PM at City Hall. The meeting included approval of minutes, acknowledgment of 22 administrative approvals, certification of 2022 Historic Preservation Property Tax Credits, a continuance, and hearings on four cases. HPC23-285 (156 B&O Avenue) – Parge and paint front stoop: The applicant, Anthony Owens, explained that the stoop was collapsing and he parged and painted it without prior approval. Staff recommended approval, noting the concrete block stoop is non-contributing and was previously painted. The commission approved the application (4-0).

HPC23-362 (206 E. 4th Street) – Rehabilitation: The applicant, Dan McDougal, proposed site modifications including new landscaping, stone veneer, and infilling garage doors. Staff found the building non-contributing and approved. The commission approved (4-0).

HPC23-364 (111 E. 2nd Street) – Partial demolition: The applicant, Dan Cassidy, proposed removing a post-1960 addition to restore the original Queen Anne dwelling. Staff recommended approval subject to an acceptable replacement plan. The commission approved (4-0).

HPC23-365 (111 E. 2nd Street) – Rehabilitation: The same applicant proposed in-kind restoration of porch features, windows, and roof. Staff recommended approval with conditions: hand tools for repointing, solid stain/paint on wood, and a flat seam metal roof instead of standing seam. The commission approved with those conditions (4-0).

HPC23-372 (101 W. Patrick Street) – Sign installation: The applicant, Kenny Snyder, proposed a 42-inch square sign on the second story. Staff recommended denial, citing that the sign would obscure architectural details and was not appropriate for the historic district. The commission denied the application (4-0).

Workshop – HPC23-395 (5 W. 2nd Street) – New storefront: The applicant, Leigh Anne Thompson, presented plans for a new wood storefront, shutters, and lighting. Staff requested additional details on cornice, pilasters, product literature, and lighting. The commission discussed the design and encouraged the applicant to submit updated drawings for a future hearing. No decision was made.

Good evening. Welcome to the May 11th, 2023 hearing of the Frederick Historic Preservation Commission. I call this hearing to order. The technical qualifications of the Commission and the staff are on file with the City of Frederick and are made part of each and every case before the Commission. The Frederick Historic Preservation Commission uses the guidelines adopted by the mayor and board of Alderman and the Secretary of the Interior Standards for Rehabilit Rehabilitation published by the U.S. Department of Interior and National Park Service, and these guidelines are made part of each and every case. All cases were duly advertised in the Frederick News Post in accordance with section 301 of the land management code. I'm Paul Fitzgerald and broadly serving with Commissioners Blair Wilson, Eva Sower, and uh Ann Hart, along with City Representatives, Historic Preservation Planners Lisa Marchek Murphy, Christina Martin Koske, Administrator Shannon Piles, along with Assistant City Attorney Scott Waxter, and Alderman Liaison, Alderman Donna Kazamchak. All applicants and authorized agents, staff and members of the public who wish to speak tonight must be sworn in. Please stand as you're able. Thank you. It is the purpose of the Historic Preservation Commission to safeguard the historical and cultural heritage of the City of Frederick by preserving sites, structures, or districts that reflect elements of cultural, social, economic, political, archaeological, and architectural history to stabilize and improve property values of such sites, structures, or districts, to foster civic beauty, to strengthen the local common economy, and to promote the preservation and appreciation of such sites, structures and districts for the education and welfare of the citizens of the city of Frederick. At this time, I would ask the commissioners if they have any statements of eligibility regarding any of the cases to be heard tonight. Okay, thank you. No announcements. Okay, thank you. Move on to approval of the minutes. Or a motion forthcoming. I move that we approve the April 27th, 2023 hearing and workshop minutes. I second motion to approve the minutes uh made by Commissioner Saller, seconded by Commissioner Wilson. All in favor, raise your hand. Motion carries four to zero. Moving on to the administrative approval report. Okay, I'd like to enter the entire administrative approval report into the record and note that we had 22 administrative approvals for the month of April. Is there any action to be taken on that? Just the report. Thank you. Moving on to certification of the 2022 report of the historic preservation property tax credits and recommendations to the director of finance. Okay. Um I provided an updated memorandum with attached recommendations to the commission tonight. Um we just we received some final documentation that we were looking needing. Um this is the second and final group of the 2022 Historic Preservation Property Tax Credit Applications submitted to the Commission for certification. There are four applications in this uh review group, and they were reviewed in accordance with section 810 of city code. This includes an investment amount of $13,631 dollars and seventy-one cents and a credit amount of $3,407. Um there's a detailed summary of these applications attached, and staff is recommending the commission certify the recommendations and forward them to the director of finance. Thank you.
