0:16

Joan will rejoin us and uh we'll see if Ron does.

0:20

And of course, Autumn and McShane.

0:23

So we have a number of items here.

0:26

Let's jump right in.

0:27

Um the first one is 810 East South Street.

0:36

Hi, there are no this is Sharon.

0:37

Uh you don't need to see me, do you?

0:39

Can you hear me?

0:40

Yep.

0:41

All right.

0:42

Um there's been no changes um since uh the workshop.

0:47

This is the the uh the little office building on east uh south uh with a it's on a we're being considered we're considering it for as a major site plan because it the little addition it wants to build is even though it's small, it's it's almost twice the size of the of the existing structure in the front.

1:07

So um that's the uh office that's being used by the owner, and this is an addition to increase her office space.

1:14

There have been no changes uh in any way to our workshop submission.

1:20

Okay.

1:21

Notice that this is the first of five unconditional approvals.

1:26

Um any comments, questions from any commissioner.

1:34

Okay, I don't see Dorothy or Jones, so you'll just speak up if if there is.

1:41

And especially these first uh couple here with a bunch of unconditional.

1:47

It it could possibly go fast.

1:49

Okay.

1:50

Thank you, Sharon.

1:53

Um, item B is 226 West South Street preliminary platform.

1:58

Correct.

1:58

And um, I can actually take both this one and the um and the and the site plan that comes after it.

2:05

Um for for all of these um uh unconditional um pardon me, all these consent items.

2:13

Um, there are no conditions.

2:15

I mean, they've met the there are no conditions uh that we're asking for the action item will be simply to uh please approve.

2:23

We've we've uh already taken them through the ringer, so to speak.

2:26

They've answered all our questions, they've answered the questions of all of our staff and all the other reviewing agencies.

2:32

And so again, um, as for the 810 East South Street application uh that uh we just talked about, there have been no changes um to the 226 West South Street uh preliminary plat or the final site plan since workshop.

2:50

Okay.

2:50

I think this is the first time uh at least in my term on the commission, we've had more than two consent items.

2:59

Typically, if we even have them, it's ones.

3:01

So this is interesting.

3:03

Well, you know, uh this there are no modifications for these either.

3:05

They're not requesting modifications.

3:07

Um we are we hit them hard on the sketch plan and in the earlier early um parts of the review process, and hopefully by the time some of these smaller ones come to you uh without any conditions or modifications.

3:21

It just means they've done their job and we've done ours.

3:24

So um that's what you're seeing in in these four, especially.

3:29

So if you'd like, I'm gonna jump down for you to uh the to item D if you'd like.

3:36

Let me just see.

3:37

Anyone have any comments or questions first?

3:41

No, there's and Ron has joined us.

3:43

Hey Ron.

3:44

Yes.

3:45

Sorry, I'm that's all right.

3:47

We've had no questions yet because it's been a bunch of consent items.

3:51

So now we go down to item D.

3:54

And this looks like two items, but it's one.

3:57

We're we allowed the county to do a combination, even though we don't have this particular version of a uh of an application.

4:06

We allowed them to do their thing, which was to combine the force, uh, the combined the preliminary forest conservation plan and the final forest conservation plan.

4:15

They had already done their forced and delineation.

4:19

And there were there were no changes, conditions, or modifications to the um application since workshop.

4:25

They're providing uh a permanent forest easement uh on the property.

4:31

Um there are specimen trees, none will be touched.

4:35

So yeah, we were we were we recommend approval of that one as well.

Summary of Proceedings

Frederick Planning Commission Workshop - April 8, 2024

The Frederick Planning Commission held a workshop on April 8, 2024, at 7:45 PM. No votes were taken during the meeting. The agenda included consent items for several development applications and discussions on floodplain regulations, stormwater management, and the Capital Improvement Plan (CIP). No public comments were received.

Consent Calendar

  • 810 East South Street (Major Site Plan): Unconditional approval recommended. No changes since the workshop. The applicant proposes an addition to an existing office building.
  • 226 West South Street (Preliminary Plat and Final Site Plan): Unconditional approval recommended. No changes since workshop.
  • Combined Forest Conservation Plan (Preliminary and Final): Unconditional approval recommended. Includes a permanent forest easement; no specimen trees will be disturbed.
  • Bel Air Farm Architectural Review: Unconditional approval. Not grouped as a consent item due to different public notice requirements.

Discussion Items

  • Sycamore Springs Preliminary Plat and Final Site Plan: Staff reported updates from the workshop, including a sketch of reverse corner lots and a map of regional shared-use path connections. Discussion focused on a modification request for the 25-year floodplain measurement requirement, which the city code mandates but lacks a measurement method. Commissioners noted this anomaly and suggested a potential code update.
  • Forest Conservation Plan (Sycamore Springs): Afforestation areas were shifted to avoid future stream restoration projects. The applicant will maintain plantings for two years; the city will accept the parkland dedication but not maintenance responsibilities.
  • Conditional Rezoning and Master Plan (First of Two Required Hearings): Staff presented recommendations for conditions: preventing the applicant from seeking variances to the floodplain buffer, requiring participation in design/construction of an adjacent rails-with-trails path, and requiring on-site forest conservation mitigation (no fee in lieu). Modifications to land use mix, setbacks, and orientation were deferred to site plan stage. Elaboration was provided on the private emergency access (Humlane). No public comments were submitted.
  • Capital Improvement Plan (CIP): Staff updated a paragraph on infill road networks. Commissioners raised concerns about smart traffic systems, Hughes Ford Road, and Church Street light. Staff suggested that recommendations could be conveyed as a comprehensive plan policy or via a supplemental letter to the mayor and board. Commissioner Ron inquired about pre-meeting communication; staff advised against commissioner-to-commissioner correspondence outside public meetings, offering to act as a conduit instead.

Key Outcomes

  • No votes or formal decisions were made. All items requiring action (e.g., conditional rezoning, CIP recommendations) will be addressed at subsequent meetings.
