Dale is here and will be installed as our new mayor shortly.

2:16

However, the city agreely charter provides that since Dale ran for mayor, his ward four council seat was deemed vacant at 729 on the Tuesday following the election, which it would have been last Tuesday.

2:29

So probably have to dock your pay for the last few days, Dale.

So Dale no longer has the Ward 4 seat, and uh we'll have a new Ward 4 council member in just a few minutes.

Summary of Proceedings

Greeley City Council Meeting: November 18, 2025 – Transition to New Council and Key Decisions

The Greeley City Council held a regular meeting on November 18, 2025, at 6:00 PM in Council Chambers, City Center South, 1001 11th Avenue, with hybrid participation via Zoom. The meeting featured a historic transition: outgoing Mayor John Gates and Councilmember Brett Payton were honored, the outgoing council adjourned sine die, and a new council was sworn in, with Dale Hall becoming mayor. The new council then addressed a full agenda including proclamations, board appointments, the triennial review of nine boards and commissions, a resolution for an alternate historic preservation commissioner, and an executive session on a referendum petition.

Consent Calendar

  • Item 6 (Outgoing Council): Approval of City Council Work Meeting Proceedings of October 14 and October 28; Work Session Proceedings of October 7 and October 21; Special City Council Meeting Proceedings of November 10, 2025. Approved 6-0 at 6:40 p.m.
  • Items 20 & 21 (New Council): Resolution authorizing a professional services task order with Kimley-Horn and Associates for design of Sanitary Sewer Collection System Improvements and a Waterline Replacement Project, and resolution supporting a grant application to the Colorado State Trails Program for Arroyos Del Sol Natural Area Trailhead improvements. Approved 7-0 at 7:30 p.m.

Public Comments & Testimony

  • David Heald (Ward 4 homeowner) expressed concern that the city manager’s salary of $300,000 is more than twice the governor’s salary, questioned running the city like a business, noted his water bill has doubled since 2021, and voiced opposition to the West Greeley project, calling it "socialism" for government involvement in the hotel business.
  • Kathy Hasch (Greeley resident for over 50 years) requested improved audio in the chambers and asked the council to set a date for a referendum mail-out election, noting that volunteers collected 17,172 signatures over 11 months.
  • Steve Teets complained about squeaky brakes on city buses that hurt his ears, stating the issue has persisted for months and that he has notified officials without resolution; he threatened to write a letter to the Colorado Department of Transportation if not fixed by the following Friday.
  • Sonia Miller spoke negatively about outgoing Mayor Gates (using terms like "corruption, gluttony, secrets") and new Mayor Hall, reading a poem and referencing a previous public comment from September 17, 2024. She urged repentance.

Discussion Items

  • Proclamations and Recognitions (6:00–6:11 p.m.): Sydney Carabelos presented a proclamation from Congressman Gabe Evans for Mayor Gates’ 16 years of service. Mayor Gates read proclamations for World Day of Remembrance (accepted by James Bailey, representing the Citizens Transportation Advisory Board), Crash Responder Safety Week (accepted by Police Commander Mike Heck), and Law Enforcement Records Personnel Week (accepted by Police Chief Adam Turk). Councilmember Olson presented the “What’s Great About Greeley” report.
  • Tributes to Outgoing Council (6:40 p.m.): Councilmembers offered heartfelt tributes to outgoing Mayor Gates and Councilmember Payton. Councilmember Payton and Mayor Gates each thanked their families, staff, and the community.
  • Transition and Swearing-In (6:40–6:54 p.m.): The outgoing council adjourned sine die (6-0). Judge Mark Gonzales administered oaths of office to Dale Hall as Mayor, and Councilmembers Deb DeBoutez (Ward 2, re-elected), Johnny Olson (Ward 3, re-elected), Brian Rudy (Ward 4), and Ryan Roth (At-Large).
  • New Council Proceedings (from 6:54 p.m.): Mayor Hall called the new council to order. A proclamation declared November 18, 2025 as “John Gates Day.” Councilmembers made remarks, thanking voters and families.
  • Mayor Pro-Tem Selection (7:09 p.m.): Councilmember Rudy nominated Councilmember McDonald; the motion passed 7-0.
  • Order of Council Succession: Mayor Hall stated this would be completed and ready by December 2, 2025.
  • Council Assignments to Boards and Commissions: Mayor Hall announced assignments including: Airport Authority (Hall, McDonald); CML Executive Board (Hall); CML Policy Committee (McDonald and Acting City Manager McBroom); Downtown Development Authority (Butler, alternate Roth); Highway 34 Coalition (Olson); Highway 85 Coalition (Rudy); Interstate 25 Coalition (Olson); Parks and Recreation Board (DeBoutez); Youth Commission liaison (McDonald); and many others. The clerk was directed to publish.
  • 2025 Triennial Review of Boards and Commissions (7:31 p.m.): Deputy City Clerk Jennifer Middleton presented the review for nine boards: Citizen Budget Advisory Committee, Citizen Transportation Advisory Board, Commission on Disabilities, Downtown Development Authority, Golf Advisory Board, Historic Preservation Commission, Rodarte Community Center Advisory Board, Stormwater Board, and Youth Commission. Options were reauthorization, changes, or dissolution. Council reached consensus to reauthorize all nine for three years and directed staff to prepare an ordinance for the December 2, 2025 council meeting.
  • Appointments to Boards and Commissions: City Clerk Leatherwood announced: James Bailey and James Riesberg (Citizen Transportation Advisory Board, 3-year terms), Benjamin Fusco (Island Grove Advisory Board, 3-year term), and Brent McHattie (Historic Preservation Commission, 3-year term).
  • Resolution for Alternate Historic Preservation Commissioner (7:43 p.m.): Councilmember Butler asked about the need. Acting City Manager Brian McBroom explained that current commissioners had conflicts of interest on case GHR2025-0002, preventing a quorum. The resolution appointing Gabe Llanas as alternate passed 7-0.
  • Executive Session (7:58 p.m.): A motion to go into executive session for legal advice regarding a proposed referendum petition to repeal Ordinance 30, 2025 passed 7-0.
