1:06

No public comment for this month.

1:07

All right, awesome.

1:09

Okay, we have business right away.

1:12

We've got a lot of business.

1:13

A lot of business.

1:14

Yeah, let's go.

1:15

Let's go through that.

1:16

I'll give you give you all an update.

1:18

So staff has been working on finalizing all the agreements with the uh taxing authorities that are involved in the Nazarene plan area.

1:27

Officially the 17455 West 16th Avenue plan area.

1:32

And those those four outside entities are Jefferson County, the Jefferson County Public Library, Jefferson County Public Schools, and then also the Mile High Flood District.

1:40

So those are the four outside taxing entities.

1:42

And then we need a uh revenue agreement with the uh city of Golden as well, and that is going to City Council tomorrow night.

1:50

Um all four of these outside agencies have agreed to share 100% of the tax increment uh during the 25-year plan area.

1:57

They're all expecting it to be affordable housing, um, as as we have led them to expect that.

2:03

Uh planning commission reviewed the request.

2:05

It was their job to make sure that the plan area complies with the uh goals of the comprehensive plan.

2:10

That's the main land use document for the city of Golden, and they approved that on May 20th uh and recommended council approval.

2:19

Um I think we mentioned last time we were meeting together that uh the city council was expected to review the the expansion of the Gura board to 13 members, which is required by the state statute to create a new plan area.

2:33

So that that occurred on that ordinance was reviewed and voted on on June 30th uh and approved.

2:38

Uh subsequent to that uh the staff have sent out a uh uh call for applications for new members, at least the city members, which are three new residents uh that would sit on the Gura board uh for all decisions going forward, and so uh we expect to have those coming in throughout the month of July, and then I think I believe council is is looking to appoint in August.

3:03

Um perhaps Mr.

3:05

Cameron could update us.

3:06

Um, I'm not longer on the subcommittee.

3:08

Oh, that's right.

3:08

Nor doing interviews, right?

3:10

But I believe that it's open until maybe the 29th of July.

3:17

Yeah, as you said, it's on August.

3:21

Yeah, so um so those are out.

3:23

The other three members to total 13 will be chosen by these outside taxing entities.

3:28

One will uh definitely be the board of county commissioners in the school district.

3:32

Um in the meantime, staff are also working with uh B.

3:38

Golden and also the residents who live in the little house behind the church on the site to help them with relocation.

3:45

So uh anytime someone is displaced from a new urban renewal plan area, the statute requires that so staff is but giving them the options uh what that entails.

3:56

There's some details in your packet uh memo that explain that as well.

4:00

Um but but we are actively working with them too.

4:04

Um so as I mentioned, council will be voting tomorrow night on approval of the uh proposed new plan area and then also voting on the revenue share agreement between the city and borough uh also requesting that they the city provide a hundred percent of their share of the of the tax increment for the 25 year plan area period.

Summary of Proceedings

Golden Urban Renewal Authority Business Meeting - July 13, 2026

The Golden Urban Renewal Authority (GURA) held a business meeting on July 13, 2026, at 5:32 p.m. at 911 10th Street, Golden, CO. All seven commissioners were present, including one virtually. The board approved the agenda and the minutes of the June 8, 2026 meeting. No public comment was offered. The primary business was the approval of five tax increment revenue sharing agreements for the proposed 17455 W. 16th Avenue (Nazarene) Plan Area, a key step toward creating a new urban renewal district focused on affordable housing. The board also discussed the Parfet-Briarwood community garden fence replacement, grid resiliency, and new potential plan areas.

Consent Calendar

  • Approval of Agenda (July 13, 2026): Motion by Commissioner Cameron, seconded by Schiche. Approved unanimously.
  • Approval of Minutes (June 8, 2026 Business Meeting): Motion by Schiche, seconded by Cameron. Approved unanimously.

Discussion Items

  • Tax Increment Revenue Sharing Agreements (Resolutions 172–176): Staff presented final agreements with five taxing entities for the new 17455 W. 16th Avenue Plan Area. All four outside entities (Jefferson County, Jefferson County Public Schools, Jefferson County Public Library, Mile High Flood District) have pledged 100% of their tax increment over the 25-year period. The City of Golden’s agreement also pledges 100% of its increment, conditioned on the development being affordable housing per the Golden Municipal Code. Commissioners discussed the lack of early board involvement in negotiations (Commissioner Schiche), the relocation obligations for current occupants (BGOLDN nonprofit and a residential tenant), and the implications of House Bill 1348 board expansion. The Mile High Flood District agreement was noted as simple because the parcel does not trigger flood district services, but the district will have significant interest in the future Junction project. All five resolutions were approved unanimously:
    • Resolution 172 (Jefferson County) – Motion by Cameron, seconded by Mittman. Approved.
    • Resolution 173 (Jefferson County Public Schools) – Motion by Yu, seconded by Barry. Approved.
    • Resolution 174 (Jefferson County Public Library) – Motion by Schiche, seconded by Trout. Approved.
    • Resolution 175 (Mile High Flood District) – Motion by Cameron, seconded by Barry. Approved.
    • Resolution 176 (City of Golden) – Motion by Yu, seconded by Schiche. Approved.
  • Parfet-Briarwood Community Garden Fence Replacement: Commissioner Cameron reported a meeting with garden representative Matt. A single quote of $70,000 for 800 feet of black spike fence was obtained. The board discussed the need for multiple quotes, design options (including deer fencing), volunteer labor possibilities, and potential integration with the planned trail connector. Staff was directed to explore the project further, including design and cost alternatives, and to report back.
  • Grid Resiliency Update: Staff is engaging with the National Renewable Energy Laboratory (NLR) and Xcel Energy to scope a grid vulnerability study. The preliminary cost for a joint work statement agreement is $50,000; staff is exploring cost-sharing with Sustainability and/or DDA and investigating free technical assistance alternatives.
  • New Potential Plan Areas:
    • The Junction: Consultant Pioneer Development Co. has been hired; a conditions survey is underway. The city council will vote on the metro district on July 14. Staff is meeting with the developer Evergreen and consultant Andy Arnold to coordinate.
    • Nazarene Plan Area: Board expansion to 13 members per HB 1348 was approved by city council on June 30. Applications for three city-appointed members are open until July 29. The three outside taxing entity members are being solicited. Relocation assistance is being provided to BGOLDN and a residential tenant; options include moving cost reimbursement (up to $50,000) or fixed payments ($1,000–$20,000).
  • Pending Land Use Cases:
    • 17200 West Colfax Avenue: Elevation Community Land Trust and their developer will present to the board in September 2026 for a proposed affordable housing development. Staff recommended this re-presentation due to many new board members.
  • Commissioners’ Concerns: Commissioners voiced concerns about e-bike/e-moto safety on trails (Commissioners Cameron and Mittman). Staff has relayed these to the Multimodal Transportation Advisory Board (MTAB). Commissioner Cameron also noted a desire for a project tracker.

Key Outcomes

  • Approved Resolutions 172–176: All five tax increment revenue sharing agreements were approved unanimously, authorizing the chair to sign. This clears the way for City Council consideration of the 17455 W. 16th Avenue Plan Area on July 14, 2026.
  • Directives on Fence Project: Staff will obtain multiple quotes, explore design options, and coordinate with Parks and the trail connector project. A proposal will be brought back for board consideration.
  • Board Expansion: Applications for three new city-appointed board members are due by July 29; appointments are expected in August. Outside entity members are being recruited, with a goal of seating the full 13-member board by September 2026.
  • Future Agenda Items: Miners House affordable housing project (within West Colfax Plan Area) will present at the September 2026 meeting. The Junction plan area will proceed with conditions survey and impact report. The board requested a primer on existing plan areas, tax increment shares, and GURA bylaws for new and existing members.
