This is actually something that stemmed out of some council priorities from a few years ago.

So this was a program that we stood up on its own.

All right, so today we're gonna have um four main topics that we're gonna cover.

Um, the first is we're gonna provide context for the new faces.

Uh, we'll review the council priority timeline and how the program works.

Uh, then we'll talk about engagement uh numbers and key activities, and then we'll share tools that we have on hand for access to information.

And finally, we'll showcase how we track utilization on major projects as we move through this presentation, uh, walk you through what's working, where challenges exist, and uh I'd like to hear your thoughts and feedback throughout, and also at the end, we have some QA time.

So here um at its core, uh, this program focuses on access.

You'll hear that word uh frequently throughout the presentation.

Um, but we really want to help local firms understand how to do business with the city and ensuring that our systems don't unintentionally uh exclude them.

So this work also supports a broader economic development goal by keeping public dollars locally um and circulating and supporting uh small business growth.

Um and it starts when I was hired in late 2021, called that year zero.

Um, but the intent is to capture notable events that have taken place each year since the program started.

And um some of those highlights are uh we adopted resolution 2024 and 2022.

Uh we launched a contract compliance software program, which is called B2G Now.

Um, and then we also launched a minority women and veteran owned business directory that's local to the city of Hillsborough.

And finally, um, based on uh uh just a big need for it.

We created an on-call connect event, and we'll talk a little more about that.

Hillsboro City Council Work Session and Meeting - February 3, 2026

He also criticized flight training activity over surrounding communities.
Elijah opposed data center development, citing a 18% increase in his electricity bill over three years, water quality concerns, and the use of AI surveillance tools by ICE. He urged a pause on data centers.
William Hoffman opposed data centers, stating they increase electricity bills, harm water quality, create few jobs, and benefit only the wealthy.
Carter Calhoun opposed data centers north of Evergreen Road, arguing they damage water supply, raise bills, generate no jobs, and enable ICE surveillance. He urged reconsideration of the city's position.

Work Session: Supplier Diversity Program Update
- Staff provided a detailed overview of the program, which began in 2021. Highlights included:
  - 387 attendees at the Westside Open House (fourth annual event, co-hosted with Washington County), 125 new business owners engaged, 64 exhibitors, and 8 educational sessions.
  - Launch of an "On-Call Connect" event for more intimate networking between city project managers and certified firms (e.g., COBID-certified and women-owned businesses).
  - The Minority, Women, and Veteran-Owned Business Directory now lists 55 active businesses, self-identified or COBID-certified, headquartered in Washington County.
  - Capital project tracking of $146 million in cumulative construction payments, of which $12.1 million (approx. 8.3%) went to COBID-certified firms. Specific projects (Lotus Apartments, Hillsboro Shelter, Hillsboro Hops Ballpark) showed varying progress toward diverse spend goals (30% or 20% aspirational targets).

- Item 8.2 – Resolution 2911: Adoption of the City's Climate Action Plan. Passed with a 4-1 vote (Councillor Sinclair dissenting). Councillor Sinclair expressed concern that the plan did not address lead emissions from aircraft and felt insufficient time to review the final document. The mayor noted the plan is a living document and encouraged further engagement with staff.
