Hudson City Council Regular Meeting - September 2, 2025

The City of Hudson City Council met on Tuesday, September 2, 2025 at Hudson Town Hall. An executive session began at 7:00 PM to interview an applicant for the Tree Commission, followed by the regular session at 7:30 PM. Six of seven council members were present (Councilmember Banweg absent). Mayor Jeffrey L. Anzevino presided. The meeting covered a proclamation, approval of minutes, council comments, a manager's report, a consent agenda, first and second readings of legislation, and a second executive session.

Proclamation

  • 25-0103 Special Recognition of Liz Murphy: Mayor Anzevino read a proclamation honoring Liz Murphy for her decades of community leadership, including ownership of the Learned Owl Bookshop, creation of Destination Hudson, and numerous volunteer roles. Councilmembers and the City Manager offered remarks of appreciation. Mrs. Murphy accepted, thanking her teams and her husband.

Consent Calendar

All consent items were approved unanimously (6-0) by a single motion, suspending the rule requiring three readings:

  • 25-0104: Acknowledged timely receipt of the July 2025 Monthly Financial Report.
  • 25-120: Authorized the City Manager to enter a preliminary engineering agreement with ODOT and Norfolk Southern for the Hines Hill Road Grade Separation Project.
  • 25-121: Authorized an amended LPA agreement with ODOT for the SR 303 Safety Improvements Project, reflecting a reduction in safety grant funding from $330,000 to $100,000 due to design changes.
  • 25-122: Authorized a contract with The Perk Company for SR 303 safety improvements (pavement striping, signage, curb ramps) at a total cost of $162,971.56, with $100,000 from an ODOT safety grant.
  • 25-123: Authorized the sale of approximately 0.1705 acres of city property (Parcel #30-01315, 5431 Hudson Dr.) to the owner of 5411 Hudson Dr. for $10,416.36.
  • 25-124: Authorized an agreement with Diamond Waterfronts to purchase and install an ADA-accessible kayak ramp, fully funded by a $62,700 State Capital Budget Grant with no city match.
  • 25-125: Authorized an emergency agreement with Magnatech Industrial Services to inspect and diagnose a 12.47 kV transformer at the Southside Substation that failed after a lightning storm on August 13, 2025, reducing system reliability.
  • 25-126: Referred the proposed inclusive playground at Oak Grove Park to the Planning Commission for report and recommendation.

Public Comments & Testimony

  • None.

Discussion Items

  • Council Comments:
    • Councilmember Kowalski announced the Environmental Awareness Committee (EAC) will meet Thursday, September 4 at 7:30 PM due to the Labor Day holiday.
    • Councilmember Goetz noted a demonstration at First and Main over the weekend and announced an interfaith peace gathering on Wednesday, September 3 from 7:00-8:00 PM at Hudson Gazebo Green, organized by First Congregational Church and the Jewish synagogue.
    • Council President Foster stated he had been contacted about misinformation from the last EAC meeting concerning the Charter Review Committee's proposed amendments. He played an audio clip and asserted that City Council cannot modify charter review initiatives—only forward them to the ballot. He requested that staff (Emily Fernandez) provide correct information to the EAC board prior to their next meeting.
    • Councilmember Kowalski responded, clarifying she had not claimed council could make changes and expressed frustration with being criticized by Foster.
    • Mayor Anzevino addressed the demonstration, stating the city is having internal discussions and is reviewing legal options to preserve community values.
  • Report of Manager: City Manager Sheridan announced the new HCTV-Ohio app (available for download on Apple, Google, Fire TV) and the September 11 stair climb event at Hudson Memorial Stadium.
  • Appointments: Council President Foster noted upcoming vacancies on the Board of Zoning and Building Appeals, Cemetery Board, Planning Commission (ward 1 and 4), and Tree Commission.
  • Legislation (First and Second Readings): All legislative items were read by title and constitute first or second readings; no votes were taken:
    • Second readings: 25-113 (Hudson Drive Waterline Extension), 25-119 (Low-speed vehicle ordinance).
    • First readings: 25-127 through 25-136 (various bond issuances for property acquisition, public works facilities, golf clubhouse, trails, fire/EMS facility, and broadband expansion).

Key Outcomes

  • Minutes Approved: Minutes from August 19 and August 26, 2025 were approved (6-0).
  • Consent Agenda Approved: All eight items passed unanimously (6-0).
  • Executive Session Motions:
    • First (7:00 PM): Entered to interview a Tree Commission applicant (5-0, all present voted aye; Banweg and Sutton absent at that time).
    • Second (after legislation): Entered to discuss real estate acquisition and security arrangements pursuant to Codified Ordinance 220.05 B2,5,6 (6-0).
  • Adjournment: The regular meeting recessed at 8:08 PM for the second executive session and resumed at 9:17 PM, then adjourned.
