The Frederick Planning Commission held a public hearing on August 11, 2025, at 6:00 PM at City Hall. The meeting covered a range of items including zoning map amendments, a text amendment to mixed-use phasing requirements, architectural reviews, site plans, and a major redevelopment project. The commission voted on several items, including approvals, continuances, and recommendations to the City Council.
All right, it is six o'clock, and I'm calling the meeting to order. And I'd like to welcome everybody to the what is this August 11th, 2025 Planning Commission hearing. Before we proceed with tonight's um meeting, I'm gonna give a little bit of background on the planning commission and the procedures that we're gonna be following tonight. Members of the planning commission are all residents of the city and volunteers appointed by the mayor and the city council. The commission is made up of five regular members and one alternate. Its powers and duties are assigned in the by the charter of the city of Frederick and described in section two oh two of the land management code. All of tonight's cases have been appropriately advertised pursuant to section 301 of the land management code. Cases tonight will be presented to the planning commission in the following format. We will start by having an introduction of the case and then a presentation of the case with by staff with their initial recommendation. We'll then have opportunity for the commission to question the staff, followed by the applicant or authorized agent giving their remarks regarding the case. And then finally in action. And those three items are starting in the order of number one, PC 25-186 ZMA zoning map amendment 300 Scotty Bus Lane. So that would be the first one. The second one would be PC 25-187 ZMA zoning map amendment 27 Franklin Street. And then the third one would be PC 25-55 ZTA text amendment section 417 MU districts phasing. Do I have a second? And um just to let you know, we we had some comment the last time we had the text amendment on the agenda that that the public didn't like sitting through the whole the whole meeting. So the next item on the agenda is the minutes, and we have several sets of minutes. Um from May meetings that we now have a quorum to address. That's three commissioners, and Commissioner Strawson is not eligible to vote. Um next is the approval of the July 14th, 2025 planning commission meeting minutes.
