Summary of Proceedings

Golden Urban Renewal Authority Board Meeting – September 14, 2026

The Golden Urban Renewal Authority (GURA) Board of Commissioners met at 5:30 p.m. on September 14, 2026, at 911 10th Street, Golden, Colorado. The board administered the oath of office to new members, approved the agenda and prior meeting minutes, heard a financial feasibility briefing on The Junction Urban Renewal Plan, received a progress update on the Nazarene affordable housing project, discussed the October meeting date, and reviewed commissioner updates. No substantive votes were taken beyond routine approvals.

Consent Calendar

  • Approved the September 14, 2026 meeting agenda.
  • Approved the regular business meeting minutes of August 10, 2026, and the special meeting minutes of August 24, 2026.
  • Staff reported the 2026 budget is up to date with no changes from the prior month.

Public Comments & Testimony

  • One member of the public expressed concern that The Junction project contains no affordable housing, which the commenter called a high priority for the City of Golden. The commenter also questioned whether GURA is bound by the City Charter's affordable housing amendment, noting that lawyers have argued the urban renewal authority is not subject to that charter amendment, that nobody has tested the question, and that the commenter did not plan to test it either.

Discussion Items

The Junction Plan Area – Urban Renewal Plan Feasibility Report

  • Andrew Arnold of Piper Sandler Special District Group presented the Feasibility Report dated September 4, 2026, prepared with Pioneer Development Company. Supporting documents included the August 4, 2026 conditions (blight) survey, the draft Urban Renewal Plan (August 2026), the August 12, 2026 Impact Report, and the August 12, 2026 underwriting report for 1260 Brickyard Road. The board had previously reviewed draft plan materials at the August 24, 2026 special meeting, where Commissioner Cameron expressed concerns and staff confirmed materials would be available before the next meeting.
  • The report concluded that The Junction—a single-parcel light industrial business park—is not feasible without the Urban Renewal Plan and its tax increment financing. Without the plan, $44.9 million of required public infrastructure would have no funding, and rents would need to exceed $23 per square foot, a price point the market does not support. The plan would capture tax increment for the full 25-year period permitted by Colorado Urban Renewal Law; when the plan sunsets in 2051, the full assessed value of the business park returns to the regular tax rolls.
  • A commissioner, speaking as a GURA board member and not as a city councilor, asked what would happen to public amenities if the financing did not come through, whether a two-phase approach (with phase one completion raised around 2030) would change the calculation, and what the remaining infrastructure burden would be if items the City requested were excluded—and how that compares with a typical project's infrastructure budget.
  • Commissioner Allison asked what specifically the City of Golden had requested, and another commissioner urged the board not to lose sight of that question. The board took no vote; the presentation was informational. Next steps discussed included returning to the board with recommended agreements, followed by approval of the Urban Renewal Plan by the Planning Commission and City Council.

17455 West 16th Avenue – Nazarene Project Update

  • Shannahan Development, the project developer, reported progress on the affordable housing project. The project recently secured a land banking grant, is working with the Colorado Housing and Finance Authority (CHFA), and anticipates closing on the land before the end of the year. GURA previously approved negotiating an urban renewal agreement for the Nazarene Plan Area.
  • Board members discussed Golden's broader affordable housing work, including another affordable housing project currently under construction at 14th and Washington, and noted a 10 percent bump associated with modular construction, under the assumption that the savings would be passed through.

October Meeting Date

  • Staff requested rescheduling the October meeting because October 12, 2026, is a holiday. The board discussed October 5 as a possible alternative date; room availability was unconfirmed, and no formal vote was taken.

Key Outcomes

  • Routine approvals only: the agenda and the August 10 and August 24 minutes were approved.
  • The board received The Junction Feasibility Report with no formal action; financial analysis will continue, with recommended agreements to return to the board before the plan advances to the Planning Commission and City Council.
  • The Nazarene project is moving forward under GURA's prior authorization to negotiate an urban renewal agreement, with a land banking grant secured and an anticipated land closing before the end of 2026.
  • The October meeting will be rescheduled from October 12, with October 5 under discussion.

Commissioners' Concerns and Updates

  • Grid Resiliency: Staff, in coordination with Golden Sustainability, has submitted a new grid resiliency grant application and continues internal coordination, including with NLR.
  • Parfet-Briarwood Community Garden Fence: Staff further investigated a GURA-funded fence replacement adjacent to the Parfet-Briarwood Plan Area. After discussions with garden members, the existing fence appears to serve their needs, and members raised a concern about a potential impaling hazard. The commissioner who raised the item said it does not need to move forward if community members are not interested.
  • Lena Gulch: An infrastructure update and request is expected at the October meeting.
  • Pending Land Use Cases: Per the August 10 minutes, Elevation Community Land Trust was expected to present its 17200 West Colfax Avenue project at the September 2026 meeting. At this meeting, the board noted that Miners House, an affordable housing project on West Colfax (described in the transcript as "next to the coal on West Colfax"), will present a project update and potentially a tax increment financing request at the October meeting.
