MTAB Regular Meeting – July 23, 2026

The Mobility and Transportation Advisory Board (MTAB) held its regular meeting on Thursday, July 23, 2026, at 6:00 p.m. at 911 10th Street, Golden. He stated that residents want dedicated on‑street spaces in front of their building (not just a two‑hour limit) to prevent late‑night activity from Golden Mill patrons. He noted residents signed a petition for a modified NPP and feel the current process has been unclear. Board members asked clarifying questions about the history of the right‑of‑way and the number of spaces.

Discussion Items

• Water Street Parking Discussion/Recommendation: Staff presented a revised analysis and six recommendations (see Key Outcomes). The board debated the appropriate permit structure, particularly whether to make parking along 10th Street (adjacent to Parfet Park) a paid “City Permit OR Pay Parking” zone (purple) to match Lions Park, or keep it as a two‑hour limit (yellow). After discussion, the board supported staff’s recommendations with an amendment to change two yellow blocks on 10th Street (in front of the mountaineering center) to purple, making the entire 10th Street corridor consistent. The board also discussed concerns about parking availability for 615 Water residents and the potential for a dedicated resident permit. The motion to approve the recommendation with the amendment passed unanimously.
• Golden Roadway Safety Discussion: The board reviewed diagrams and descriptions of two recent motor vehicle collisions:
  • US 6 at Johnson Road: A severe crash involving a cyclist (Kristen Wade) struck by a driver running a red light. Staff noted CDOT’s upcoming repaving project (2027) will include hardening the median, ADA improvements, and tightening the turn radius, but would not have prevented this collision due to driver impairment. Board members requested continued advocacy for short‑term safety improvements such as a hardened center line and improved signal timing.
  • Ford Street near 10th Street: A pedestrian (child) was struck by a left‑turning driver during a permissive green. Staff noted the driver was older (77) and that leading pedestrian intervals could help but would require funding and political will. The board discussed the challenges of rebuilding the intersection due to right‑of-way constraints and railroad crossings.
• Project Updates: Staff gave brief updates on several projects:
  • Ford and Jackson Street pedestrian/bike improvements progressing.
  • Highway 93 multi‑use trail (Jeff Co) from North Table Trailhead to 56th Avenue expected completion early 2027.
  • South Creek Trail widening design open house on August 13.
  • North Ford Street design open house October 1.
  • Lena Gulch drainage project (required for Colfax Complete Street) moving forward.
  • On‑demand transit pilot (South Golden) – intergovernmental agreement approved; service expected by end of 2026.
  • Orc Card ridership at 15,000 trips per month with year‑over-year growth.
• New Business: Board member reported from the Special Events Committee that additional bike racks were deployed for Fourth of July, but residents are often unaware of parking garage availability. The board discussed improving signage for the ParkGoldenCO.com website, which shows real‑time garage occupancy. Staff will explore adding signage and updating the website.

Key Outcomes

• Vote on Water Street Parking Recommendation: The board unanimously approved a motion to recommend to City Council the following (with the amendment noted):
  1. Water Street Loading Zone (30‑minute) – near Golden Mill (staff can implement).
  2. 615 Water Street Loading Zone (2 spaces, 30‑minute) – available to anyone (staff can implement).

  6. Expand Downtown Resident Parking Permit Zone – include streets north of Clear Creek and allow parking in downtown garages; requires an ordinance amendment.
• Direction on US 6/Johnson Road Connection: The board directed staff to prepare a budget request for design of a multimodal connection to the pedestrian bridge near the RTD station, using an existing plan option. Staff will incorporate this into the upcoming 2027‑28 budget cycle.
