It is the purpose of the Historic Preservation Commission to safeguard the historical and cultural heritage of the City of Frederick by preserving sites, structures, or districts that reflect elements of the cultural, social, economic, political, archaeological, or architectural history to stabilize and improve property values of such sites, structures, or districts, to foster civic beauty, to strengthen the local economy, and to promote the preservation and appreciation of such such sites, structures, and districts for the education and welfare of the residents of the City of Frederick.

So this is a request for demolition review at 7518A North Market Street.

Now a request for demolition review um for this building, staff has determined that the structure isn't whole or in part 50 years of age or older.

Based on this evaluation, the Historic Preservation Commission is charged with determining if the property is potentially eligible for the national register or or for our local designation based on this national register criteria.

In the memo I outlined the the designation criteria, and this includes things being such as being uh associated with uh an important vents or cultural groups uh being a fine example of um architecture embodying distinctive characteristics of a type or method of construction, uh representing the work of a of a master, architect, or designer, producting really high artistic value, items like that.

Now, when doing the research, I found that the dwelling here at 7518A, North Market Street, was constructed in 1959.

Property records suggest that the building was constructed by Mary C and William N.

Baum, who purchased the property the year prior.

The building remained under their ownership, and the couple uh remained under the ownership of the couple until their death in 2005 and 2008.

The structure retains a good degree of historic integrity, maintaining elements of its original location, design, setting, materials, workmanship, failing, and association.

But it lacks a high degree or high level of architectural significance.

Research has not indicated that the property holds significance for an event or cultural group, nor was any information found to indicate that it is associated with the lives of significant persons.

Therefore, staff finds that the property is not individually eligible for designation and recommends that the commission not pursue a designation application in this case.

So just to sum up, um, my understanding is that the only criteria under which this is even being considered is that it it meets the 50-year-old threshold.

Patrick Street (Partial Demolition and Rehabilitation/Addition): The applicant (Will Randall, agent Brian Bradfield) presented plans for selective demolition of two rear blocks and a roof opening, plus a comprehensive rehabilitation including a roof overlay with insulation, new entry door, stoop modifications, rear addition, and rooftop deck. No formal vote was taken; the applicant was encouraged to refine the design and return with more details.
