Summary of Proceedings

Goodlettsville Board of Commissioners Meeting - June 11, 2026

The Board of Commissioners of Goodlettsville, Tennessee, met on Thursday, June 11, 2026, at 6:30 PM in City Hall's Massie Chambers. The meeting covered a wide range of business including approval of the FY 2026-2027 budget, a referendum on a local option sales tax increase, a controversial ordinance restricting food truck operations (which was deferred), several zoning and engineering resolutions, and the appointment of Julie High as the next City Manager effective October 1, 2026.

Consent Calendar

  • The board voted 5-0 to move items F, G, H, I, J, and K to the consent agenda. However, items F (Resolution 26-1336) and I (Resolution 26-1339) were later removed from the consent agenda due to their monetary amounts and voted on individually. The remaining consent items (G, H, J, K) were approved by a 5-0 vote after the board read them aloud.

Public Comments & Testimony

  • Thomas Koenig (130 West 12 Stones Crossing, Goodlettsville) – Small business owner/food truck operator. He spoke against Ordinance 26-1148, which would restrict food truck operations, stating it would likely put his business out of business. He explained that his food trailer operates five days a week (2-8 PM) and also participates in the farmers market and events. He asked the board to consider working with food truck owners rather than shutting them down.
  • Unnamed female resident (resident since late 2000s) – Spoke against the food truck ban (ordinance). She argued that citizens should have the choice to support food trucks on private property, and that food trucks can transform empty parking lots into community gathering spaces. She noted Goodlettsville has ample parking and that banning food trucks would harm local businesses.
  • Danny Rhodes (999 Hit Lane) – Also spoke in support of food trucks, noting his experience in East Nashville where food trucks supported the community and often led to brick-and-mortar restaurants. He urged the board to have more creative discussions rather than a straight ban.
  • Kim Sutton (3280 Patton Branch) – Spoke about the City Manager vacancy. She advocated for appointing Assistant City Manager Julie High as the next City Manager, citing her financial background, transparency, and strong support from city employees and residents. She recommended against an outside search.

Discussion Items

  • Ordinance 26-1142 (FY 2025-2026 Budget Amendment) – Second reading. This amendment relates to response costs from Winter Storm Fern (ice storm). Staff recommended approval. Passed 5-0.
  • Ordinance 26-1145 (FY 2026-2027 Budget and Tax Rate) – Second reading with public hearing. No one spoke at the public hearing. The board passed it 5-0.
  • Ordinance 26-1146 (Goodlettsville Investment Act – Local Option Sales Tax Referendum) – First reading. This ordinance would place a referendum on the ballot to increase the local option sales tax by half a penny per dollar for parks, roads, and public safety. Staff recommended approval but noted a special called meeting would be needed to meet election deadlines. Passed 5-0.
  • Ordinance 26-1147 (Requirements and Appointments of Board and Commission Members) – First reading. Replaces Chapter 2 of Title 2 of the municipal code with updated rules. Commissioners clarified that members who voluntarily vacate can be reappointed, and the new City Manager will monitor attendance. Passed 5-0.
  • Ordinance 26-1148 (Hours and Functions of Food Truck Operations) – First reading. This ordinance would restrict food truck operations to special events only (not a total ban). Public speakers opposed it. Vice Mayor made a motion to defer to allow more due diligence. After discussion, the motion to defer passed 4-1 (Commissioner Walker dissented, preferring to vote on the language directly).
  • Ordinance 26-1149 (Zoning Change – Rivergate Parkway and Wade Circle) – First reading. Changes zoning from CSL to RC2PUD. Passed the Planning Commission unanimously. Passed 5-0.
  • Ordinance 26-1150 (Fence Regulations Amendment) – First reading. Defines new provisions for fence regulations. Passed Planning Commission unanimously. Passed 5-0.
  • Resolution 26-1336 (Contract Amendment with Corradino Engineering) – Approves a $114,929.00 amendment for construction engineering inspection services for Phase III Traffic Signalization Improvements (CMAQ grant). Passed 5-0.
  • Resolution 26-1339 (Contract with Stansell Electric Company) – Approves a $2,477,765.00 contract for construction of Phase III Traffic Signalization Improvements (CMAQ grant). The grant came in about $300,000 under projection. Passed 5-0.
  • Appointment of City Manager – Mayor made a motion to appoint Julie High as City Manager effective October 1, 2026, at the same salary as the current City Manager (Tim Ellis). The motion was seconded. Commissioners expressed strong support for Ms. High, noting her financial expertise and respect from staff and community. The vote was unanimous (5-0) with all in favor.
