The commission unanimously certified the recommendations and forwarded them to the Director of Finance.\n\n### Key Outcomes\n- Approval of Minutes: The hearing minutes from April 25, 2024, were approved. Workshop minutes were not included in the packet and will be reviewed at the next meeting.\n- Administrative Approval Report: Staff reported that 35 administrative approval cases were processed in the previous month; the report was entered into the record.\n- Postponed Cases: Four cases (HPC24-422 at 216 E. 3rd St., HPC24-168 at 610 N. And welcome to the Thursday, May 9th, 2024. City of Frederick Historic Preservation Commission hearing and workshop. Like to begin. Excuse me for just a second. I seem to have shuffled my papers incorrectly, and I apologize. Let's begin. The technical qualifications of the commission and the staff are on file with the City of Frederick and are made a part of each and every case before the Commission. The Frederick City Historic Preservation Commission uses the guidelines adopted by the mayor and board of Alderman and the Secretary of the Interior's Standards for the Rehabilitation published by the U.S. Department of the Interior National Park Service, and these guidelines are made a part of each and every case. All cases were duly advertised in the Frederick News Post in accordance with Section 301 of the Land Management Code. I'd like to begin with introductions. On my left, the audience's right, we have our new administrative assistant, Tansi Creighton, and then Commissioner Paul Fitzgerald, myself, Commissioner Robert Van Rennes, and Commissioner Ann Hart, and then Historic Preservation Plans, Christina Martin Koskey and Sarah Hoffeditz. Excuse me, anyone with business before the Commission this evening, please rise and be sworn in. Do you solemnly swear or affirm that the responses given and statements made in this hearing before the Historic Preservation Commission will be the whole truth and nothing but the truth? If so, answer I do. Thank you very much. It is the purpose of the Historic Preservation Commission to safeguard the historical and cultural heritage of the City of Frederick by preserving sites, structures, or districts that reflect elements of cultural, social, economic, political, archaeological, or architectural history to stabilize and improve property values of such site structures or districts, to foster civic beauty, to strengthen the local economy, and to promote the preservation and appreciation of such site structures and districts for the education and welfare of the residents of the City of Frederick. In order to be eligible to vote on an application, a commissioner must have made the required site visit and attended any and all meetings at which such an application was discussed. In the event that a commissioner is absent from any such meeting, the commissioner may satisfy the attendance requirement by reviewing the record of that meeting. It is presumed if a commissioner makes no statement at this time that they have done so and are prepared to vote on the agenda this evening. That being said, are there any commissioners with statements of eligibility? Seeing none, let's move on. City staff, do we have any announcements this evening? Yes, we do. We have several. She has been a great addition to the team so far, and we appreciate her efforts. So welcome. There are several events that I want to note and uh announce to the public. Uh, first, on May 30th, the HPC is having a um a training for the commission, but it is open to the public. Uh it's um uh addressing sustainability for historic preservation commissions. It's being uh presented by the Maryland Association of Historic Districts Commission. If anybody from the public is interested in joining us, please contact the planning department for more information. Um, this is a virtual event. Uh we have two events in June uh to celebrate Juneteenth. Um June 13th, we have a special speaking event at uh Visit Frederick on at 10 at 151 South East Street, um, where we'll be exploring the history of the Emancipation Association and its building on West All Saints Street. It should be an interesting event, and I hope to see lots of people there. Um June 19th, there's also going to be a special event at 158-160 West All Saints Street at 10 a.m. And we'll be unveiling the new marker uh honoring the history and significance of the emancipation building. Um we are pleased to announce that Dr. Cheryl Renee Ghosh will be um speaking. She serves as the executive director of the American, the African American Resource Cultural and Heritage Society. So we are looking forward to that. Also, this is a call for volunteers who may be interested in serving the Historic Preservation Commission. If you have a special interest or professional experience in history or architecture and would like to contribute to the preservation of Frederick's historic resources, I encourage you to reach out to the city's planning department to learn more about serving on the Historic Preservation Commission. Please note that the following cases cannot be heard tonight because of uh public notice requirements were not met. This includes HPC 24-422 at 216 East Third Street, HPC 24-168 at 610 North Market Street, HPC 24-423 at 210 East 2nd Street, and HPC 24-428 at 12 West 3rd Street. The applicants have been notified, and these cases will automatically be placed on the May 23rd agenda. So uh keep an eye out for that. Other than that, that's all I have for the commission tonight.
