Arts & Culture Commission Business Meeting – August 3, 2026

The Golden Arts & Culture Commission (ACC) held its regular business meeting on Monday, August 3, 2026, from 6:00 to 7:30 p.m. in Council Chambers at 911 10th Street. Discussion Items

• Heart of Golden Update (Steve Glueck): Steve Glueck, Assistant to the City Manager, presented an update on the Heart of Golden corridor from west to east. He highlighted:

  • Lions Park: Accessibility improvements nearly complete; playground construction to begin later this year with public art coordination ongoing.
  • Central Zone: City Council’s strategic plan indicates community engagement will begin mid-2027; no current funding or schedule for changes.
  • East Zone (Ford to Archer Street): A vision plan was approved by Council in March 2026. Current efforts focus on engineering feasibility of removing the Tucker Gulch concrete channel. Construction could begin in 2028–2029 if feasible. The 1% public art budget for this area is estimated at $15,000, prompting discussion on how to best allocate limited funds.
  • East of Archer Street (Police/Municipal Building area): Final landscape plans are being prepared for a trail, seating areas, and potential public art. The 1% contribution is not likely to exceed $15,000.
  • Police/Municipal Building: Construction on schedule. Interior art by Joshua Wiener and exterior shade structure by Paula Castillo both budgeted at $200,000 each, with installation planned for April/May 2027. Staff is inventorying opportunities for 2D art purchases (estimated $80,000–$100,000) and proposed an ACC-organized call for a mural on the parking deck wall at 10th and Vasquez Streets. The project’s 1% art budget increased from $476,000 to $514,000 due to scope additions.
  • Commissioners expressed strong support for being involved in all public art decisions, including the mural and 2D art selections. They agreed to work with Steve on focusing art investments in the East Zone and will discuss further at the Art in Public Places Subcommittee (AiPPS) meeting on August 13.

• Integrated Department Strategic Plan Update (Nathan Richie): Nathan reported that based on feedback from the July meeting, a small subcommittee (Laura, Rick, Christy, Saoirse) will meet on August 5 to refine a revised version that preserves the original ACC strategic plan language while incorporating museum goals. The subcommittee will bring a draft back to the full commission at the September meeting (scheduled for August 31).

• Subcommittee Updates:

  • Grants Subcommittee (Saoirse Charis-Graves): The subcommittee has finalized updates to the Notice of Funding Opportunity (NOFO) and application based on earlier input. Key changes include clearer accessibility requirements and a dedicated contact person for applicants. The NOFO and application will be released August 28, with a webinar on September 1, optional draft review due September 8, and final applications due October 2. Funding remains at $350,000.
  • Art in Public Places Subcommittee (Rick Souders): The AiPPS is meeting monthly for the rest of the year. On August 20, a selection panel (including a parent and child) will review submissions for the Lions Park playground artwork. The subcommittee is also developing a three-year work plan and updating the handbook.

• Staff Update (Nathan Richie):

  • Yazmin Atmore’s artwork honoring George Morrison is installed at the Golden History Museum; a video is being produced. Graham Carraway will begin his mural installation on August 11. Two marble mountain lion sculptures by Bill Gee have been moved to the museum.
  • The second Art in the Park activity drew 40 attendees. Museum staff met to update the website to include ACC, public art, and grants program.
  • Staff attended the Golden Cultural Alliance meeting and renewed departmental membership.

• Work Plan Update and Benchmarking (Rick Souders): Rick opened a discussion on the need to benchmark other cities’ arts funding models, particularly for maintenance of public art. Commissioners expressed concerns that the current $80,000 ACC budget (originally $50,000 plus $30,000 for maintenance) may not be sustainable as the collection grows. They also critiqued the initial economic impact study from the Leeds School of Business for not capturing the full scope of arts employment, especially contract and freelance workers. Commissioners agreed to send ideas to staff for measurable data (e.g., jobs, economic impact) and storytelling elements (e.g., community health benefits). A work study session will be scheduled to refine the 2027 work plan and future funding requests.
