Bloomfield Sewer Pump Station Final Site Plan (PC 22-115)
Staff reported the county pump station will be maintained by the county and is located within the Bloomfield residential area. The county accommodated earlier comments about softer buffering and fencing. Condition 7 requires a wrought iron fence detail and corrected plan labels per county approval. -
Ren Park Mixed Use Rent Quarter Final Site Plan (PC 21-508)
This plan has been revised multiple times. MDE required removing the 5K pathway from the floodplain park; the route now follows the street grid with a short segment along a stormwater berm. A bathroom shown in the floodplain cannot be approved until flooding issues are resolved. Staff noted the park is a passive park due to floodplain and airport constraints, and floodplain regulations have changed since Baker Park was developed. The city retains responsibility for some path connections, and the developer is not taking impact fee credits for park improvements. -
Brooklawn Final Site Plan (PC 22-1014) and Forest Conservation Plan (PC 22-1015)
One modification is requested for parking/lighting spillover; staff found spillover affects only park/drive areas, not residences. Six conditions include parkland fee-in-lieu requiring mayor and board approval, NPDU agreement recording, and forest plan approval. The applicant is still discussing alternative access through Brooklawn One rather than past Fairfield; staff cautioned this would require a continuance due to stormwater pond impacts and new easement issues. Emergency services reviewed access with no comments. Parkland ownership is unresolved; the city does not own the parcels and has not accepted dedication. A traffic calming table is already proposed near the entrance. -
Frederick Airport Parks Preliminary Plat (PC 22-1019) and Final Site Plans
APF certificates are in place; no changes since the workshop. The three final site plans (lots 1, 2, 3) include added bike racks (three per site), truck/loading space clarifications, and a screening modification on lot three. Commissioner Ron Beattie raised concerns about cumulative traffic and the I-70 interchange. Staff explained the annexation agreement limits mitigation and the mobility fee district allows fee payment instead of APFO testing; there is no current legal basis for denial. The commission agreed to continue this conversation at the public hearing. -
Carroll Creek Overlay Text Amendment (PC 22-370)
Staff explained the draft language: bracketed text removes the existing density restriction, bolded/underlined text adds a density bonus for structured parking. This would bring the overlay to parity with downtown and potentially double density. Discussion covered MPDU bonuses, parking reductions near transportation hubs, mobility fee payments, and whether 150 units per acre is realistic. Commissioners requested city growth statistics, a mobility district boundary map, and further clarification on MPDU interaction.

Okay. Then let's go. Um well afternoon and welcome to the pre-planning planning commission meeting for the month of May. Uh we we have um all the commissioners here except for um I think the only one is our alternate is out April Lee. So all right. Um we have no consent items and no continuances. So we'll go straight to our new business item. And the first one is a final site plan for Bloomfield sewer pump station, PC 22-115 now. Okay. Um this is a county uh pump station that they will be maintaining um at the Bloomfield uh development. Uh and it is within the residential area that I know you all made comment about. Um could it be a softer um uh buffering around the the uh fencing and and so forth. So the county has accommodated that I think. And then also to the comments that we have on here for conditions of approval or basically a number of technical comments from staff, and then also we want to have Juchwam uh make sure that all their comments have been met since they were it is their pump station and they were in review of it. So and that's about it. Okay, so I believe on these calls we're a little bit more casual, and um just are are there any questions or comments from any of the commissioners? No, no. Um Pam Beck. Um I haven't read this in detail. You said you believe the county has accommodated that grade or screening. Is that actually written into the staff report? Yes. Um we talked to um my talk to uh Rogers and I also talked to the county reviewer, and they were allowing for the side that faces um the residential to be um uh I I can't remember now. They just don't want board on board, but they're gonna allow for fencing to be modified as as our and right rail was fine with them. So they've got to correct their plan to show what sections are supposed to be what and what detail. Okay. Um is that a part of the condition then to correct the plan? Yes. Now as I it's it's condition seven where it provide the wrought iron fence detail and correct the labels on the plan according to county approval. Okay, thank you. Thank you. Just all right. All good guys. Yep. Okay. All right. Second item is uh also a final site plan for Ren Park mixed use rent quarter, PC 21-508. Okay, well, this uh site plan has come back and forth uh several times, not knowing what they were um going to use in the park, and of course it is a passive park plan, and they still are accommodating the 5K run. MDE came in and um uh for most part said that the pathway has to come out of the park. And so with the pathway for the 5K is following the street grid for most part and a small section that we will work with MDE to put along the uh stormwater berm that we have there already in place at the park area and connect it and it'll be uh connecting to Highland. Um this uh we have the comments here for you. Um engineering worked with where the path was supposed to go, and um they do have some comments yet to be cleared up with engine, these are all engineering comments, um wanting a path to definitely connect um all the way to the end of um along church street so that it will connect up with the rest of the uh the shared use path, but that will be the city's responsibility. This plan has uh colored and labeled which sections are the developer responsibility and which ones are the city's responsibility. wanting a path to definitely connect um all the way to the end of um along church street so that it will connect up with the rest of the uh the the shared use path but that will be the city's responsibility this plan has uh colored and labeled which sections are the developer responsibility and which ones are the city's responsibility we also with the stormwater review where the uh parking lot is of course this is all floodplain and um the bathroom as they have shown it in the floodplain cannot be done except until we fix some of the flooding area and details more technical over my head of making sure that um it doesn't from a bathroom kind of perspective go into your stream i assume anyway um and that's all we have there it's basically uh making sure we get all the engineering comments cleaned up and move this plan forward for this project okay and pan um i see on page five there's um a follow up note about the workshop um um let's see oh i got the concern about the parkland has no usefulness yeah i put that in there though to follow up with what um you were concerned with about that it didn't have any active uses but this is a passive park which has always been viewed as it has the constraints as we say with the airport also the total floodplain area that it's all in floodplain um so any questions or comments from any of the commissioners no I do um I'm trying to get this straight because it's taking a long time to bring up on my screen so there's there's not going to be any pathways in the park at all there may be one path that we will um work with MDE that goes north south but follows the old road um drive that they had through the park and the bridge and then there will be a small section around the um foot of the berm the stormwater berm that will go through there and that will be it the rest will be on Bond Street Minoxy Boulevard East Church Street okay and uh by MDE forgive me it's uh Maryland department of environment I'm guessing right okay and when it comes to the requirement for the developer to create this park how much are they saving on this now becoming a pass to the park and they basically don't have to do anything it's just overgrown um well the reason for most part where the reason why they're not doing anything is because the pathway is already on the infrastructure around the park so they've had to build you know the street grid and everything so that kind of escaped them there and then um the rest of it is the city's responsibility we've taken as um have to get MD approval to uh take any of these pathways through this park um but they did not continue to take credit any credits for towards impact fees so um they were just to their responsibility is to show you a pay uh park site plan that is feasible and it will be the city's responsibility to implement anything else that would go into it you know any connection water connections and sewer connections that need to be done if we can get MDE approval and get the floodplain um removed out of the park area enough to put bathroom facilities in there okay all right thank you anything else um this is like well so with all this being said um is this package ready for a final site plan um review and approval i mean just listening to you talk now like oh wow there's some you know issues it is ready to go though okay it's this as much as we can for them to dedicate this in the future for us um which was um part of their anecdot part of the conditional rezoning for that property for rent that they dedicate this um floodplain area to us as as a regional park okay thank you all right all good guys yeah okay uh yeah if i if i may actually um follow up question to pam as to the limitations on active use in that park due to the floodplain limitations on things even like walking paths and you just kind of put that in perspective of say baker park so is it correct that some of the things that are in baker park including pathways and fields and facilities perhaps wouldn't be allowed now um that possibly could be those limitations and regulations basically changed in recent years yes yes they have um recently changed a lot of what they're allowed Can you just kind of put that in perspective of say Baker Park?
