Golden Downtown Development Authority Meeting Summary

The Golden Downtown Development Authority (DDA) held its regular business meeting on September 21, 2026, at 911 Tenth Street, Golden, CO. The board addressed a 95-minute business agenda covering public safety, holiday promotions, downtown improvements, and the introduction of the 2027/2028 budget. Board members also discussed community engagement strategies and received subcommittee updates.

Consent Calendar

  • Approved the September 21, 2026, meeting agenda and the minutes of the August 17, 2026, business meeting.

Public Comments & Testimony

  • No public comments were received.

Discussion Items

  • Golden Police Department Update: GPD reported 71 calls for service downtown, of which 17 resulted in police reports. Presenters distinguished between call volume and report outcomes, described the two patrol beats (including “Baker”), and responded to commissioner questions about calls to downtown parking structures and potential additional resources for businesses.
  • KOSI 101 Holiday Flip the Switch Promotion: A co-sponsorship with KOSI 101.1, Visit Golden, Community Marketing Board, and The Golden Hotel was presented. The hotel would host the “Flip the Switch” event, while KOSI would provide live remote broadcasts, 30-second commercials, and promotion of Golden’s holiday events from October through December. Staff recommended partnership participation.
  • Holiday Light Contract Extension: Staff recommended a two-year extension with SavaTree for holiday light installation and takedown, totaling $202,175.82 — $99,594.00 for 2026–2027 and $102,581.82 for 2028.
  • Fall 2026 Shade Tree Program: The board approved a motion to authorize up to $10,000 for fall 2026 tree planting under the City’s contract, funded from the DDA line item for contributions to city projects.
  • Santa and Reindeer Refurbishment: The board authorized staff and legal counsel to negotiate a contract not to exceed $22,982 for refurbishment of the Santa and reindeer figures on the downtown Welcome Arch. The transcript renders the vendor as “Meeks LC,” although discussion referenced Precision Signs, a local sign company.
  • DDA Community Engagement Event: The board discussed an upcoming “DDA Block Party” engagement event, where board members would be identified and QR codes would link to a survey on a potential downtown plaza (at 12th Street or elsewhere) and other DDA programs.
  • Downtown Map Design and Installation: Visit Golden and the communications department requested a $10,000 contribution (50% of project cost) for new digital wayfinding maps, replacing static business listings with QR-code-driven digital maps. One commissioner expressed concern that prior QR codes led only to business listings and requested a demonstration by Visit Golden before committing funds. No motion was made; the board added the item to the October agenda.
  • DDA 2027/2028 Budget Introduction: The board reviewed the draft two-year budget. The DDA must adopt a budget in the fall so the City can enact it in early December. Notable items included a $200,000 contingency line used to offset PSPS grants and discussion of TIFF agreements, with the last significant one being Clayworks in 2024. No action was taken.

Key Outcomes

  • Approved the agenda and August 17, 2026, meeting minutes.
  • Approved up to $10,000 for the fall 2026 shade tree program.
  • Approved negotiation of the Santa/reindeer refurbishment contract not to exceed $22,982.
  • Deferred action on downtown map funding; Visit Golden will present a demonstration at the October meeting.
  • Budget discussion will continue in October, with formal approval to follow in the fall.

Subcommittee and Liaison Updates

  • Development Subcommittee: Will meet before the October meeting and report back; discussions included the Fourth Street underpass and the 817 14th Street affordable housing project site constraints.
  • Grants Subcommittee: At least one grant proposal is expected; the committee revised its grants process and split funding in half.
  • Special Events Review Committee: Staff reported ongoing transition and coordination.
  • 12th Street Plaza Ad Hoc Committee: Will use the upcoming community engagement event to gauge public interest in a downtown plaza at 12th Street or elsewhere.
