uh work session or first gathering since uh being sworn in just two days ago and it seems like quite the whirlwind uh all the activities around veterans day yesterday so uh tonight it's an administrative meeting we've got a number of topics to uh consider uh most of the topics listed on the agenda were submitted by uh city manager salmon and uh yeah I think the uh the bulk of the uh session I think is actually going to focus on uh reviewing the uh council standing rules so that we can adopt them at a meeting in the near future perhaps even Monday uh we'll be talking a bit about uh the nature of these work sessions particularly the administrative work sessions and uh do some scheduling uh for the future but we need to talk about our legislative priorities and we also need to talk about the uh district 22 legislative uh priority and bond uh sharing meeting that's coming up uh soon so we'll also talk a bit about uh the council retreat coming up on uh it's scheduled for December the 6th we're going to have to shift that around because it's very important that we are are all there uh for that session so uh yeah we've got a lot on here so I I think those are the four areas that we will spend most of the time focusing on and depending on how things go we will either go into a closed session or maybe even just speak a little bit about uh this process with the uh city manager setting goals for the city manager uh briefly yeah Mr.

evening Mr.

6:13

Mayor good evening council uh good evening residents uh mr mayor you mentioned made a reference to the list this is the list of pending topics I had noted down that council had at one point uh said uh signal that wanted to discuss is not a comprehensive list there are other items that I have in a longer list that were not included on here but others were more administrative uh items and so I didn't want to overwhelm anyone by having a 20 point list

Speaker 1

6:42

and with uh with a new member of council and with us all sort

Unassigned speaker

6:45

of uh

Speaker 1

6:46

thinking through some of the discussions that we had uh during uh our campaigning over the past few months I'm sure there's some other issues uh that we'll

Unassigned speaker

6:55

uh

Speaker 1

6:55

be able to uh deal with in the context of an administrative uh work session such as this so uh in the limited amount of time that we

Unassigned speaker

7:04

have

Speaker 1

7:04

uh let's go ahead and uh dive in and talk a bit about the uh standing rules yeah please mayor

Speaker 2

7:12

I might make a suggestion that maybe we should talk about the the legislative priorities and the the bond bills and the things that are truly time sensitive because I think this is the only this is really the the best opportunity we have before we get to that legislative dinner on December 2nd so I would propose we start with that and then go to the standing rules because um I I'm not sure we're going to be ready to adopt the standing rules by Monday I think we maybe need to think about doing that after our retreat um because I think that'll give us some more opportunity to discuss things but we know that the the the the bond bills and the um the other things that we want to address at the district 22 dinner are fine sensitive

Speaker 1

7:53

yeah that's true uh it's important that we do talk a bit about the uh standing rules as well uh given that we have well hold on hold on let me finish please let me finish so it is important that we uh spend some time talking about the rules just for orientation sake but uh yes and we really haven't gotten uh full presentation I know the city managers have actually been kind of working through what the agenda is going to be like December the second and given Thanksgiving

Unassigned speaker

8:20

and

Speaker 1

8:20

other time that we've uh blocked out

Unassigned speaker

8:22

uh

Speaker 1

8:22

for family time uh we as you said don't really have much time at

Summary of Proceedings

Greenbelt City Council Work Session and Legislative Priorities - November 12, 2025

The newly sworn-in Greenbelt City Council held an administrative work session on November 12, 2025, at 7:30 PM to discuss legislative priorities, bond bill requests for the District 22 dinner, legislative advocacy contracts, and the council retreat. The session was led by Mayor Emmett Jordan.

Public Comments & Testimony

  • Resident Mr. Orleans questioned the need for a paid legislative contractor, arguing the city should rely on its state delegation and municipal associations.
  • Resident Jay Davis of Greenbelt East urged council to maintain representation on the NLC Environment, Energy, and Natural Resources (EENR) committee. Councilmember Kristen Weaver subsequently offered to apply for the committee.

Discussion Items

  • Legislative Priorities & Bond Bills: City Manager Tim Salmarone reviewed the shared District 22 legislative priorities. The group agreed to add a priority supporting immigrant rights initiatives. Greenbelt will present on economic development and LED streetlights at the December 2nd District 22 dinner.
  • Bond Bill Requests: Council debated multiple projects. Top consensus emerged for the Buddy Attic Park walking trail and stage ($350,000). Strong support was also expressed for adding lights at Schram Hill Park and the Spring Hill Lake Pocket Park, though logistical concerns about land ownership were raised. Council suggested exploring funding for bus stop accessibility improvements and real-time digital signage.
  • Legislative Advocacy Contractor: A council survey indicated a 60% preference for a multi-provider model. The City Manager reported finalizing negotiations for a second vendor focusing on county legislation to stay within the $40,000 budget, despite efficiency concerns raised by Councilmember McKinney.
  • Council Retreat: The retreat was moved from Dec 6th to a weekday evening in mid-December (Dec 10th, 12th, or 15th) to improve attendance. Discussion of standing rules was deferred as homework.
  • Budget Process: The City Manager provided an overview of the FY2027 budget timeline, requesting early council input on strategic priorities, major projects, and potential revenue changes.
  • NLC Committees: Councilmembers stated their NLC committee application preferences.

Key Outcomes

  • Bond Bill Priorities: Council agreed to prioritize the Buddy Attic Park walking trail/stage for bond bill funding, with lights at Schram Hill Park and the Spring Hill Lake Pocket Park as secondary options to be refined. Greenbelt will present on economic development and LED streetlights at the District 22 dinner.
  • Legislative Advocacy Model: Council directed staff to finalize a second contract for legislative advocacy, splitting state and county duties, within the $40k budget.
  • Retreat Scheduling: The council retreat will be rescheduled to a weekday evening in December (Dec 10th, 12th, or 15th) and may be split into two sessions.
  • Closed Session: Council unanimously voted 7-0 to enter a closed session for city manager goal setting.
  • EV Charging Stations: City EV charging stations will be free to the public for three weeks starting November 13, 2025.
