Historic Preservation Commission Meeting Summary – October 10, 2024
The Frederick Historic Preservation Commission met on October 10, 2024, at 6:00 PM at City Hall, 101 North Court Street, to conduct a public hearing and workshop. The commission addressed demolition reviews, an election of officers, and multiple design and amendment applications. All votes were unanimous unless otherwise noted.

Of the Commission and the staff are on file with the City of Frederick and are made a part of each and every case before the Commission. The Frederick City Historic Preservation Commission uses the guidelines adopted by the mayor and board of aldermen and the Secretary of the Interior's Standards for Rehabilitation published by the U.S. Department of the Interior National Park Service, and these guidelines are made a part of each and every case. All cases were duly advertised in the Frederick News Post in accordance with Section 301 of the Land Management Code. Introductions. Christina Martin Koskey, Sarah Hoffaditz, and Assistant City Attorney Iris Anon. Anyone who has business before the Preserv Historic Preservation Commission or wishes to be heard for public comment, please rise and be sworn in. Do you solemnly swear or affirm that the response is given and statements made in this hearing before the Historic Preservation Commission will be the whole truth and nothing but the truth? If so, answer I do. Right. Thank you, and please be seated. It is the purpose of the Historic Preservation Commission to safeguard the historical and cultural heritage of the City of Frederick by preserving sites, structures, or districts that reflect elements of the cultural, social, economic, political, archaeological, or architectural history to stabilize and improve the property values of such sites, structures or districts, to foster civic beauty, to strengthen the local economy, and to promote the preservation and appreciation of such site structures and districts for the education and welfare of the residents of the City of Frederick. In order to be eligible to vote on an application, a commissioner must have made the required site visit and attended any and all meetings at which such an application was discussed. In the event that a commissioner is absent from any such meeting, the commissioner may satisfy the attendance requirement by reviewing the record of that meeting. Excuse me. It is presumed if a commissioner makes no statement at this time that they have done so and are prepared to vote on the agenda this evening. That being said, are there any commissioners with statements of eligibility? Seeing none, uh staff, do we have any announcements this evening? Uh no announcements, thank you. All right, thank you. Uh let's move on to approval of minutes. The minutes from the September 26, 2024 hearing and workshop. Commissioners, any cause for concern, any um additions or corrections you'd like to make Mr. Chairman. I do have one correction on the hearing minutes under section three item number two. The motion should read Paul Fitzgerald move to approve the September 12th, 2024 site visit minutes. All right, thank you. Anything else seeing hearing none. Do I have a motion to enter the meeting? Uh do I have a motion to accept the minutes? Mr. Chairman, I'll move to approve the hearing minutes for September 26, 2024 as corrected. All right, and I will second any further discussion. All in favor, please raise your hands. Thank you. That passes unanimously. Moving on to HPC business. Uh now we have annual election of officers. Yeah, we um we have no memo for for this um procedure other than I'll just simply note that this commission typically um has a chair and vice chair, and um yearly we vote for these these new uh roles. So uh the chair will typically ask if there's any volunteers or any um recommendations for the chair. I will now open the floor to nominations commissioner Van Renz for to for the chairman. Any other nominations? Can I nominate Commissioner Fitzgerald for vice chair? Uh typically we'll do vice chair as a second as a as another round of nominations and so and so forth. So but you're welcome to do that when we get to that part. So any other nominations for chair. All right. Do we have I guess we have a vote? So or do we have to move to the I think you actually have to vote? Yes.
