Historic Preservation Commission Meeting - March 13, 2025
The Historic Preservation Commission of Frederick, Maryland, met on March 13, 2025, at 6:00 PM at City Hall. Commissioners Robert Van Rens (Chair), Paul Fitzgerald, Anne Hart, and Iva Saller were present, along with staff including Gabrielle Collard, Christina Martinkosky, Sarah Hoffeditz, Iris Annan, and Tanzi Crayton. The meeting covered approval of prior minutes, an administrative approval report, and four case hearings. Public comments were minimal, and all votes were unanimous (3-0).
Approval of Minutes
- February 27, 2025 Hearing/Workshop Minutes: Approved with a clarification regarding terminology in the minutes for case HPC25-9. The phrase 'no further action letter' was revised to 'no further action letter regarding archaeological review.' The motion carried 3-0.

- Administrative Approval Report: 11 administrative approvals for February were entered into the record with no questions.

HPC24-773 – 347 S Market Street (Rehabilitation): Applicant Mark Christmas proposed replacing a vinyl window with a wood true divided light window. Staff recommended approval with conditions that the window feature true divided lights and be painted/stained with an opaque finish. The applicant provided a photograph confirming the mutton profile. The motion to approve included removal of an outdated drawing. Passed 3-0.

HPC25-9 – 606 N. Maxwell Avenue (Addition): Applicant Ron Cheeks proposed a one-story rear addition with screened porch. The project was previously workshopped. Staff detailed numerous conditions regarding materials (LP siding, porch posts, windows, decking, railing, roofing). Discussion clarified that pressure-treated posts are allowed for ground contact but not for above-ground posts; wood posts must be non-clad and non-pressure treated. Staff recommended approval with extensive conditions for submittal of product literature and revised drawings. The motion incorporated 12 specific conditions, including a revision for metal roofing to be flat panels. Passed 3-0.

HPC25-27 – 5 E Second Street (Rehabilitation): Applicant Peter Brehm proposed replacing mixed patterned and stained glass in an arched window with clear panes for uniformity. Staff noted the existing glass was a random collection, and the guidelines require stained glass retention but deemed replacement appropriate given the condition. No public opposition. Motion to approve passed 3-0.

HPC25-40 – 100 E All Saints Street (Signs): Applicant Kevin Kneer (architect) proposed pin-mounted letters, shield logos, and flagpoles for the new police headquarters (non-contributing building). Staff noted pin-mounted signs are generally allowed for non-contributing buildings. Condition required light fixtures to have a color temperature of 4,500 Kelvin or less to avoid cool blue tones. Discussion included shielding for flagpole spotlights. Motion to approve with the lighting condition passed 3-0.

Good evening. Welcome to the March 13th, 2025 hearing of the Historic Preservation Commission for Frederick. Before we get started, there's some agendas over on the side table. If anyone doesn't already have one, and there's a sign-up sheet. Anyone can certainly speak, but it helps if we have your name so we can get it right if you want to sign in. The technical qualifications of the commission and staff are on file with the City of Frederick and are made part of each and every case before the commission. The Fred Frederick City Historic Preservation Commission uses the guidelines adopted by the mayor and board of Alderman and the Secretary of Interior standards for rehabilitation published by the U.S. Department of Interior, National Park Service. And these guidelines are made a part of each and every case. Commissioners Eva Saller and Ann Hart. The Division Manager for Historic Preservation, Christina Martinkowski on the staff, as well as preservation planner Sarah Hofditz, Assistant City Attorney Ira Saun, and Administrative Assistant Tanzy Crate. All applicants and authorization agents and members of the public who wish to speak tonight must be sworn in. If you would be please stand as you're able. I have one for the workshop minutes, please. Uh, for HPC 25 dash 9, second bullet. And I'm not quite sure what the terminology needs to be in the second sentence. A no further action letter. To me reads as if there is no further action allowed. But perhaps it should say a no further action required letter. I don't know the exact terminology that needs to be there. Understood the your point. Um so a no further action letter is issued when uh by the planning department when an archaeological application has been submitted and forwarded to our archaeological consultant, and they found that there's no archaeological sensitivity, and basically they're saying there's no further archaeological research or investigation needed, so no further action needed. Not necessarily what we call we don't call it needed in the letter, but um perhaps just the formatting um no further action letter or who the letters from perhaps might imply because it as I read it it read as if no further action. Like you're not allowed to do anything else. That's how I read it. Anyway, I was just looking for some clarification on that statement. And if we could do that, we can definitely arrange that. Thank you. Perfect. Sir, after all of that. Go ahead. You just want to say no further action, no further action letter regarding archaeological review. Would that be sufficient? Absolutely. Okay, thank you. With that, I move that we um accept the minutes from both the hearing and the workshop. I was second. Motion is made seconded to approve the hearing minutes and the workshop minutes with a clarification. All in favor, raise your hand. Motion carries three to zero. On to HPC business, uh administrative approval report. I'd like to enter into the record that we had 11 administrative approval reports for the month of February. Any questions, Commissioners? Okay, thank you. No consent items or continuances are listed. We'll move on to cases to be heard. Ms. Hofnetz. I'd like to enter the whole staff report into the record. This application concerns the proposal to reinstate a wood window on the rear of the building that was replaced with a vinyl window.
