Summary of Proceedings

Hudson City Council Regular Meeting and Workshop – March 18, 2025

The Hudson City Council held a regular meeting followed by a workshop on Tuesday, March 18, 2025, at City Hall. The meeting covered consent agenda approvals, legislative actions, public comments, and discussions on traffic signals, public art, and infrastructure projects. Council also entered executive session to discuss property sale and pending litigation.

Consent Calendar

  • Approved unanimously (7-0) the consent agenda items A–G, I–K, which included the February 2025 financial report, contracts for Velocity Fiber equipment upgrades (Calix, Inc.), customer fiber installation, the 2025 Velocity Fiber Pilot Project (18,000 feet of overhead/underground fiber), fiber construction materials, the 2024 audit with the Auditor of State, design authorization for a 5’ concrete sidewalk along Stow Road from SR 303 to Ravenna Street, a Ravenna Street sidewalk installation project (S. Hayden Parkway to Stow Road), a three-year fireworks contract with American Fireworks ($26,750 per year for 2025–2027), and adoption of codified ordinance updates.
  • Item H (25-52) – a cost-sharing agreement with the Village of Boston Heights for resurfacing Walters Road – was pulled from the consent agenda. After debate, a motion to postpone to April 8 failed (3-4), and the resolution to pass failed (2-5). Council members cited the ongoing lawsuit between the City of Hudson and Boston Heights as the reason for opposition.

Public Comments & Testimony

  • Anthony Ravida (1746 Edgar Dr.) spoke about a dispute over his fence installation, alleging selective enforcement and personal targeting by Council President Foster. He stated the city reopened a closed case and he is under appeal.
  • Tracey Mackay (League of Women Voters, 5230 Knollshire Dr.) spoke during Sunshine Week (March 16–22), advocating for transparency and open government. She encouraged citizen participation and offered the League’s elected officials guide.

Discussion Items

  • Owen Brown Street Traffic Signal (25-0038): Council President Foster presented the item, noting mixed public feedback. City Manager Sheridan explained the signal is part of a $2.4 million ODOT smart signal grant and is already installed; it will operate in flash mode until downtown Phase 2 increases traffic. Council members expressed general support for proceeding, citing safety concerns at the underpass. Consensus was to move forward.
  • Extension of Melody and 365-Kindness Garden (25-0039): Mayor Anzevino presented a request to extend the public art display on Park Lane Green for 18 months (current permit expires end of April). The extension would allow Door 2 Art Studio to bring back 150 smaller bird sculptures for a final display and auction, with proceeds to benefit public art in Hudson. Council expressed support; the item was referred to the April 8, 2025 agenda as a consent item.

Key Outcomes

  • Consent actions: Approved all items except 25-52 (see above) by a 7-0 vote.
  • Honorary Resolution 25-46: Adopted 7-0, thanking Karen Farkas for her service on the Environmental Awareness Committee.
  • Legislation:
    • 25-29 (Brown Farms agricultural district renewal, 63.02 acres) – Passed 7-0 on third reading.
    • 25-44 (Robinson agricultural district, 7936 Ravenna Rd.) – Passed 7-0 with suspension of rules due to statutory timeline.
    • 25-45 (3-month moratorium on marijuana applications) – Second reading; forwarded to April 8.
    • 25-56 (amending Chapter 1016 on public ways use by service providers) – First reading; forwarded to April 8.
    • 25-57 (permanent prohibition of marijuana facilities) – First reading; referred to Planning Commission by a 5-2 vote (Kowalski and Sutton opposed).
  • Executive Session: Held from 8:30–9:05 p.m. to discuss sale of public property and pending litigation.
  • Council Recess: No meetings scheduled for March 25 and April 1. Next regular meeting is April 8, 2025.
  • City Manager’s Report: Council will receive options and cost estimates for an inclusive playground after missing federal funding; the state funding must be used by June 2026. The city is in discussions with Eastern Power & Gas regarding the natural gas aggregate program.
