Uh and that is due to market conditions.

8:40

Uh we believe we can have a better interest rate uh on these bonds.

8:46

And uh if conditions uh maintain how they are currently, uh, we believe we we could provide five million in savings uh for this year, savings uh in debt service that we would have paid going with the variable rate bonds.

9:01

Uh so we believe that's the the best strategy uh for our bond sale uh this year.

Summary of Proceedings

Honolulu City Council Committee on Budget Meeting – October 20, 2026

The Committee on Budget met at 9:05 a.m. on Tuesday, October 20, 2026, with Committee Vice Chair Nishimoto and Councilmembers Kia Aina and Talba present. Chair Waters and Councilmember Cordero were excused. The committee advanced two wastewater revenue bond resolutions and one real property tax bill. Agenda item 4, Bill 44 (2026), was canceled and not considered.

Public Comments & Testimony

  • No in-person or remote registered testifiers appeared for any agenda item, and no non-registered remote testimony was offered.

Discussion Items

  • Resolution 26-222 – Wastewater System Revenue Bonds (Junior Series 2026): Deputy Director Dan Brick of the Department of Environmental Services supported the resolution authorizing not to exceed $210 million in junior lien wastewater system revenue bonds. He stated the city plans to sell variable-rate bonds this year because of market conditions, believing better interest rates may produce about $5 million in debt-service savings for this year if conditions hold. Councilmember Kia Aina expressed full support for both the junior and senior series resolutions, noting the Kailua Wastewater Treatment Plant and Heia Wastewater Pump Station Improvements are in her district.
  • Resolution 26-225 – Wastewater System Revenue Bonds (Senior Series 2026): Deputy Director Brick supported the resolution authorizing not to exceed $205 million in senior lien wastewater system revenue bonds. He said the bonds would refund outstanding series 2016 bonds, are market-dependent, and could provide potential savings and flexibility in debt service, but he did not provide a specific savings estimate. Vice Chair Nishimoto asked whether interest rates are expected to fall; Brick said it is hard to say and the savings depend on market conditions.
  • Bill 40 (2026), CD1 – Real Property Taxation: Real Property Assistant Assessment Administrator Steve Takara said the Department of Budget and Fiscal Services had no objections and found CD1 acceptable, having worked with Councilmember Desaltos' office. Councilmember Kia Aina asked whether future similar projects would need project-specific fixes; Takara replied that the bill would apply to all projects fitting the stated circumstances. Aina noted it addresses situations such as missing the home exemption deadline.

Key Outcomes

  • Resolution 26-222 was reported out for adoption without objection or reservation.
  • Resolution 26-225 was reported out for adoption without objection or reservation.
  • Bill 40 (2026), CD1 was reported out for passage on third reading without objection or reservation.
