The Frederick Historic Preservation Commission (HPC) held a public hearing on October 24, 2024, at 6:00 PM at City Hall, 101 North Court Street, to review multiple applications for demolitions, additions, signage, and a major new hotel project. - HPC24-764 (132 W. Church Street – Demolition): The commission first determined that the 19th-century building is a contributing resource to the historic district (3-0). The partial demolition of a non-historic stoop was then discussed in the workshop.
- Workshop – HPC24-764/769 (132 W. Church Street): The demolition of the non-historic stoop and rehabilitation of a 1972 rear addition were reviewed. Staff found no major concerns; the commission requested that the applicant update drawings (remove a window replacement note, clarify the stoop removal area, and show the final ground treatment). The resubmission deadline is November 4, 2024.
- Workshop – HPC24-759 (200 E. Patrick Street – Hotel): This Level II review covered materials, elevations, landscaping, lighting, and compliance with a Memorandum of Agreement (MOA) with the Maryland Historic Trust. Key discussion points:
- Materials: The use of a perforated metal panel (green finish) on the south elevation was accepted. The combination of Aeris Craft Renaissance masonry unit (smooth precast stone) and vertical metal panels on the ballroom area was debated; the commission preferred a more rusticated stone to match the industrial character of Carroll Creek. The applicant agreed to study options.
- Elevations: The addition of a second bay window on the Carroll Street facade was noted; some commissioners preferred the original design with more brick. The applicant will provide 3D views to better illustrate the stepped-back design.
- Landscaping: The plaza and terrace designs were praised, but the placement of a Gibeon wall (gabion basket) using salvaged stone from the historic tannery was criticized as too small and hidden. The commission urged that the salvaged material be used prominently along the Carroll Creek frontage, possibly in a seat wall or as a public art feature. The applicant will explore options.
- Lighting: The extensive lighting plan was discussed; commissioners requested a reduction in the number of uplights on the upper columns and a more staggered pattern for the marquee lights. The lighting team noted that the parking lot lighting levels will be revisited because earlier zero-cutoff requirements were misinterpreted.
- MOA Compliance: The commission emphasized that the MOA mitigation (salvage and interpretation) must be meaningful and visible. They requested reserved areas for future public art/interpretation be shown on the plans.

Good evening, everyone, and welcome to the uh October twenty-fourth, twenty twenty-four hearing of the Freddy Historic Preservation Commission. I call this hearing to order. You don't have to sign up, but uh it does help to keep a record of who may be speaking tonight. If you're not an applicant or an agent. Department of the Interior, National Park Service, and these guidelines are made a part of each and every case. All cases are duly advertised in the Frederick News Post in accordance with Section 301 of the city's land management code. For introductions, I am Commissioner Paul Fitzgerald here along with Eva Saller and Ann Hart. Uh representing the city staff is historic preservation planners Christina Martin Kosky and Sarah Hoffadetz, Assistant City Attorney Iris Annan, and administrative assistant Tansi Crate. All applicants and authorized agents and members of the public who wish to speak tonight must be sworn in for the record. If you would please stand as you are able. Thank you. It is the purpose of the historic preservation commission to safeguard the historical and cultural heritage of the city of Frederick by preserving sites, structures, or districts that reflect elements of cultural, social, economic, political, archaeological, or architectural history, to stabilize and improve property values of such sites, structures, or districts, to foster civic beauty to strengthen the local economy, and to promote the preservation and appreciation of such sites, structures, and districts for the education and welfare of the residents of the city. In order to be eligible to vote on an application, the commissioner must first have made the required site visit and attended any and all meetings of which such an application was discussed. In the event a commissioner is absent from any such meeting, a commissioner may satisfy the attendance requirement by reviewing a record of that meeting. That being said, are there any commissioners with statements of eligibility? Mr. Chairman, I will be recusing myself from HPC 24-702 at 127 East 6th Street. Okay, in response to that announcement, I just want to note that because uh because we lack a quorum for that case, HPC 24702. That case won't be called. Um a second announcement associated with that project is that the applicant has requested a continuance until the December 12th meeting. But since no action can be taken tonight, the project will be voted on for that continuance on the November 14th. So vote on November on November 14th for the continuance so the project can actually be voted on or reviewed on the December 12th meeting. No action tonight. Okay, are there any announcements this evening? I have one announcement. Um HPC 24636 was left on by accident, so that case does not need to be heard tonight, but the replacement pen for HPC 24636-637 is going to be heard tonight. Okay, thank you. Any other announcements?
