The Community Development Committee convened on August 11, 2026, at 9:15 AM and adjourned at 9:28 AM. All 12 agenda items were approved unanimously with no opposition. - Traffic Signal Optimization Agreement (Item 7): Approved an agreement with MDOT authorizing $49,900 for the FY26 Metropolitan Travels Traffic Signal Optimization Project, a regional signal timing program to reduce delay and improve air quality.
- Unit Price Increase – General Construction (Item 8): Approved a 3–4% unit price increase for six contractors under the as-needed general construction services contract (previously authorized expenditure of $2 million remains unchanged), correcting an error from the June 2 approval.
- Unit Price Increase – Hazardous Materials Abatement (Item 9): Approved a 3–5% unit price increase for Pro Tech Environmental Inc. and Demolition Contractors Inc. (Pitched Wrecking Companies) for asbestos abatement and demolition services (previously authorized $1.5 million unchanged).
- Construction Agreement – Stan Dale Meyer Outlots (Item 10): Approved a construction agreement and public utilities easement to extend sanitary sewer for two new outlots in the City of Walker; sewer will be inspected by Prime/Newhoff and accepted by the City when ready.
- Assignment of Agreement – AB and Marsh Consultants (Item 11): Approved consent to assign the professional architectural services contract from Bison Associates to AB and Marsh Consultants Inc., effective through February 2028. No current work under the agreement.

Um so yeah, on September 17th, they're just gonna have uh some cold sparks, so we'll be there to uh uh watch the demo and make sure everything goes well. That's pretty much all they have. Um item number two this morning is a resolution uh scheduling a turn on your mic and make sure someone um item number two this morning is a resolution scheduling a September 22nd, 2026 public hearing to consider past performance detailed in the federal fiscal year 2025 consolidated annual performance and evaluation report and future needs of housing and community development programs. This item deals with our as um as Commissioner Purdue stated our uh our consolidated annual performance and evaluation report. Uh this is required by uh the housing and urban development, our federal partners uh with respect to our performance and uh fiscal performance um of our uh CDBG home funds and ESG emergency solutions grant. We also include our justice assistance grant as well as our affordable housing fund and opioid dollars. Um we invite residents to participate in this public comment, which is scheduled between September 8th and September 23. The public hearing itself is scheduled for September 22nd. Perfect. And item number three this morning is a resolution scheduling a public hearing for August 25, 2026 to consider establishing an industrial development district for city built brewing company at 1560 Taylor Avenue North. So move. Support, just supported. Good morning. I'm Rachel Gray. I'm the assistant director of economic development, filling in for Sarah Renero today. Uh so this is a public hearing item and the next item go together. Uh City Built Brewing is a Grand Rapids uh based craft brewery, tap room and restaurant. The company conducts full-scale brewing and beverage packaging operations, distributing products throughout Michigan. Uh City Built currently operates at 820 Monroe, and they are proposing this Taylor Avenue project to support their expanded beverage production uh and continued growth. So the property here uh was previously occupied. Um it is now vacant, um, and the existing buildings have largely remained vacant um and been used for storage. Uh the site includes approximately a 7,000 square foot quant style building, approximately 2,000 square feet of office space, and two approximately 1,600 square foot suites and a 2500 square foot two-story storage building and a 5,000 square foot enclosed lot. Um City Built, uh, they propose to rehab the property and use for beverage production, a tap room, and a complementary uh commercial operation. Um destination, excuse me, and the proposed project represents a total investment uh of approximately 1.6 million, including 1 million in real property improvements associated with the industrial brewing manufacturing portion of the project.
