1:01

Our first agenda item is the July minutes.

Speaker 2

1:15

Motion to approve the July minutes.

Speaker 3

1:19

Second.

Unassigned speaker

1:39

Do

Speaker 1

1:39

you want to abstain?

Speaker 4

1:41

Yes, yes.

1:42

I wasn't there.

Speaker 1

1:44

Peter.

1:45

Aye.

1:46

Fred?

1:47

Aye.

1:49

And I will also abstain.

Speaker 2

1:54

So what does that mean?

Speaker 1

1:56

It doesn't affect quorum.

1:58

If if Garfield and I voted no, then it would be a tie.

Speaker 2

2:03

But

Speaker 1

2:06

moving

Speaker 2

2:07

unanimous.

Speaker 1

2:09

I guess unanimous with two abstentions, I guess, would be the way to say that.

2:14

Moving on to reports.

2:22

The FY26 June financials.

2:32

And I'll just share my screen so that members of the public can see what we're discussing.

2:45

Folks can see okay.

Unassigned speaker

2:57

Let

Speaker 1

2:57

me see if I can help you out with that, Garfield.

3:00

How's

Unassigned speaker

3:00

that?

Speaker 4

3:01

Better thank

Unassigned speaker

3:02

you.

Speaker 1

3:03

Um it's really not a departure from what we had previously discussed.

3:09

I think the main uh thing that I just want to call people's attention to, I'm going to switch to another tab.

3:15

Uh this shows the um rental assistant grants with construct, and I believe the minutes referenced that the July payment, the calculation on constructs invoice for the balance was different than the towns, and that's just an error on their part.

3:36

Um, so at the end of June, the balance was 24,520, and then the the July invoice was against that balance.

3:45

Yes, Fred.

Speaker 3

3:47

Um, at the time the minutes were written, we were aware of the correction.

3:52

So the minutes record the actual statement that was made during the meeting with a post-meeting note added to show the correct amount.

Speaker 1

4:04

Okay, and so I just wanted folks to be able to see that here.

4:09

Um, are there any any discussion of FY26 before we move on to budgeting?

Speaker 3

4:19

Oh, only the we had encumbered um a hundred and hundred thousand dollars representing four down payment uh assistance grants that turned out to not be made towards uh primarily the habitat homes.

4:42

They were not closed on, they didn't have a real estate closing within that period, so we're carrying that number forward.

Speaker 1

4:49

I don't think that we actually um encumbered those funds.

4:54

We just we budgeted as we budgeted all of our funds.

Unassigned speaker

5:00

uh assistance grants that turned out to not be made towards uh primarily the habitat homes they were not closed on they didn't have a real estate closing within that period so we're carrying that number forward i don't think that we actually um encumbered those funds we just we budgeted as we budgeted all of our funds um and it would and it is accurate to say that here you can see under the north plain road line that we budgeted for 150 000 and down payments and only had two at north at the prosperity way um yeah i mean we had a vote Bill has joined us I'm gonna promote him great um we we yes we didn't encumber the funds but we had set them aside and in uh in our budgeting that's correct um so second question under the loan program on the screen that you're showing now uh you're showing 27000 is that more accurately the 24 000 you just showed us can you ask that in a different way so I can I didn't follow uh I'm sorry it's not I'm I think I'm confused somehow you're talking about the down payment loan oh no no no I see I see it's the north I'm I I withdraw the question because we have uh under the previous budget 127 000 partially north plain road and partially for others um i thought we had made two grants during that period um three grants in the last fiscal year or three loans in the last fiscal year one to here we can review them here um one in January to Camille Stanton on railroad Av so that was not prosperity way and then in April to um it's 13 Prosperity Way and 17 Prosperity Way yeah it's just the problem with relying on your memory and and getting the dates mixed up so uh thank you for clarifying yeah any other discussion of FY26 financial activity all right let's move on there welcome Bill um so that means we're really moving into new business which will begin with picking up FY27 budgeting and share my screen again see if I can get that a little bigger for you Garfield how's that good thank you um so this incorporate like starts with our starting balance um based on what Chris has sent me from the town um they by September we may have an update to earned interest so the income might we'll might be able to add um more income in that first quarter uh and the I populated the expenses based on our June discussion but that was meant to we we had discussed having further conversation after reviewing the habitat um quarterly report in July uh because that I think a lot of our discussion was around what we wanted to set aside um in total for uh rent uh for the down payment loan so what this I don't think that this this split of 100 000 for north plane and 175 is actually reflecting the two different like the two lines I think that the hundred thousand is actually the carryover from FY26 in our conversation and the 175 is what we were talking about adding if we add if we covered everything that could be could be closed on in this fiscal year on prosperity way um can we just stick on the the sort the resources and the funds first before we move on to the expenditures so the new money is the fiscal year 27 community preservation act funds were carrying 160,810 and 50 cents over that were 26 fiscal year 26 funds some of which are as we said allocated or or at least budgeted for closures that didn't happen and things like that.

Speaker 3

10:01

So

Speaker 1

10:02

we didn't allocate.

10:43

And I'm not I'm not actually disagreeing with setting that aside.

10:52

Are we are CPA funds restricted to that purpose at this point?

10:57

No.

10:58

We had we've not done anything that makes that restriction.

Speaker 3

11:04

So as I read this, we have 65,716 and 94 available, but of that over 100,000 is the short-term rental fund and 16,000 is interest.

11:18

So it's kind and the another 95 from the remainder of the special revenue fund that was uh helped us to set up.

Speaker 1

11:31

Yeah, go whatever there's six hundred and fifty thousand dollars and you know 700 change, right?

11:40

605, but yeah.

Speaker 5

11:42

Yes.

Great Barrington Affordable Housing Trust Meeting - August 17, 2026

The Great Barrington Affordable Housing Trust convened remotely on August 17, 2026, under state orders regarding remote participation, to approve July minutes, review FY26 financial activity, and develop the FY27 budget. Trustees voted on allocations for rental assistance, down payment assistance, the ADU program, and housing development grants. They also authorized an ADU program administration contract and reauthorized the co-chairs.

Consent Calendar

  • Approved the July 2026 meeting minutes, with two abstentions from trustees who were absent at the prior meeting.
  • Unanimously approved a $105 annual fee for Registry of Deeds mortgage filings.

Public Comments & Testimony

  • Ann Tully (243 Park Street, neighbor to Rising Field) noted that only two of twenty Prosperity Way homes have sold and expressed concern that the Trust lacks a full understanding of what is holding up Habitat for Humanity sales. She recommended investigating the reasons before finalizing the Rising Field RFP.

Discussion Items

FY26 Financial Report

  • Trustees reviewed rental assistance grants with Construct, reporting a June 30 balance of $24,520 and a corrected July invoice. They also discussed down payment assistance funds that were budgeted but not used due to stalled Habitat closings, and carried forward $100,000 for north Plain Road and $150,000 for Prosperity Way.

FY27 Budget Deliberations

  • The Trust debated funding priorities, with proposals to shift money between programs. Key proposals included reducing down payment reserves for Prosperity Way (from $275,000 covering all phases to $200,000 for eight homes), adding $25,000 to housing stabilization, increasing the ADU program to $165,000, and setting $150,000 for affordable housing development grants (including potential Rising Field subsidy).
  • Housing Stabilization (Construct rental assistance): Motion to add $25,000 (total encumbered ~$36,400) passed 2-1 (Trustees Fred Clark and Garfield in favor; Chair opposed).
  • North Plain Road/Prosperity Way Down Payments: Motion to reserve $200,000 (estimated eight closings) passed 3-2 (Trustees Garfield and Bill in favor; Trustees Peter and Fred opposed; Chair in favor).
  • Down Payment Loans – Other Town Areas: Unanimous vote to allocate $50,000.
  • ADU Program: Unanimous vote to allocate $165,000.
  • Affordable Housing Development Grants: Unanimous vote to allocate $150,000.

ADU Program Authorization

  • The Trust approved a $15,000 contract with the Berkshire Regional Planning Commission (BRPC) to administer the ADU grant program. The motion, amended to require income verification only for new tenants (not on every anniversary) and to set per-grant costs not exceeding $5,800 for loan closing and $3,200 for income verification, passed with one dissenting vote. The final agreement was then approved unanimously.

Co-Chair Reauthorization

  • Unanimous vote to delegate to co-chairs Fred Clark and Ananda Tim Pain the authority to execute, sign, and endorse trust instruments, as required by the declaration of trust and for recordings with the Registry of Deeds.

Key Outcomes

  • July 2026 minutes approved (two abstentions).
  • FY27 budget adopted with allocations: $25,000 housing stabilization, $200,000 Prosperity Way down payments, $50,000 other down payments, $165,000 ADU program, $150,000 affordable housing development grants.
  • $105 Registry of Deeds fee approved.
  • ADU program administration contract with BRPC authorized ($15,000).
  • Co-chairs reauthorized to sign trust documents.
  • Timeline for Rising Field RFP: internal draft in September, public hearing in December, potential alignment with FY28 CPA funding.
