• Kyle H. Owens (via email) formally requested a collaborative discussion about sustainable event management on the west end of 10th Street, citing cumulative impacts from multiple events on residential parking, traffic, and access. He asked for improved communication channels with city departments and requested that his feedback be added to the official record.

• Buffalo Bill Days (July 24-26): Attendance was impacted by adverse weather (high winds Friday, extreme heat Saturday/Sunday). A security guard was observed vaping while monitoring alcohol sales; the concern was reported. Shuttles ran well on Saturday and Sunday.
• Golden Bike Cruise (July 28, August 25): Praised for family-friendly atmosphere and improved safety marshaling at major intersections. A six-year-old who got lost was quickly located due to visible security and police presence.
• Colorado Day Celebration (August 1): Positive feedback; noted that a helicopter landing caused a road barrier to fly into a tree, posing a safety risk. Request for additional bike racks on the Jackson side of Parfet Park.
• National Night Out (August 4): Enjoyed by families; suggested better promotion to schools (e.g., via Peach Jar or Parent Square).
• Movies & Music in the Park (August 7): New screen trailer reduced setup time and park damage. Next year show times will start earlier (6 p.m. band, movie ends sooner).
• CSM Move-In (August 14-16): Residents reported traffic backups on Sixth Avenue due to a new traffic light with incorrect timing. City engineers are working with Mines to fix the timing.

• Discussion: Committee questions about the date conflict with Golden Wine Festival (also October 3 weekend) and the Montessori school event nearby. Organizers indicated flexibility on date but noted Jefferson County coordination. The language about offering scholarships to BIPOC participants was noted as potentially problematic in promotional materials; staff will review during full application process.
• Vote: Motion to approve the event as a concept, with the understanding that logistics (especially date) will be negotiated with both the applicant and the wine festival. The motion passed.

Updated SERC Mission Statement

• Presented by Amanda and Kasia to consolidate existing guidance into a single, cohesive document. The draft includes mission, event criteria, grant funding philosophy.
• Feedback:
  • Sustainability language was considered too vague; member requested reference to existing city zero-waste goals and green practices guidelines.
  • The final paragraph stating that the city does not intend to become a regular funding partner and that approval in one year does not guarantee future funding was criticized as “too legalistic” and inconsistent with practice (e.g., long-running events receive grants annually). Members suggested defining success and funding philosophy separately.
  • The inclusion of “musical or entertainment vendors” as an eligible grant use was questioned; some felt the city should not fund entertainment, but noted that the grant application currently allows it.
• Outcome: The statement will be revised based on committee input and returned for further discussion. No vote was taken.

Grant Program Revision Discussion

• The committee discussed the rolling grant deadline (currently until March 31) and the next six-month deadline (October 31, 2027). Staff will take questions to the finance department and bring proposed adjustments to a future meeting.
