Let us pray.

0:54

As we pause to take a moment of prayer and reflection, at this time of year, the people of the Jewish community enters the High Holy Days, where we are reminded of an annual opportunity to reflect on the year behind us, seek forgiveness, learn from our mistakes, and turn toward a better path.

1:12

These are Jewish traditions, but their message is universal.

1:16

We all have the opportunity to grow, forgive, and begin again.

1:21

Tonight, we are especially grateful for those service and good deeds that strengthen our community.

1:27

Tonight we'll recognize representatives from Dorothy's daughter Senior Care Center Community Care and the Firefighters for their efforts in Fire Prevention Week.

1:38

We give thanks to their commitment, compassion, and the difference they make in the lives of others.

1:44

Let us also remember that each of us has opportunities, large and small, to serve our neighbors and to make our community better.

1:51

Let us take a brief moment and reflect on someone who has made a difference in our lives and on one good deed that we might do for someone else.

2:02

As we begin our work tonight, may we bring with us humility, wisdom, and a spirit of cooperation.

2:09

May our discussions be respectful, our decisions be thoughtful, and our actions guided by what is best for the people that we are privileged to serve in our city.

2:19

May we continue working together to strengthen our neighborhoods, supporting our families, and build a Gastonia where every person has the opportunity to thrive.

2:27

May our service tonight leave our city a little stronger, kinder, and more united than we found it.

2:34

Amen.

2:37

Please join me in standing.

2:39

We'll do the Pledge of Allegiance.

3:11

You all receive the uh adop uh agenda.

Summary of Proceedings

Gastonia City Council Meeting - September 15, 2026

The Gastonia City Council met on Tuesday, September 15, 2026 at 6:00 PM under Mayor Pro Tem Gallagher (Mayor Franks stepped away to prepare for a presidential visit). The meeting included proclamations, new staff introductions, committee reports on anniversary and park opening events, consent agenda with one item pulled for discussion, committee appointments, budget calendar adoption, and reports from city officials and council members.

Consent Calendar

  • Approved minutes from the September 1 regular meeting and September 3 special meeting unanimously.
  • Adopted the consent agenda (Items I.1–I.7 and I.9) after removing Item I.8 for separate discussion. Items included proclamations for Finance and Accounting Appreciation Week, Public Power Week, and Colonial Heritage Month; a $120,000 grant agreement with NCDOT for the pedestrian plan update; a $1,237,000 contract for the Drinking Water Supply Resiliency Project (with budget amendment); a $209,289 contract amendment for the Duharts Critical Infrastructure project; traffic ordinance amendments for four-way stop intersections; a $1,945,636.82 contract for Martha Rivers parking lot improvements (pulled); and a $452,617 contract amendment for FEMA-reimbursable engineering services related to Hurricane Helene.

Discussion Items

  • Item I.8 – Martha Rivers Parking Lot Improvements: Councilwoman Barber requested removal from consent for discussion. Assistant City Manager Tucker presented the $1,945,636.82 contract to Quinn Sales, Inc. (low bid from seven bidders). The project adds two large parking lots, doubles parking spaces, formalizes spillover areas, adds a second access on Neil Hawkins Road and a connection to Riverwood Parkway. Funding: $1.56 million from general/GO bond and $379,000 from stormwater fund. Council members expressed support, citing dangerous congestion at the park. Motion to approve passed unanimously.
  • Citizen Committee Appointments: Councilwoman Stepp nominated Mary Kelly to fill a vacancy on the Historic District Commission. Kelly owns two lots in the historic district (operated as Airbnbs) but does not reside there. After discussion, the appointment was approved unanimously contingent on confirmation of eligibility by the city attorney.
  • FY2028 Budget Calendar: City Manager Peoples presented the proposed calendar, which includes a strategic planning meeting January 22-23, added public meetings in February due to the county revaluation, and a change to present the budget at the first May meeting with a public hearing at the second May meeting and adoption in June. Approved unanimously.

Key Outcomes

  • Proclamations: Both proclamations (Dorothy's Daughter and Fire Prevention Week) were entered into official city record unanimously.
  • New Staff Introductions: Brian Gray introduced as new Chief Technology Officer (effective), Stacy Pethia introduced as new Housing and Community Engagement Director (started August 31, 2026).
  • Gastonia 150th Anniversary Celebration: Committee recommended approval of plans and $54,050 budget. Approved unanimously. Official kick-off January 11, 2027 with City Hall tours and a time capsule opening. Other events include Made in Gastonia (textile history) and a drone show at Christmas in the City.
  • Linwood Park Grand Opening: Committee recommended approval of plans and $253,850 budget. Approved unanimously. Weekend of March 11-14, 2027 with ribbon cutting, local performances, national headliner concert, drone show, and a unity service. Sponsorship opportunities sought.
  • Closed Session: Council moved into closed session under NCGS 143-318.11(a)(6) to discuss personnel matters after the regular meeting adjourned.
