The Committee on International and Legal Affairs convened on October 21, 2026, to consider Resolution 26-228, a gift related to an HIV/AIDS monument, and to discuss a settlement authorization in executive session.
The committee heard testimony and discussed Resolution 26-228 regarding a generous gift for an HIV/AIDS monument in a park. All testifiers spoke in favor. Chair recommended reporting the resolution out for adoption. There were no objections.
The committee resolved into executive session pursuant to HRS Sections 92-4 and 92-2-5(a)(4) to consult with attorneys on the settlement case Kim vs. City and County of Honolulu (agenda item 2). After the closed session, the committee reconvened. Chair recommended postponing the item until the next month. No objections were heard.
Okay. Good afternoon. Calling to order the committee on international and legal affairs. Members and the audience, please refer to the committee hearing notice for the rules, policies, and procedures of this committee hearing. Seeing that all members are present, let's move to agenda item number one, resolution 26-228. It's a gift. Do we have managing director with us today? I do not see him. Okay, anyone wishing to testify on this measure, please come forward. Dylan Armstrong in my individual capacity. While I am a longtime LGBTQIA supporter, I'm speaking as an urban advocate in this capacity. I do support this measure, and I do so for a number of reasons. One of which is that as we develop our parks, we want to make sure that we establish a strong sense of place. Hawaii has endured two centuries of pandemics and epidemics. HIV AIDS was a transitional moment in modern history. Unfortunately, our medical and government communities failed people and it cost a great number of lives. The HIV AIDS activist community has created a better public health industry and a better sense of public service towards all people, regardless of orientation, uh gender, and what have you. As a result, I think this is absolutely an appropriate monument for the location, very close to the center of power in Honolulu, and it will beautify the area, and for that I am very grateful to support Mahalo. Thank you. Anyone else wishing to testify? Please come forward. Okay, see none. Any uh remote testifiers? There are none. Okay, see none members. Any questions? It Andrew Ogata, would you like to testify? Um, no, thank you. Um, I represent Hawaii Health and Harm Reduction Center where the local HIV service organization just here in case there are any questions about the monument or our work to help create it. Okay, we stand in support. Thank you, members. Any questions? Oh, I see our managing director is here. Would you like to testify, sir? Chair, council members, thank you. Uh, I'm here uh to express our full support for this project and for this generous gift. We think it's a great thing for the community, we think it's a great thing for the park, and I'm here for to answer any questions you might have. Thank you. Thank you. Members, any other questions? Okay, see none. Chair recommends that resolution 26-228 be reported out for adoption. Any WRs or no's? See none, thank you. All right, members.
