It is the purpose of the historic historic preservation commission to safeguard the historical and cultural heritage of the City of Frederick by preserving sites, structures, or districts that reflect elements of the cultural, social, economic, political, archaeological, or architectural history, to stabilize and improve property values of such sites, structures or districts, to foster civic beauty, to strengthen the local economy, and to promote the preservation and appreciation of such sites, structures, and districts for the educational welfare of the residents of the City of Frederick.

In order to be eligible to vote on an application, a commissioner must have made the required site visit and attended any and all meetings at which such an application was discussed.

In the event that a commissioner is absent from any such meeting, the commissioner may satisfy the attendance requirement by reviewing the record of that meeting.

It is presumed if a commissioner makes no statement at this time that they have done so and are prepared to vote on the agenda this evening.

The first HPC 24-702 at 127 East 6th Street, appeal to meet public notice requirements.

No action will be taken tonight.

The project is automatically scheduled for the December 12th hearing.

Uh to accommodate requested interpretive assistance.

I'm asking the commission to amend the order of the hearing agenda so that HPC 24-779 at 10 North Carroll Street be the first item on the regular cases to be heard following the consent agenda.

Uh, my name is Gabrielle Collard, and I'm the Deputy Director for the Planning Department.

And I just wanted to join you this evening to um give a very warm welcome and congratulations to Christina Martinkowski, who has now been uh pointed to our role of division manager of historic preservation planning.

She is the first ever division manager of historic preservation planning for the city of Frederick, as this is an entirely new position, uh one that is very strategically designed to uh not only promote the goals of historic preservation planning and give it the resources that it really does deserve in the city, um, but also to further our long-range planning goals and to separate some of our functions uh that have been kind of lumped together, um, and this is a a step in a more efficient direction, um, and hopefully one that gives the historic preservation planning staff the resources it needs to support you all to your fullest.

So very exciting.

So, congratulations, Christina.

And I would also like to thank Brandon uh who has been working very hard uh over the past many years with our historic preservation planning staff.

He will now be resuming his full-time role as the community planning and urban design manager, uh, so focusing on some of our long-range efforts, but um, he has done a wonderful job supporting Christina and Sarah and all of our preservation planners in the past.

So thank you, Brandon.

I look forward to um continuing to work with all of you and to see um how how we can move forward in a much more progressive and exciting way, and I'm excited about it.
