Morning, we will call the committee on appointments to order at 8 a.m.

0:07

We have a very short agenda.

0:10

Uh Ms.

0:10

Bosker, if you could please lead us through a discussion on the current board and commission vacancy list as of September 22nd, 2026.

0:19

Sure.

0:20

Um I did want to mention that there are two resignations that will be on tonight's agenda.

0:25

There were two members of quarter improvement authorities who had job changes, so they no longer qualify.

0:31

Um so we'll add those to the list.

0:33

And I did want to highlight just in general, we don't have many applications for um the South Division Granville Avenue, which now has two vacancies.

0:43

So that's one um I wanted to mention, and then also I received I was contacted by the liaison um for the assessors board of review that they are have one vacancy and may have another.

0:58

There's term limits on that body.

1:00

Um so by the time they meet again next spring, they were looking to hopefully have more applicants, and so we wanted to get the word out on that one.

1:09

Um and then additionally, we did some administrative things on the back end, um updated our application and added uh the vacancy list, the residency members with residency to the vacancy list for the quarter improvement authorities as was mentioned at the last meeting.

1:27

Um then have just been working on plugging away at the end of year appointments and getting prepared for that.

1:36

Well, thank you very much, Miss Bosker, and thank you to the clerk's office and all of our uh staff uh for their work on this and continuing to keep our boards and commissions running.

1:45

Uh Commissioner, any comments, questions, concerns?

1:48

No, I don't think so.

1:50

Uh oh, sorry.

1:52

Sorry, no, I don't think so.

1:53

I think that's helpful.

1:54

Um I'd love to hear the update about the Grandville, you know, corridor, maybe if commissioner and mayor have any thoughts, because that'll be a mayor appointment.

2:02

Um, but I'm sure Commissioner Belchak will have some you know insight into that.

2:06

Um and then and I might be able to suggest a few of some folks who've opened businesses in that corridor in the last six months that I know of.

2:14

Um, I think the only other one that I wanted to look at was um the urban agriculture and the urban forestry.

2:27

Okay, because the so this is the one, um, yes, the urban agriculture, sorry, sometimes get them mixed up.

2:33

We do have have had this spot for this mayoral appointment of the farmers market.

2:37

I think when I was chair, we talked about you know, could the farmers market have, you know, could it be somebody else?

2:44

And at the time the farmers market shared, you know, that they just didn't have anybody that they could appoint.

2:48

There's obviously other farmers markets, so it wasn't just I think initially started as Fulton Street, but it it is not the idea is not just Fulton Street, it could be any farmers market in our city network.

3:00

And so um, I feel like that one's been open for some time.

3:03

I don't know how long.

3:05

So this is I'm assuming these would be by laws.

3:08

This is not an ordinance patrick because this is it is yep, it's by laws.

3:13

I served on that committee.

3:14

Okay.

3:15

And as the clerk said, yes, it's been long because I remember having that.

3:18

Sure.

3:19

And the GRPS representative session, those have been uh challenge to get folks at the table.

3:25

And you know, because you were on the body for for vital streets before, you know, we had that same, I mean, that was more of there was a lot of people, and it was a reconfiguration, but when you get a little specific, it becomes a little bit harder.

3:36

And so I wonder, you know, there's always a lot of stuff to do, and I so I'm not suggesting this is the number one thing, but if we could put a uh sort of a a little highlight on this one, if we could go back to the committee, talk about what that would be like.

3:50

Should the committee support that, you know, and also the liaison, which would be I believe the parks department.

3:56

Could we do a a change with the bylaws and then just ratify that so then we're not leaving it up to a smaller group of people if the farmers market is not able to, you know, bring somebody forth.

4:07

So that was just the one that was.

4:09

I was like, let me see if another year goes by and it has, and so just want to make sure that we fill that seat.

4:14

Thanks.

4:15

Well, thank you, Commissioner.

4:16

You are speaking my language uh with urban ag, of course.

4:20

And um uh Mr.

4:22

Cloy Robert Cloy is the liaison currently for uh that committee, and I know he will be um well equipped to lead that conversation.

4:31

And I think the comparison to Vital Streets is a good one.

4:35

Uh I believe that there's that original organization of a a committee or board, and then there's what the current present needs are.

4:43

And I think current present needs are folks with diverse voices to add their voices on uh urban ag.

4:50

So um it'll be good to add some flexibility to that board.

4:54

Um Mr.

4:54

Clerk.

4:55

Yeah, so highlighting um local officers compensation commission because we do have a vacancy there when uh Mr.

5:01

Tucker joined the city staff.

5:03

Okay, and then um so we have that one that's a partial term, and then we're at the end of the month the the current term ends for someone.

5:12

So um, so we're gonna have two openings and we start that work um early 20.

5:16

Yeah, so or early um 2027.

Summary of Proceedings

Committee on Appointments Meeting – September 22, 2026

The Committee on Appointments met briefly at 8:00 AM on September 22, 2026, to review the current board and commission vacancy list and discuss several ongoing recruitment challenges. The meeting adjourned at 8:06 AM.

Discussion Items

  • Vacancy List Update: Ms. Bosker reported two resignations from Quarter Improvement Authorities (due to job changes) that will be presented at that evening's City Commission meeting. The South Division Granville Avenue board now has two vacancies with few applications. The Assessors Board of Review has one vacancy and may have a second because of term limits; staff urged outreach before the board’s next spring meeting. Administrative updates included a refreshed application form and addition of residency members to the Quarter Improvement Authority vacancy list.
  • Urban Agriculture / Farmers Market Appointment: A commissioner noted the mayoral appointment seat for a farmers market representative has been vacant for an extended period. The bylaw requires appointment by a farmers market, but no market has made a nomination. The commissioner suggested the committee consider a bylaw change to allow broader appointment (e.g., by the liaison or the parks department) to fill the seat, drawing a parallel to the Vital Streets board’s flexibility. The chair (who supports urban agriculture) agreed to refer the idea to the committee for further discussion.
  • GRPS Representative: Challenges filling the Grand Rapids Public Schools representative seat were acknowledged.
  • Local Officers Compensation Commission: The clerk highlighted two upcoming openings: one partial term (due to a staff move) and one full term ending at month’s end. The commission needs a resident from Ward 2 with HR experience. Additionally, a Hispanic male from the First Ward is term‑limited and will be leaving. Commissioners were asked to think of potential candidates after the upcoming election.

Key Outcomes

  • Staff will continue outreach for the South Division Granville Avenue and Assessors Board vacancies.
  • The urban agriculture committee liaison (Robert Cloy) will be asked to lead a discussion on a possible bylaw change for the farmers market seat.
  • Committee members were encouraged to identify candidates for the Local Officers Compensation Commission, particularly a Ward 2 resident with HR background.
  • No formal votes were taken; all items were discussion and planning.
