3:25

It's a little longer today, um, because we haven't met in a while.

3:29

Um, so my report for July 27, 2026.

3:34

The Historic District Commission recently approved the installation of an interpretive uh Elizabeth Freeman kiosk on the town hall campus.

3:42

The kiosk proposed by the Du Bois Freedom Center will highlight Elizabeth Freeman's life and legacy in Great Barrington's important role in that history to accommodate the new installation and enhance the overall appearance of the campus.

3:59

The existing town hall and vanstand signs will be relocated closer to the respective facilities.

4:06

I just wanted to let everyone know that this will create appropriate space for the kiosk, reduce uh reduce sign clutter, and improve visibility and wayfinding for residents and visitors.

4:19

As part of the ongoing review of the Ramsdale Library Building Project, the Massachusetts Historical Commission requested comments from the Great Barrington Historical Commission and the town manager on the alternatives study prepared by the project team.

4:35

In response, I submitted comments reflecting the town's broader municipal responsibilities with particular attention to long-term operational sustainability, accessibility, fiscal stewardship, regulatory compliance, community benefit, economic development, and the long-term public value of this significant investment.

Unassigned speaker

5:00

The comments were not intended to advocate for or endorse any specific design alternative, but rather to ensure these municipal considerations remain part of the Commonwealth's constellation consultant process.

Speaker 5

5:12

This consultation represents one step in the historic preservation review, and no decisions have been made regarding the final design, project funding, or the town's endorsement of any alternative.

Summary of Proceedings

Great Barrington Select Board Meeting - July 27, 2026

The Great Barrington Select Board convened on July 27, 2026, at 5:00 PM. The meeting began with a unanimous vote to enter executive session to discuss litigation strategy regarding Hampton Superior Court Civil Action No. CV00229, Morales Contractors Inc. FKA Morales Concrete Services Inc. versus the Town of Great Barrington, before returning to open session for announcements and the Town Manager's report.

Executive Session

  • The board convened into executive session pursuant to MGL Chapter 30A, Section 21A3 to discuss strategy regarding possible litigation in the case of Morales Contractors Inc. FKA Morales Concrete Services Inc. versus the Town of Great Barrington (Hampton Superior Court Civil Action No. C V00229).
  • The board voted unanimously by roll call (Phil, Ben, Garfield) to enter executive session.

Select Board Announcements & Statements

  • Select Board member Phil Garfield reported that a resident contacted him about an issue near their home that they did not appreciate. He notified Liz at the DPW, and it was cleaned up within two days. He thanked the DPW and encouraged residents to bring concerns forward, noting he would try to find answers when he did not have them.

Town Manager's Report

  • Elizabeth Freeman kiosk: The Historic District Commission approved an interpretive kiosk about Elizabeth Freeman, proposed by the Du Bois Freedom Center, on the town hall campus. Existing town hall and bandstand signs will be relocated to make space, reduce sign clutter, and improve visibility and wayfinding.
  • Ramsdale Library Building Project: The Massachusetts Historical Commission requested comments on the alternatives study. The town manager submitted comments addressing municipal responsibilities—operational sustainability, accessibility, fiscal stewardship, regulatory compliance, community benefit, economic development, and public value—without endorsing any design alternative. No decisions on design, funding, or town endorsement have been made. Library trustees and the Ramsdale Building Committee were invited to provide an update at the August 10th Select Board meeting.
  • Water infiltration testing: Gale Associates completed water infiltration testing at Mason Public Library, Town Hall, and Fire Station Headquarters. Testing was funded at the 2026 annual town meeting and supports comprehensive building and closure evaluations. A final report is expected before the Select Board in September, informing the FY28 capital improvement planning process.
  • Fishing scam alert: A Great Barrington planning applicant recently fell victim to a nationwide invoice wire fraud scam impersonating municipal staff. The town has been redacting personal contact information from agenda packets and application materials posted online to reduce cybercrime risk. The town remains committed to transparency while protecting residents and applicants.
  • Town Manager extended gratitude to the Select Board, department heads, and staff. (No specifics included in the transcript for this item; if more details become available, this section will be updated accordingly.)
