Hudson City Council Regular Meeting – January 21, 2025

The Hudson City Council held its regular meeting on Tuesday, January 21, 2025, beginning with a 6:30 p.m. executive session to interview applicants for boards and commissions, followed by the open regular session at 7:30 p.m. at Hudson Town Hall, 27 East Main Street. Six of seven council members were present, and Mayor Anzevino presided. The Council approved minutes, passed a consent agenda, made several appointments, handled two legislation items, and entered executive sessions for litigation and employee compensation before adjourning at 9:18 p.m.

Consent Calendar

  • Approved the draft minutes of the January 7, 2025 regular Council meeting and the January 14, 2025 Council Workshop by a vote of 6 to 0.
  • Suspended the rules and approved the consent agenda, which included routine resolutions such as the city manager’s designee’s application to the Ohio Division of State Fire Marshal for the 2024 training reimbursement grant, acceptance of awarded funds, and related administrative items.

Public Comments & Testimony

  • One resident described a fence enforcement matter, saying the board may have mistakenly believed she lived in the historic residential district and that her street was between two relevant streets. She said the fence was installed, the inspector completed the final inspection, and all paperwork had been provided step by step. She stated she received a lease agreement and was told by the prosecutor that she would be prosecuted if she did not sign it by the deadline. She expressed frustration with the process.

Proclamations

  • Mayor Anzevino proclaimed the week of January 26 through February 1, 2025, as Catholic Schools Week in the City of Hudson.
  • Mayor Anzevino also proclaimed the week of February 2 through February 8, 2025, as Random Acts of Kindness Week in Hudson, in recognition of the Random Acts of Kindness Foundation and the Hudson League for Service.

Council Reports and Comments

  • Council Member Heater gave a Board of Zoning and Building Appeals update and read a written statement from an absent resident into the record. The statement defended Councilors Heater, Sutton, Foster, and Banweg, saying they had been attacked for sharing the truth or asking for accountability regarding Councilor Kowalski.
  • Council Member Goetz withdrew her request for a discussion about events following a July 2024 meeting and provided an Architectural and Historic Board of Review update.
  • A council member reminded the public about an open forum scheduled for Thursday, January 30, 2025, at 6:30 p.m. at the Hudson Public Library North Flood Room.
  • Mayor Anzevino read a thank-you letter from the Hudson Community Service Association into the record.

City Manager’s Report

  • City Manager Sheridan thanked the Mayor and Council for attending the Council retreat and said he would share retreat files with Council.
  • He reported that additional road salt had been ordered and was expected to arrive within about a week.

Appointments

  • Council approved Chelsea McCoy to the Planning Commission for a full four-year term.
  • Council approved Corey Scott to the Board of Zoning and Building Appeals for a full four-year term.
  • Council approved Amy Manco to the Architectural and Historic Board of Review for a full four-year term.
  • Council approved Amy Manko to the Architectural and Historic Board of Review for a partial term ending June 20, 2025.
  • Council approved Christine Winters to the Cemetery Board for a full four-year term.
  • It was noted that one Planning Commission partial term ending January 1, 2027, remains open.

Legislation

  • Council voted to substitute amended ordinance language dated January 21, 2025, into legislation item 24-105, and then passed the substituted legislation by roll-call vote.
  • Ordinance No. 25-12 had its first reading; the Mayor read the title, and no final vote was taken.

Executive Sessions

  • The meeting opened with an executive session at 6:30 p.m. to interview applicants for boards and commissions.
  • Later, Council voted to enter executive session to discuss pending litigation and the employment and compensation of a public employee.
  • After reconvening, Council entered another executive session for the second pending-litigation topic. No additional public business was anticipated after that session.

Key Outcomes

  • Minutes of the January 7 and January 14 meetings were approved 6 to 0.
  • The consent agenda was approved, and the listed board and commission appointments were made.
  • Legislation item 24-105 passed as substituted with language dated January 21, 2025.
  • Ordinance No. 25-12 was introduced on first reading.
  • Council entered executive sessions for litigation and public employee compensation without taking additional public action.
  • The regular meeting was adjourned at 9:18 p.m.
