Hudson City Council Regular Meeting - May 6, 2025

The Hudson City Council met in regular session on Tuesday, May 6, 2025, from 7:30 PM to 9:01 PM at Town Hall, 27 East Main Street, Hudson, Ohio, in accordance with Ohio Sunshine Law (O.R.C. §121.22) and Hudson City Charter Article 3, Section 3.02. Mayor Anzevino presided. Council President Foster (Ward 2) was absent, so Councilor Sutton (Ward 3) served as Council President Pro Tempore. Five Council members were present. The agenda included proclamations, resident comments, two public hearings, the consent agenda, two legislative items, and an executive session.

Consent Calendar

  • Minutes (25-0057): Approved by a vote of 5-0, covering the April 15, 2025, Council meeting and the April 22, 2025, Council Workshop.
  • Consent Agenda: Council suspended the rules (requiring the affirmative vote of all five members present) and approved the consent agenda, including: Resolution 25-576 authorizing the City Manager to execute a change order with Thompson Electric Inc. for East Side Substation Transformer/Bus Duct construction services; Resolution 25-578 authorizing the purchase of one fleet vehicle for Public Works operations; and other routine items listed on the agenda (including appointments to the Architectural & Historic Board of Review, a police vehicle replacement, a drainage re-establishment project, and a CEIA second amendment).

Public Comments & Testimony

  • Mr. White raised allegations regarding building permits for work at City Hall. He claimed City Manager Sheridan “willfully perjured himself” on April 8, 2025, on HCTV; that Council President Foster knew the statement was false but never objected; and that Whited said at the April 15, 2025, Council meeting that she forgot to pull a permit on Monday, April 14, and eventually pulled it on April 15, 2025. Mr. White characterized the situation as “a dog and pony show” and asked the remaining Council members, the City Solicitor, and the Charter Board members to initiate an investigation into the allegations. The Mayor granted him an additional two minutes under the public comment rules.
  • No other residents addressed Council during the public comment period.

Proclamations & Special Recognitions

  • Senator Kristina Roegner (25-0058): Recognized and commended for her “exemplary leadership and commitment” supporting the Hudson Inclusive Playground and the Heinz Hill Road Bridge Project. Councilor Sutton read prepared remarks on behalf of Council President Foster; multiple Council members praised the grant’s impact on access to Route 8 and on safety in Northwest Hudson. Senator Roegner responded with appreciation, recalling that her father previously served as Hudson City Council President.
  • Bike Month (25-0059): Mayor Anzevino proclaimed May 2025 as “Bike Month” in Hudson, urging residents to join in support of the League of American Bicyclists’ observance.
  • Public Service Recognition Week (25-0060): Mayor Anzevino proclaimed May 4–10, 2025 as “Public Service Recognition Week” in Hudson. Council members thanked city employees, noting that while residents may “only hear the negative,” public servants are genuinely appreciated.

Public Hearings

  • Ordinance 25-28 (AHBR Amendment): Public hearing opened and closed at 7:51 PM for an ordinance amending Chapter 1202.04(B)(3) of the Land Development Code regarding Architectural & Historic Board of Review advice of consultant.
  • Ordinance 25-21 (Public Hearing Rules): Public hearing opened and closed at 7:52 PM for an ordinance codifying the order and rules of public hearings.

Discussion & Legislation

  • Ordinance 25-21 (Codifying Order and Rules of Public Hearings): Council moved to postpone consideration to a date certain of May 20, 2025, the next regularly scheduled Council meeting. The roll call motion carried; the specific vote tally was not captured in the transcript. Note: the transcript indicates Council President Pro Tempore Sutton made the motion, while the minutes attribute it to Heater.
  • Ordinance 25-28 (AHBR Consultant Advice): Considered as the final legislative item of the evening, with Exhibit A dated April 22, 2025, substituted as the amended version. Note: the transcript references “item 25-65” when calling the vote, which appears to be a mis-transcription of 25-28; the vote result was not captured in the provided transcript excerpt.
  • Council Comments: Councilor Kowalski thanked attendees of the April 30 open forum and made a request to the Mayor that was not fully captured in the record. Other members expressed appreciation for staff and community support.

Executive Session & Adjournment

  • Council recessed the regular meeting at 8:20 PM to enter executive session. Invited attendees were all Council members, the Mayor, the City Solicitor, the City Manager, the Economic Development Director, and the Community Development Director. Council indicated no further public business was anticipated after the session other than adjournment. The Mayor adjourned the meeting at 9:01 PM.

Key Outcomes

  • Minutes of April 15 and April 22, 2025, approved 5-0.
  • Consent agenda approved, including the Thompson Electric change order and the Public Works fleet vehicle purchase.
  • Ordinance 25-21 postponed to May 20, 2025.
  • Proclamations issued for Senator Roegner, Bike Month, and Public Service Recognition Week.
  • Executive session held from 8:20 PM; meeting adjourned at 9:01 PM.
