5 E. 5th Street: Demolition (HPC24-584) and Addition (HPC24-535)
- Demolition: Request to remove a one-story porch (post-1947) and a second-story wall on the rear L. Staff found the areas non-historic and recommended approval, conditioned on the replacement plan. The applicant agreed. The commission approved the demolition (3-0) with the condition that it is tied to an approved replacement plan and permit.
- Addition: Replacement plan for a small rear addition. Staff recommended approval with conditions: submit product literature for exterior light, use a half-light door without groove panels or large decorative nail heads, and install a standing seam roof with 1-inch seams (or matching the existing roof). The applicant accepted. Approved unanimously (3-0).
15 S. Court Street: Garage Door Replacement (HPC24-599)
- Applicant Robert Jacobs, representing the Citizen’s Truck Company (firehouse), requested replacement of three garage doors with insulated steel doors. The building is a contributing resource, and the current doors are metal that imitate wood. Staff recommended wood doors per guidelines, but noted the deviation clause. Mr. Jacobs argued that metal doors are safer, more durable, and better suited for the station’s heavy use (709 fire and 1,013 medic calls in 2024 to date). The commission found the deviation appropriate because the integrity of the streetscape and surrounding properties would not be compromised, and the resource would remain contributing. Approved (3-0) as proposed, with product literature to be submitted for final review.
122 E. Patrick Street: Rehabilitation (HPC24-609)
- Applicant Julia Ferguson proposed three awnings, siding repair, and painting the rear brick wall. Staff approved the awnings and siding repair but recommended against painting the brick, as it is in good condition and unpainted. Ms. Ferguson agreed to leave the brick unpainted. The commission approved the awnings and siding repair (3-0) and denied the painting of the brick (3-0).

Good evening. Welcome to the uh July 25th 2024 hearing of the Frederick Historic Preservation Commission. I call this meeting to order. Uh starting out if anybody doesn't already have a downloaded copy of the agenda. I believe there's some agendas on the podium over here by the door, if you care to follow along, as well as a sign-up sheet. Uh if you want to speak tonight, that's fine. If you want to sign in, that's fine too. Just help us get your name correct. Uh the technical qualifications of the commission and staff are on file with the city of Frederick and are made part of each and every case before the commission. The Frederick City Historic Preservation Commission uses the guidelines adopted by the mayor and board of Alderman and the Secretary of Interior Standards for rehabilitation, published by the U.S. Department of the Interior National Park Service, and these guidelines are made part of each and every case. All cases are duly advertised in the Frederick news post in accordance with section 301 of the land management code. For introductions, I'm Paul Fitzgerald serving here tonight with Commissioners Ann Hart and Alyssa Fortune from the city staff. We have historic preservation planners, Christina Martin Kosky and Sir Hofditz, Assistant City Attorney, Iris Arnon, and Administrative Assistant Tansie Creighton. All applicants and authorized agents and members of the public who wish to speak tonight must be sworn in. If you would please stand as you're able if you plan to speak. Thank you. That being said, are there any commissioners with statements of eligibility? Thank you. Staff have any announcement announcements other than the ones you gave me. Actually, I do. I have two announcements. And instead of submitting applications through emails and communicating that way, we'll be going through an online permitting system where you submit your application online through an online portal and submit your attachments that way. So do keep out for that those important updates on August 7th, and of course, staff will be available to assist the public where needed. And I'll go ahead and just make a quick note about that. Thank you. Moving on with the approval of the minutes. Commissioners had a chance to review the minutes and uh motions. Yes, are I prepared to make a motion? I move that we accept the meeting minutes for the hearing of July 11th, 2024, and for the workshop minutes July 11th, 2024. I will second motion made and accepted or seconded uh to approve the minutes for the July 11th hearing and workshop. All in favor, raise your hand. Motion carries three to zero. Is there any specific HBC business, Ms. Martin Kosky on item four? No additional items. Thank you. All right, moving on to the uh consent agenda. One item on the consent agenda, case number HBC 24-610 located at 24 East 7th Street. Are there any members of the public that would wish to have this case pulled from the consent and put into the regular hearing for further additional discussion? Are there any commissioners that would like to see this item pulled to the regular hearing or a motion to approve the consent items? Okay, I'll make the motion, sir. No continuances, but we'll just uh mark that uh 107 South East Street uh HPC 24-518 will be pushed back to the next agenda on August 8th. No vote is needed for that, it's just um uh procedural because of lack of public notice. We'll get them, we'll see them on the next meeting.
