Block M Lots 5 & 6, Linden Hills Final Plat (PC23-157) – No changes from the workshop. Discussion clarified that reorienting the lots makes both developable (the previous building envelope was unbuildable). The orientation creates the only side-yard condition on Linden Street, but staff found this acceptable.

Madison on Market – Final Site Plan (PC23-7-4) & Preliminary Forest Conservation Plan (PC23-75) – Staff noted no modifications since the workshop but added conditions, including a requirement for the applicant to obtain fee-in-lieu of parkland from the Mayor and Board, national green building standards, and a private maintenance agreement for a new pump station. Forest conservation inspection notes (two-year survival, supplemental planting) were added as typical conditions.

Gambrille View Final Site Plan (PC23-186) – The applicant proposes making front patios optional for all 300 units (190 multifamily, 110 townhouses) in Area A, similar to a prior phase. Strong Cottage Zoning Map Amendment (PC23-437) – This HPC-related designation application resulted from demolition review. The packet was updated to include the property owner's statement of opposition and approved HPC minutes that were omitted from the workshop packet. The HPC recommended expanding the district boundary from an initial 0.47 acres to 0.68 acres to include more open space southwest of the structure.

West Ridge Shopping Center – Zoning Map Amendment (MU2) & Master Plan – This is the first of two hearings; no action was taken. Staff presented updates since the workshop, including revised street cross-sections for Key Parkway (with a protected bike lane concept) and two alternate street details (B1 and B2) to provide an 8-foot-wide path on the residential side of two perpendicular streets, with a future option for a 5-foot sidewalk on the commercial side. The applicant held a separate community meeting. The commission will receive public comment and hear full presentations at the upcoming hearing. The text amendment allowing modifications to all of §417 (mixed-use standards) for redevelopment was referenced, providing three specific criteria for master plan modifications. The commission discussed that a recommendation of denial would still forward the item to the Board of Aldermen.

Okay. Um officially. The meeting's called to order. So welcome to the July pre-planning meeting for the City of Frederick Planning Commission. We have what looks to be pretty robust agenda for Monday. So let's get right into it. Let's start with the continuances. And for this, we'll turn it over to Gabrielle. Thank you. Good afternoon. Yes, the UHAL applications both the final site plan and the uh combined force conservation plan. The applicant has asked for another continuance. Um this will be the second that they've asked for. Um first last month it was due to some comments that came up about utility relocations for Washington gas, um, as well as some right-of-way issues that they needed to work through with us. Uh, in doing that, they disturbed some landscaping and kind of required them to retool some of the frontage improvements. They requested this continuance for another 30 days um because as a result of that, they also wanted to make some adjustments to, as I understand, I haven't seen the plan yet, um, the front of the building. So another 30-day continuance for this before we'll see that at a regular hearing. Okay. Any questions or comments? I can see you all. Okay, great. Moving along, next is the annual report. Also, Gabrielle. Yes, um, correct. So every year we do present this. I think we're actually a month um behind when we normally do. Um, but it is a requirement under the state legislation for the city and all municipalities and counties to produce kind of an annual report summary of the work that we do. Um, there is no formal approval process that needs to happen, but we do present it to the planning commission, um, and then we will send it down to the state where they archive these things. Um if you have any comments because we don't have to approve it on Monday night, um, please take a look over it if you see anything in terms of even edits or corrections or anything like that. Um, we're we're happy to take those um and we can incorporate them. You don't have to necessarily give us those Monday night, but if you see anything in your review um that isn't isn't resonating, um, let us know and we can we can make those adjustments to it. And then we publish it on our city's website. We actually have our collection of annual reports on there. Um, so kind of a neat archive of um, you know, what what we're doing every year in terms of volume of applications and types of applications we see. So if you really wanted to geek out to it and sit down and look, you know, comprehensively from year to year to see how things have changed. I'm sure there would be some probably really interesting patterns um that that makes sense um as we've grown and changed. So can you remind us the period of time this covers? Uh, this is just uh a one-year time frame, so we do it every year. This is for 2022. No, so I should have asked. So is that January 1st through December 31st? Yeah, that is yeah, not fiscal, not like the CIP. This is just the actual year itself. Ron, did you have a question? No, not at all. Okay.
