1:18

Thank you, everyone, for your patience as well as uh getting into this room and getting the meeting started a little late tonight.

1:25

Um, with me is Paula Eli, the sewer, um, the wastewater um superintendent.

1:34

And we also have on the call Alice and Crespo, our town accountant.

1:39

We have um our consultants, our engineers, Justin Skelly and Dave Prickett from DPC, who is here to talk about.

1:48

We have three items on your agenda for the sewer commissioners.

1:54

We are going to ask your last meeting that we discussed the actual capital project and um the reason for our request to consider um a grant that is available to us in October or November.

2:10

They are allowing us to the state is allowing us to have a little flexibility to call a special town meeting for a grant that is 350,000 of a project that is around 3.9 million dollar project.

2:25

However, this sets us up for a broader discussion for a larger project that is about to come online and needing town meeting vote.

2:35

That is a 20.7 million dollar project, which makes us eligible for much larger grants, obviously, and the SRF loans, which we will know about those rates if we are entered into that program around February or March.

2:52

So tonight's discussion from our your last meeting is about the fees and making sure that the fee schedule that you have in anticipation for whichever project that we're going to go, whether it be the 3.9 now or the 20.7 now million dollar project or the 3.9 now and the remainder of it that totals 20.7 in the special the annual town meeting in May.

3:24

And so those fees are something that you would the rates you those are what you wanted to us to look at.

3:29

Justin and Paula have pulled that together with Dave as well, and that's what they were here tonight to talk about, then go into the actual article and the project scope of what you feel comfortable with presenting to town meeting voters in on October 19th.

3:46

And then there is a new grant that Justin had mentioned at the previous um at the previous meeting.

3:54

It is now available.

3:56

So Justin's going to talk about that, and we're going to ask for guidance if you uh want us to pursue that grant because there is a bunch of filing to do, and we just want to make sure that we have the board's review and um authorization to move forward.

4:11

So that's it in a nutshell, and I will turn it over to Justin now.

4:16

Thank

Unassigned speaker

4:16

you.

Speaker 5

4:17

All right, thank you.

Unassigned speaker

4:19

I

Speaker 5

4:19

think Ali deserves the credit here, getting me all the information to get through this rate study, you know, rather quickly here.

4:24

Um, a lot of numbers to crunch, but nice to see those we saw last time and a couple, you know, folks we haven't met yet.

4:30

So nice to see everybody.

4:32

Thanks for uh thanks for coming to this and listening to what we have to present on behalf of uh Liz and Paula and Allison here.

4:40

So,

Unassigned speaker

4:40

you

Speaker 5

4:40

know, as Liz said, there's some major capital projects coming up for the town, and this was all set in motion.

4:46

You know, these were planned capital upgrades going back as far as you know, four or five, six years ago.

Great Barrington Sewer Commissioners Meeting - September 17, 2026

The Sewer Commissioners (acting as the Select Board) met to review sewer rate projections, discuss a warrant article for a $20.7 million wastewater treatment plant upgrade, and consider applying for a new state nitrogen reduction grant. The board voted unanimously to place the full project on the October 19, 2026 special town meeting warrant and gave consensus to pursue the grant.

Discussion Items

  • Sewer Rate Study & Projections: Justin Skelly (DPC) presented a rate model showing that after the already-approved 12% annual increases through FY28, the town could reduce increases to ~3% annually for FY29–FY31 while maintaining a healthy retained earnings balance (~$6 million). The projections assume a $20.7 million SRF loan at 2% over 20 years with debt service of ~$1.2 million/year starting in FY2030. The board noted that only sewer users (not all taxpayers) fund the enterprise fund.
  • Warrant Article for $20.7M Project: The board debated whether to ask voters for the full $20.7 million or a smaller $3.9 million subproject. The town manager (Liz) and engineers argued that doing the full project now is more cost-effective, avoids construction inflation, and meets the SRF deadline. The board agreed, citing proactive planning and the ability to reduce the request on the floor if needed.
  • Long Island Sound Nitrogen Grant: Justin Skelly described a new one-time DEP grant program ($7.2 million total) for treatment plants in the Long Island Sound watershed. Great Barrington could apply for up to $6.5 million for construction costs, including design fees. The application deadline is December 2026; a pre-application webinar is October 7, 2026. The $5,000 application fee is already in the town’s budget. The board expressed strong support, calling it “free money” with no downside.

Key Outcomes

  • Vote on Warrant Article: Unanimous vote (Phil, Benfield, Garfield, Eric, Steve) to place a $20.7 million wastewater treatment plant upgrade article on the October 19, 2026 special town meeting warrant.
  • Grant Application: The board gave consensus to proceed with applying for the Long Island Sound nitrogen grant. The town manager will prepare the application and keep the board updated.
  • Next Steps: The town manager will create a webpage explaining the project for voters, and the engineering team will continue design work to meet the SRF shovel-ready deadline of October 2027.
