The City of Frederick Historic Preservation Commission (HPC) met on July 27, 2023, to hear cases, consider continuances, and hold workshops. Actions included approval of a consent item, a continuance, and two cases heard, with workshop items discussed for future resubmission.
Consent Calendar
- HPC23-627 – 127 S. Carroll Street (Amendment to Previous Approval): Approved unanimously. The consent item involves an amendment to a previous approval for a property at 127 S. Carroll Street, applicant South Carroll Opportunity Fund LLC.
Public Comments & Testimony
- Jacob Finkelson (Canterbury Station resident) commented on HPC23-242 (1730 N. Market Street). He asked about preserving views from the back (Canterbury Station side), whether apartments would be priced affordably for starter homes, and whether buildings E and F could be changed to townhouses to match adjacent structures. The Chair clarified that affordability and use are outside HPC purview. The applicant responded that they appreciate community involvement.

Market Street (New Construction, Level One): Staff presented the proposal for one two-story mixed-use building, five four-story multifamily buildings, and one one-story commercial building on the site of the former Maryland State Oddfellows Home. The plot plan (Concept 10) was revised from earlier iterations to better separate new construction from historic buildings, reduce massing, and improve viewsheds. Good evening. I'd like to call to order the excuse me, July 27, 2023 session of the City of Frederick Historic Preservation Commission. The technical qualifications of the Commission and staff are on file with the City of Frederick and are made a part of each and every case before the Commission. The Frederick City Historic Preservation Commission uses the guidelines adopted by the mayor and board of Alderman and the Secretary of the Interior Standards for Rehabilitation published by the U.S. Department of the Interior National Park Service. And these guidelines are made a part of each and every case case. All cases were duly advertised in the Frederick News Post in accordance with Section 301 of the Land Management Code. Let's begin with introductions. And then Commissioner Blair Wilson, Commissioner Elizabeth Burns, myself, Commissioner Robert Van Rennes, Commissioner Paul Fitzgerald, and Commissioner Ann Hart, and then Historic Preservation Planner Lisa Roschek Murphy and Assistant City Attorney Michael Fry. Anyone who has business before the commission tonight for a hearing or workshop, please rise and be sworn in. Do you solemnly swear or affirm that the responses given and statements made in this hearing before are before the Historic Preservation Commission will be the whole truth and nothing but the truth? If so, answer I do. Thank you. Please be seated. It is the purpose of the Historic Preservation Commission to guard safeguard the historical and cultural heritage of the City of Frederick by preserving sites, structures, or districts that reflect elements of the cultural, social, economic, political, archaeological, or architectural history to stabilize and improve property values of such sites, structures, or districts, to foster civic beauty, to strengthen the local economy, and to promote the preservation and appreciation of such sites, structures, and districts for the education and welfare of the residents of the City of Frederick. In order to be eligible to vote on an application, a commissioner must have made the required site visit and attend and attended any and all meetings at which such an application was discussed. In the event that a commissioner is absent from any such meeting, the commissioner may satisfy the attendance requirement by reviewing the record of that meeting. It is presumed if a commissioner makes no statement at this time that they have done so and are prepared to vote on the agenda this evening. That being said, are there any commissioners with statements of eligibility? All right. Moving on. City staff, do we have any announcements this evening? Um the only announcement is item six on the agenda. Um HBC 543 uh 23-543 at 179 West All Saints Street did not meet the public notice requirements, so the commission can take no action on that case tonight. All right, thank you. Thank you for that. All right, let's move on to approval of minutes. Uh July 13th, 2023 hearing and workshop minutes. Uh Commissioners, any questions or comments about these minutes? Any anything that needs to be corrected? Um I don't believe these were finalized, just there was a delay in getting the recording, so I don't think they I think we'll have them for you at the next meeting. Okay. All right, we will we will skip the approval of those minutes then. All right, moving on to HPC business. Um we have any any other business? Nothing under HBC business. All right. And then uh moving on to the consent agenda. HBC 23-627, 127 South Carroll Street. Uh amendment to previous approval. And we have not received any requests to pull this item from the consent agenda.
