This workshop of the Hudson City Council covered two main discussion items: an update on proposed safety improvements along West Streetsboro Street (SR 303) and the future location of an inclusive playground. Council also reviewed the proposed consent agenda and legislation for the May 20, 2025 Council meeting. Key discussions included funding, community outreach, and adjustments to proposed ordinances.
A. 25-0062 – Update on W. Streetsboro Street (SR 303) Safety Improvements
City Engineer Kosco presented an updated plan using paint striping instead of concrete median islands and bump outs, after receiving ODOT approval to maintain the same safety footprint with lower cost and maintenance. The project, between Boston Mills Road and Atterbury Boulevard, is 80% ODOT-funded (reduced from original, but still 80% of the revised cost). Council discussed traffic flow concerns, particularly a westbound lane pinch point near Panera. Mayor Anzevino expressed hesitation about creating confusion, but after debate a consensus emerged to proceed with the paint-only striping, noting it can be easily modified if needed. The project will also include ADA ramp and crosswalk enhancements.
B. 25-0063 – Future Location of Inclusive Playground at Barlow Farm Park
City Manager Sheridan outlined the timeline and cost comparisons for Barlow Farm Park ($1.25 million) and Hudson Springs Park ($1.55 million). Safety concerns at Hudson Springs (lake drowning risk, turnpike noise) were cited. The Park Board had voted 3-2 for Barlow Farm Park, and the Hudson Inclusive Playground Group also preferred Barlow for its community setting and water safety. Councilmember Sutton introduced Oak Grove Park as a third option (estimated $1.55 million), noting it had not been previously considered. Council debated inclusivity, traffic, and community resistance. Ultimately, council agreed to refer both Barlow Farm Park and Oak Grove Park to the Park Board for further evaluation, with outreach to adjacent neighborhoods (Weston Hills HOA and others near Oak Grove). A recommendation is expected back at the May 27, 2025 workshop.
Council reviewed several ordinances and resolutions scheduled for readings. Notable discussions:
We're gonna go ahead and get started. I'd like to call this meeting to order. This is a duly noticed workshop meeting of Hudson City Council held in accordance with the Sunshine Laws of the State of Ohio, Section 121.22 and the City of Hudson Charter, Article 3, Section 3.02 for Tuesday, May 13th, 2025. Per ordinance 220.031 titled Workshop Meetings and Item C. I would now like to turn the meeting over to Council President Foster so as to continue through the remaining workshop agenda items. Council President Foster, the floor and workshop meeting is yours. Thank you very much. We will move on to section two, which is correspondence and council comments. If any council members would uh would have some comments to share, please uh get my attention and I will assign you the four. Um Mr. Van Wick. Yeah, just uh brief update both from the uh Charter Review Commission. I'll start that big issues covered this past meeting were boards and commission changes that have been suggested. So more discussion there about um how that could be done or how from uh how it could be written and proposed back to the voters if that was uh a way forward. Also had some discussion about the mayor and the definition of the role, the preamble, article four, term limits, and uh you know a number of other various items, but those are the big ones they're transitioning into having reviewed the entire charter into the issues and the items for how to move forward with those. Um they've also added uh a public meeting May 14th, as they're anticipating needing a little more time to get through some of the the bigger issues. Um subsequently we had the fire and EMS subcommittee meeting to discuss funding. I know we'll get a deeper discussion in the next workshop on that, but I was impressed that we're still looking at that 24-7 solution, and between um the fund balance and our robust infrastructure budget, we're fairly confident we will have a financial solution for that at the same time with um staff and those involved in the project going back to push on costs to see what we could find. Um I just appreciated the uh the positive engagement of those involved, particularly from city staff on trying to find the solution there. Um, and that's all I've got. So um uh last week was the home committee, the Hudson officials for mutual endeavors. That's when the schools, cities, city um parks, library get together and talk about just review issues to make sure everyone's on the same page and knows what's going on in each other's uh realm. Um the schools uh primarily uh a lot of the discussion was around um HB 96 and their their concerns about the uh the uh impact of a of a cap on general fund carryover balances that is being uh proposed at the state level. And then um uh and then Tom updated everybody about uh bridge, Tinker Creek, Tinkers Creek watershed study, and um other things that are going on in the city. And Jeff or Tom, anything you want to add to that home committee summary. I have nothing to add. Comments, Council members. Uh, three quick things. Um it was a pleasure to meet and present my recognition certificates this past week to two Hudson Middle School athletes who set records in track and field. Uh as such, I just wanted to openly congratulate Colt who broke the record for the 110 meter hurdles with the time of 15.76 seconds, and to Tyler, who broke the record for the 200 meter dash with a time of 23.8 seconds. And there's also a third student that I'll be meeting with and recognizing here this Friday afternoon. Uh also a middle school student, Sophie. She broke the school record for the discus with a distance of 100 feet 10 inches. Um, I also had the pleasure this past weekend to attend the Cub Scout Pack 3322 Blue and Gold Banquet. And I just wanted to say congratulations to those scouts who bridged over to Boy Scouts and earned their arrow of light accommodation. Uh and a final congratulations to Brian uh from Boy Scout Troop 321 who earned and achieved the rank of Eagle Scout during his court of honor ceremony this past weekend. Again, it was my honor to present Brian with a recognition certificate and one of my new appreciation and gratitude coins. So congratulations to all of those people. Thank you. All right. Just a quick planning commission update. It was late night last night. Got out of here about one in the morning. Um was failed by the planning commission. Um incompatibility, lack of historical preservation, lots of other reasons. Um there was a lengthy application regarding a dog kennel and possible dog park on prospect. Um did not get to public comments on that. They spent about two hours, two and a half hours until we got timed out uh with the alarm at midnight, and that will uh be continued at a special meeting of the planning commission in two weeks. So move on to discussion items, which is section three item A 25-0062 is discussion uh update of the West Streetsboro Street State Route 303 safety improvements. Rebecca, yeah.
