2:44

I don't believe we have any.

2:46

Um, financial report, what we had noted was that typically this time of year, we are talking about uh an annual CPA request.

Speaker 2

3:01

Before

Speaker 1

3:02

we

Speaker 2

3:02

respond to that, under reports, um I just want to note that quarterly reports will be due to us in advance of the October meeting from Habitat um related to Prosperity Way and from Construct related to the uh housing assistance program um or grant.

3:24

So if there is any just a good time for if there's anything that's come out of our discussions that we want to make sure are addressed in either of those reports, now would be a good time to identify it so we can request that they're included in those reports.

Speaker 4

3:42

So um with respect to construct in the end of the last fiscal year, we um I I think uh granted 230,000 for the program on state road that they were looking at.

3:57

Um is it possible to ask what the uh state of that uh effort is?

4:04

Um

Speaker 2

4:05

that agreement is drafted, but um

Unassigned speaker

4:11

I

Speaker 2

4:11

haven't heard from Crest that that uh that this it's completed, and I don't have I don't know that that requires quarterly reports beginning now.

4:21

So I don't think if we I'd need to go to back to Chris and take a look at that before I could answer whether or not that's included, but I do not think that it would be included.

Speaker 1

4:33

The quarterly report that and then I I'm sorry,

Unassigned speaker

4:36

I

Speaker 1

4:36

I thought you were finished.

Speaker 2

4:38

That the quarterly report I'm referring to is the rental assistance grant, but um Peter was asking about the newer grant, the developer grant.

4:46

And if I recall, um the timeline for construction or for beginning that project is the this coming summer.

Unassigned speaker

5:00

That they're in the they're in the they're writing grants and raising funds at this phase and doing the preliminary work.

Speaker 2

5:07

But we can check on

Unassigned speaker

5:09

that.

Speaker 2

5:09

Um related to any related to the housing stabilization grant report.

Speaker 3

5:30

I think

Speaker 2

5:34

I'm sorry, Garfield.

Speaker 3

5:37

I would love something clear up for me, unless this isn't the right form in the right place.

5:43

But um, you may be aware of um Jim Bailey's concentration with um prosperity away and the money that was used for the foundation

Unassigned speaker

5:52

and

Speaker 3

5:52

how he felt that he was um misled to say it politely.

5:57

I would certainly like to know what the heck is going on.

6:00

I honestly don't know enough other than it being a problem, and maybe he felt

Great Barrington Affordable Housing Trust Meeting - September 15, 2026

The meeting of the Great Barrington Affordable Housing Trust was held remotely on September 15, 2026, at 6:30 PM, with all members present (Fred Clark, Ananda Timpane, Garfield Reed, Bill Cook, Peter Most, and Joseph Method). The board approved minutes, discussed financial reports and the annual CPA request, received an update on the ADU program, and debated parameters for an RFP for the Rising Dale ball field property, resulting in several votes.

Consent Calendar

  • The minutes from the August 17, 2026 meeting were approved unanimously via roll call (Ananda yes, Garfield aye, Bill yes, Peter aye, Fred yes).

Discussion Items

  • Reports and Financial Overview: The board noted that quarterly reports from Habitat (related to Prosperity Way) and Construct (housing assistance grant) are due before the October meeting. Members requested more detailed information on closing schedules and anticipated use of funds. Garfield Reed raised concerns about Jim Bailey's allegations regarding misuse of funds at Prosperity Way, clarifying that oversight lies with the town manager's office, not the trust.
  • CPA Request for FY28: The board discussed the annual CPA funding request. Ananda Timpane recommended continuing to ask for the maximum allowable amount (approximately $620,000), emphasizing that the trust's role is to advocate for housing crisis needs. Others debated a more realistic figure in the $300,000–$400,000 range. The consensus was to maintain the maximum request and provide a strong argument at the October meeting. Peter Most raised the possibility of a regional affordable housing trust under the Seasonal Communities Act, but the board agreed a decision on funding such a trust would rest with the CPC, not the trust.
  • ADU Program Update: The ADU program launched on September 1, 2026, with applications open until November 20, 2026. Berkshire Regional Planning created a website, and publicity included an article in the Berkshire Edge. The board agreed to invite Brett Roberts from Berkshire Regional Planning to the October meeting for a progress update.
  • Rising Dale Ball Field RFP: The board discussed key parameters for the RFP to develop affordable housing on the three-acre site. After extended debate:
    • Motion to leave options open (rental, homeownership, or mixed): Passed 5–1 (one opposed).
    • Motion to cap total dwelling units at 12: Passed 4–2.
    • Motion for a minimum of 8 units: Failed 2–4.
    • Motion for a minimum of 12 bedrooms: Failed 1–5.
    • Motion for a minimum of 6 units: Failed 2–4. The board agreed to include the following in the RFP: utilize cluster zoning, preserve night sky visibility and existing tree barriers, accept proposals for either ownership or rental models, and limit total dwelling units to a maximum of 12. Further discussion on sidewalks and bus stops was deferred.

Key Outcomes

  • The board will ask the CPC for the maximum allowable CPA allocation for FY28, with a draft argument presented at the October meeting.
  • The Rising Dale RFP will be drafted by Chris (staff) with the approved parameters: cluster zoning, night sky and tree protections, open to ownership/rental, and a cap of 12 units. A rubric will be used to evaluate proposals.
  • The ADU program’s community informational meeting and October update from Berkshire Regional Planning were scheduled.
  • The next meeting is expected in October 2026.
