Unassigned speaker

1:14

And

Speaker 1

1:14

I'm Madonna here 5-0 here.

1:18

Okay.

1:19

So we're gonna I'm gonna try to run a tight ship.

Unassigned speaker

1:23

I

Speaker 1

1:24

don't know if it's possible, but we'll give it a shot.

1:27

Um we're gonna do committee member announcements or statements.

1:32

Does anybody have a an announcement or a statement?

Speaker 2

1:36

Just a quick statement.

1:38

Um, the last meeting we had a lot of citizen contribution to the conversation.

1:45

Um, not the meeting you had a joint meeting on September 29th, the meeting files, and I was present.

1:52

And um, one thing I've seen in various meetings, citizens will go to citizens speak and talk about something they can't get a response, and they shouldn't because I'm developing meanwhile, yeah, engage.

2:05

So at some point, just as a housekeeping measure, some sort of procedure with regard to citizens can introduce something at a meeting, but say, Madam Chair, I would like to have this on an upcoming agenda, and what do we do at that point?

2:21

How is that handle?

2:23

I myself have requested items on uh other boards' agendas and not gotten a response or have been told no with no explanation why, and I find it's getting a little sloppy, not with this, you know, committee, but I think that would be helpful um for citizens if they had a heavy weighted topic uh and they only have three minutes and they could go to the chair and say, madam chair, and respectfully requesting that this be placed on an upcoming agenda.

2:55

Doesn't mean the next agenda or the agenda after that, but also means it's been brought to the chair's attention.

Unassigned speaker

3:02

It may save and be a little more efficient as far as our meetings go because as you know as many citizens try to cram everything into that right into the three and it's hard for us after a long meeting to absorb everything, correct?

Speaker 2

3:16

Yeah, yeah.

3:17

So it's just a housekeeping thing when we're doing some, you know, for the new year or whatever like that, um,

Unassigned speaker

3:25

you

Speaker 2

3:25

know, addressing it.

Speaker 1

3:26

Okay.

3:26

Thank you.

3:28

Jeff, nothing, Rayo?

3:30

Nothing.

3:30

I have nothing, nothing.

3:31

Doug.

3:32

Okay, all righty.

3:34

So thank you, Michelle.

3:36

And that is good advice.

3:38

Um, and I'll try to do that tonight.

3:41

Um, approval of the 9:23 minutes.

3:46

Did everybody get a chance to read them?

3:49

Did anybody have any changes to the minutes?

3:52

Did they look okay to everybody?

3:54

Everybody okay, so um, I'll make a motion to approve the minutes of the uh or if someone wants to make a motion to approve the September 23 minutes um as the written okay, Raya.

4:12

Rayo's first and Jeff is second.

4:15

And is there any discussion?

4:19

And we'll vote.

4:21

Doug?

4:22

Aye, okay.

Summary of Proceedings

Finance Committee Meeting - October 28, 2026

The Great Barrington Finance Committee met on October 28, 2026, at 6:00 PM in person and via Zoom. The committee discussed financial reports, the recent special town meeting (including Cook's Garage and ambulance funding), budget process goals, and citizen concerns. Votes included approval of prior minutes and scheduling changes.

Consent Calendar

  • Approved the September 23, 2026, meeting minutes by a 5-0 vote.

Public Comments & Testimony

  • Lynn Nemick (Housatonic): Expressed frustration as a new voter, saying she felt uninformed about the Cook's Garage $500,000 vote and that too much information is presented without clear explanation. She urged greater transparency.
  • James Garzone (84 North Plain Road): Criticized the town's decision-making, stating that officials use "vote or it'll cost millions more" tactics, leading to higher taxes (his combined tax and sewer bill is over $8,000 and rising). He asked for clearer projections of tax impacts before votes.
  • Vivian Orlovsky (via Zoom): Raised concerns about rising health insurance costs (predicted >9% increase) and urged the town and school district to explore innovative approaches to control premiums and employee costs.

Discussion Items

  • Financial Reports (July, August, September 2026): The committee reviewed spreadsheets sent by the town accountant (Allie). Members noted that some line items (e.g., legal fees, technology) were over 100% of budget, which is typical due to encumbrances. Concerns were raised about the lack of opening balances and absence of a town accountant at the meeting. The committee agreed to forward specific questions about the transportation/connector grant accounts to Allie for the next meeting.
  • Recap of Special Town Meeting:
    • Cook's Garage: Michelle expressed strong discontent, stating the building's collapse could have been prevented and that insurance coverage was not previously disclosed. She requested a complete inventory of town-owned buildings and their insurance status. Raya urged caution, noting the need for more information before assigning blame. Jeff suggested focusing on future prevention. The committee agreed to formally request from the town manager an inventory list of town-owned buildings with insurance details, plus quarterly financial reports on Cook's Garage spending.
    • Ambulance Funding: The committee discussed a citizens' petition that funds the ambulance. There is ambiguity whether the ambulance cost was included in the new contract with Southern Berkshire Ambulance or is an additional annual ask. Raya noted contradictory interpretations from the town manager and the petitioners. The committee agreed to obtain the contract and clarify the funding obligation. John Holbridge (from the ambulance squad) has requested to present at a future meeting.
  • Goals and Objectives for Upcoming Budget Process:
    • Jeff Moore (new member) advocated for streamlined, succinct presentations and clearer identification of key issues. He suggested providing a short narrative for town meeting warrant articles to explain the committee's recommendation (majority and dissent).
    • Raya proposed a nested budget format (summary sheet, detailed spreadsheet, appendix) to improve accessibility for citizens and members.
    • Michelle emphasized the need for on-screen projections during meetings and consistency in department head presentations.
    • The group discussed the school budget and the regional school funding formula. Doug suggested inviting Superintendent Peter Dillon to discuss how the assessment formula might be recalibrated. Raya explained the two possible paths (school committee vote or 10% voter petition from each town), both requiring years of effort.
  • Health Insurance Costs: Vivian urged the committee to examine rising premiums. Michelle noted that public-sector health insurance is union-negotiated through the Berkshire County Health Group, limiting flexibility.

Key Outcomes

  • Directive to Town Manager: Request an inventory of all town-owned buildings with insurance company and coverage details, and a quarterly financial report on Cook's Garage expenditures (including grant funds).
  • Ambulance Contract: The committee will obtain a copy of the Southern Berkshire Ambulance contract to resolve ambiguity about funding. John Holbridge will be invited to a future meeting.
  • Meeting Schedule Change: Effective immediately, the committee will meet on the first Wednesday of each month at 5:00 PM or 6:00 PM, with the exception of January 2027 (second Wednesday, January 13). The December 2, 2026, meeting will be held at Town Hall. The town manager and Natalie will be notified.
  • Voter Communication: The committee will explore providing brief rationales (majority and dissenting) for warrant article recommendations at future town meetings.
  • Next Meeting: Joint meeting with the Select Board on November 17, 2026, to begin budget discussions.
