Uh, welcome to the August 5th, 2025 council meeting.

Thank you for joining us this evening.

Tonight is National Night Out, which is an annual community building campaign that promotes public safety, community partnerships, and neighborhood camaraderie.

The event encourages neighbors to connect with each other and with public safety entities police and fire to foster safer and more caring communities.

The night's agenda has been kept short with many counselors and members of staff joining virtually to help encourage attendance at national night out community gatherings.

Given that those who are attending virtually, the Pledge of Allegiance has been removed from tonight's agenda.

Translation services are still available using the QR code on the poster in the front of the room or on the front page of the agenda, which can be found online.

Moving on to uh presentation and appointments.

Persons wishing to speak will be recognized at this time.

If you are attending in person and wish to speak, please fill out a yellow card, which is on the side of the room, the left side of the room as you're facing the dais and hand it to Amber, who's a city recorder.

Uh, when I call on you, please come forward to the tables in the center of the room, and Councillor Sinclair can point where that may be if we have everybody in person.

I'm speaking to the microphones so those on Zoom can also hear your comments.

Uh, because of the translation tool, community members who testify during public comment can speak in their language of choice, and the city reporter can display the translation on screen.

We do have one person registered to speak virtually, and the deadline to register has now passed.

Comments are limited to three minutes.

This is an opportunity for members of the public to inform the council about their views.

Note the council will not be entering into dialogue at this time.

However, the city manager may direct staff to follow up with you regarding your comments and questions.

Uh go ahead, Trish, whenever you're ready, and I know it might take a minute to get up to the front there.

Good evening, Mary Pays and Council members, and thank you for giving me this opportunity to speak.

My name is Trish Raby, and I am the owner of Raby Family Dentistry, a family-owned business for 70 years, located in Hillsboro near the Project Homeless Connect Day Center.

And again, I reiterate our family's been helping this community for 70 years.

I appreciate the work that this council does on behalf of our city's homeless, and I want to share what our business community in this area is experiencing.

This is not the first time we've come before a public body to express our concerns.

Many of us have been voicing issues for quite some time.

And while we understand that the city of Hillsboro does not significantly fund or have sitting authority over the day center or its planned expansion, the impacts are being felt right here on Hillsborough Streets, on our doorsteps, and in our daily operations.

Since the day center began operating, we've experienced a rising crime, vandalism, trespassing, and safety issues that are affecting our employees, customers, and ability to do business.

The Hillsboro Police Department has reported a significant increase in calls for service to this area.

Now with Washington County moving forward on an expansion of the adjacent property.

Many of us are concerned that these challenges will only worsen.

We're proud to be a part of Hillsboro.

Hillsboro's vibrant business community.

We understand the need to provide services to the vulnerable populations, but we also believe those efforts must be paired with strong public safety measures and a commitment to engage with the impacted neighbors.

Even though the city isn't the funder of the dis or decision maker for this project, we hope you'll be a voice for the local businesses.

We are asking for your support in working with the county officials to ensure businesses are a part of the conversation and that the safety and account accountability are prioritized alongside services.
