Frederick Pre-Planning Commission Meeting - April 10, 2023
The meeting was called to order at 3:00 PM. Staff presented updates on consent agenda items, a continuance, and several discussion items. No formal votes were taken; items are scheduled for the regular meeting on Monday.
Consent Calendar
- PC 13195 11 PND - Kellerton Architectural Review
- PC 18-38705 MU - Bloomfields Architectural Review
- PC 14-91308 MU - Ren Quarter Architectural Review
- PC 22-1102 FSI - Bell R Farms Final Site Plan Revision (parking modifications) All four were deemed ready for approval with no modifications needed.
Public Comments & Testimony
- One public comment was received via email opposing the Edge Car Wash, stating there are already enough car washes along West Patrick Street.
Discussion Items
- Continuance – PC 21-508 FSI (Ren Park Mixed Use Final Site Plan): Continued due to unresolved stormwater management issues.
- Old Business – PC 22-1001 ZMA (430 Pine Avenue Zoning Map Amendment): Second hearing. Staff supports lifting the institutional floating zone to reinstate M1 base zoning.
- PC 22-923 PFCP (Edge Car Wash Forest Conservation Plan): Staff confirmed applicant addressed previous comments regarding employee parking (using vacuum station spaces). Commissioner Shane questioned the arrangement but accepted it after noting parking exceeds minimum requirements.
- PC 21-141 FSI (East Pat Lops Final Site Plan): Discussion focused on the archaeological mitigation agreement and the required demolition of one historic building due to fire safety concerns. Staff noted the applicant successfully completed demolition review and the HPC did not designate the building. The site plan remained unchanged.
- PC 22-1006 FSI & PC 22-1009 (Bojangles Final Site Plan & Forest Conservation Plan): No changes since workshop. Parking and landscaping improvements were discussed; staff recommended approval.
- PC 22-835 PSU FSI (Summervale Preliminary Plat and Final Site Plan): Staff reported Parks & Recreation Commission approved the plan. Modifications include a 10-foot shared-use path connecting to the overlook, enhanced furnishings and landscaping, and removal of HOA-maintained features in City Park.
Key Outcomes
- All consent agenda items and discussion items received staff support and no objections from commissioners. They will proceed to the regular meeting on Monday, April 10, 2023 for formal action.
- The continuance for Ren Park will be brought back once stormwater issues are resolved.
- No votes were taken during this pre-meeting session.

All right, well it's three o'clock. Um we probably aren't expecting anybody else, right? So we will call the uh April 7th meeting of the um pre-planning commission meeting to order. And we will start with the the consent agenda items. And it looks like there are four consent agenda items this month. That's actually kind of exciting. Um we have PC 13195 um 11 PND, the Kellerton architecture review, PC 18-38705 MU, the Bloomfields Architectural Review, PC 14-91308 MU, the REN quarter architectural review, and PC 22-1102 FSI, the final site plan for Bell R Farms. Do we need to go over those separately or Gabrielle? Can you just give us an overview of the consent agenda? Sure. Um, so um as Jen said, three of them are um architectural elements, none of them have any of the modifications like we've seen with the small windows and such um and no conditions, the packages themselves are ready to be approved if um and stamped on our end if the planning commission is ready to go with them. Um so they're pretty straightforward. I don't think we've had any significant changes. I think on REN there were just a couple cleanup items on the Ren Quarter architecturals that were addressed since the workshop, but I think the other two were in good shape when they went to workshop. Um, and then the other is the Bell Air uh final site plan revision, and this is to create that opportunity to have the parking provided not through integral garages, but with um either one car garages or with uh pad parking, but the same number of parking spaces that were intended to be provided. And Pam, if I missed anything, let me know. But I think they were all in good shape. All right. Okay, sounds good. Are there any questions from I recall Barbara having some? Oh, welcome, Ben. Do you have any questions on the consent agenda items? I do not, thank you. Awesome. Um Barbie had some questions on the architectural reviews about the um high visibility, um high visibility sides. Was there anything about her questions that wasn't resolved that would make these or make her want to take these off the consent agenda consent agenda? They actually didn't need that high visibility as an um as an element, so that really wasn't an issue at this point, and they actually corrected it to take that high visibility off in their design booklet. So that should be going. All right, all right. If there's nothing else, then we can move on to our next item. Um looks like the next one is continuance, um, PC21-508 FSI uh final site plan for the Ren Park um mixed use. And um Pam, are you going to fill us in on the continuance? We lose Pam. We might just appear. Shean, um, I don't know, the lights just went off in my office. I think somebody just turned them off. I think I still have power. But anywho, um uh so that they have to address uh their stormwater management. There were some still this is the park final, correct? Correct, right? So this is the the land that's gonna be dedicated to the city um with the path system and a surface parking lot. There were still some stormwater issues um that they needed to work through. Okay, great. Um any questions? I can see everybody. No. Great. I have no questions. Um the next item on the agenda is our old business. It's PC 22-1001 ZMA, the zoning map amendment for 430 Pine Avenue.
